Statement of Work (SOW) for the Removal and Reinstallation of Gear Reducers
1.0 General
1.1 Background
The mission of the U.S. Naval Research Laboratory (NRL) is to provide the advanced scientific capabilities required to support our country’s position of global naval leadership. The mission of the NRL Pomonkey Facility, a field site of the NRL and located in La Plata, Maryland, requires housing and operation of several free space antenna ranges for development and testing of a variety of antenna types. This service acquisition is required to remove and reinstall six (6) existing gear reducers that are part of a full motion large parabolic reflector antenna at the NRL Pomonkey Facility.
1.2 Objective
The six (6) gear reducers for the 30m antenna system at the NRL Pomonkey Facility in Maryland were custom built for the antenna when installed in 1990. Given their age, critical function, and unique design, it is required that they be removed for remanufacturing and reinstalled upon completion of remanufacturing. Sumitomo Machinery Corporation of America, as approved by the antenna manufacturer, General Dynamics SATCOM (GDSATCOM) Technologies, will remanufacture the gear reducers.
1.3 Scope of Work
The Contractor shall provide all resources necessary to accomplish the tasks and deliverables described in this Statement of Work (SOW). The Contractor shall remove and reinstall six (6) existing gear reducers previously installed by the antenna manufacturer, GDSATCOM Technologies.
• The remanufacturing of the gear reducers is not part of this project, only the removal and installation of the gear reducers once remanufactured.
• The gear reducers must be removed in sets of three (3) and reinstalled in sets of three (3) once each set is remanufactured.
• The Contractor shall provide all labor, materials, tools, equipment, and supervision and all other items as necessary to complete the work as described in the SOW, Section 2.0.
The antenna manufacturer, GDSATCOM Technologies, must approve the Contractor selected to remove and reinstall the gear reducers. This requirement is due to the uniqueness of the antenna design (the only 30m parabolic antenna in the Continental United States that can track both azimuth and elevation at 10 degrees/sec up to at least 80 degrees elevation) and the associated custom design (i.e. non- commercial off the shelf)

Furthermore, because the critical functions of antenna performance and control are directly associated with the installation and alignment of the gear reducers, the antenna manufacturer will void all existing antenna performance and control warranties if a non- authorized Contractor performs the work described below.
1.4 Period of Performance
The period of performance of this contract is estimated for six (6) months, from 1 June 2020 through 30 November 2020.
1.5 Place of Performance
The removal and reinstallation will be performed entirely at the NRL Pomonkey Facility, located in La Plata, Maryland.

Not Applicable
2.0 Specific Requirements/Tasks
2.1 Task One: The removal and reinstallation will occur in three (3) separate site visits.
2.1.1 There are a total of four (4) azimuth gear reducers and two (2) elevation gear reducers. They will be removed, remanufactured, and replaced in sets of three (3) at a time: two (2) azimuth and one (1) elevation.
2.1.2 No modifications to the antenna structure are allowed for the removal and reinstallation of the gear reducers unless approved in advance by GDSATCOM Technologies and the Government.
2.2 Task Two: The first visit will include the removal of two (2) azimuth gear reducers and one (1) elevation gear reducer.
2.2.1 Upon removal, the antenna servo system will be configured and tested to allow the antenna system to perform to manufacturer’s specifications with only the remaining two
(2) gear reducers in azimuth and one (1) in elevation.
2.2.2 The Government shall be responsible for providing an appropriate crane and operator as necessary for the removal and lowering of the three (3) gear reducers. The Contractor shall be responsible for the rigging and installation thereof to attach the gear reducers to the crane.
2.2.3 The Government shall be responsible for packaging and shipping the gear reducers for remanufacturing.
2.3 Task Three: The second visit will include the installation and alignment of the first set of remanufactured gear reducers (two (2) azimuth and one (1) elevation) and removal of the remaining two (2) azimuth gear reducers and one (1) elevation gear reducer.
2.3.1 The Government shall be responsible for providing an appropriate crane and operator as necessary for the installation of the three (3) remanufactured gear reducers
Statement of Work for Removal and Reinstallation of Gear Reducer Page 6 of 7 and subsequent removal and lowering of the remaining three (3) gear reducers. The Contractor shall be responsible for the rigging and installation thereof to attach the gear reducers to the crane for both the installation and removal of the gear reducers.
2.3.2 Upon installation and alignment of the three (3) remanufactured gear reducers, the antenna servo system will be configured and tested to allow the antenna system to perform to manufacturer’s specifications with only the first set of remanufactured gear reducers: two (2) gear reducers in azimuth and one (1) in elevation.
2.3.3 The Government will be responsible for packaging and shipping the gear reducers for remanufacturing. When the second set of gear reducers is remanufactured, the Government will be responsible for the return shipping and staging of these gear reducers in preparation of a third and final visit.
2.4 Task Four: The third visit will include the installation and alignment of the second and final set of remanufactured gear reducers (two (2) azimuth and one (1) elevation).
2.4.1 Upon installation and alignment of the final three (3) remanufactured gear reducers, the antenna servo system will be configured and tested to allow the antenna system to perform to manufacturer’s specifications with all six (6) remanufactured gear reducers.
2.4.2 This will include regression testing in addition to any and all testing designated by the antenna manufacturer as required to confirm proper alignment and operation of all six
(6) remanufactured gear reducers.
2.4.3 The Government will be responsible for providing an appropriate crane and operator as necessary for the installation of the final set of three (3) remanufactured gear reducers. The Contractor will be responsible for the rigging and installation thereof to attach the gear reducers to the crane for the installation of the gear reducers.
3.0 Delivery or Deliverables
4.0 Meetings
Meetings will be conducted through an alternative method of communication (such as a teleconferencing), as recommended by the Contracting Officer Representative (COR), Cedric Welch.
4.1. Post-award Kickoff Meeting
