About this file

This is a Statement of Work (SOW) for Ordnance Assessment (OA) testing of Tomahawk Electric Initiators for the Naval Surface Warfare Center, Indian Head Division. The SOW requires comprehensive testing of 24 fleet-returned Tomahawk Electric Initiators (P/N 2220343-1) and 3 additional stockpile Tomahawk Standard Initiators (P/N 76Z2843-3) as test setup units. The testing will include non-destructive, environmental, and functional assessments across multiple stages: visual inspection, leak testing, electrical testing (dielectric withstanding voltage, insulation resistance), shock and vibration testing, and functional performance testing at temperatures ranging from -65°F to 160°F.

The contract is intended to be sole-sourced to Pacific Scientific Energetic Material Co. in Hollister, CA, under solicitation N00174-25-SIMACQ-E2-0036. The government will provide all test units as Government Furnished Material (GFM), and the contractor must deliver a comprehensive data pack within 15 working days after completing functional testing. Interested parties may identify their capabilities by May 28, 2025, at 10 AM EST, with the Navy seeking clear evidence that competition would be advantageous. The resulting contract will be a firm fixed-price agreement, with the NAICS code 541380 and FSC code H214.
