NATIONAL PARK SERVICE
Region IR2
Natchez National Historical Park
PMIS 309536A
Exterior Painting of Melrose South Slave Cabin and Barn/Stable
PMIS 317578A
Repaint Exterior of Stietenroth House
Natchez National Historical Park Natchez, MS 39120
Statement of Work
1. SCOPE: The contractor shall furnish all labor, materials, tools, equipment and appliances necessary for the successful execution of the work: cleaning, prepping, painting, and finishing of all exterior woodwork and metalwork including shutters, stairs, ramps, and railings of the Melrose Estate’s south Slave Cabin, Barn/Stable, tool shed and the park’s Stietenroth House. Areas will be repaired and painted to the specifications listed below.
2. BACKGROUND: Melrose, an1840s antebellum mansion with original outbuildings located at 1 Melrose Montebello Parkway, is one unit of Natchez National Historical Park. Interpretation of the exteriors of the historic structures on the site to the nineteenth century requires rehabilitation of the building exteriors in accordance with the treatment recommendations found in the Melrose Historic Structures Report (Ann Beha & Associations, 1996) and clarified in the 2004 Programmatic Agreement Among the NPS, the Historic Natchez Foundation, and the Mississippi State Historic Preservation Officer Regarding Restoration of the Melrose Estate.
Exterior paint colors generally follow the second painting period (mid-1850s), where possible, in keeping with the prime interpretive period of the house.
The Melrose estate holds national significance as a National Historic Landmark, and all buildings covered by this contract are historic structures original to the nineteenth century. All are contributing elements to the national significance of the estate. Work must be carried out in accordance with the Secretary of the Interior’s Standards for the Treatment of Historic Properties. A copy of these standards may be provided by the COR (Contracting Officer’s Representative) for the project, if necessary.
In 1992, NATC acquired the Stietenroth House located at 504 South Canal Street. The house and numerous adjacent parcels occupy what was the historic location of the 18th century French fort, Fort Rosalie. The Stietenroth House is a contributing element of the National Register Historic District of Natchez Bluffs and Under the Hill Historic District. The House was built in the mid- 19th century and expanded at least on two occasions prior to 1925. At one time the House served as the administrative offices of NATC.
The Stietenroth House has local significance to the National Register under Criterion A for its association with white, middle-class residential development of the mid-19th century and under NATC- Stietenroth House 8/26/2020 CBA and Value Analysis Report Page 9 Criterion C as an example of a mid-19th century Creole Cottage that was expanded to meet the needs and aspirations of the Stietenroth family into the 20th century. After the Civil War in Natchez, merchants began to build residences along South Canal Street, usually in variations of Queen Anne and Colonial Revival styles. The Stietenroth House was expanded during this time to accommodate an expanding family and to reflect current architectural styles and trends. “The Stietenroth House is but one example of the breadth of historic housing stock in Natchez, Mississippi, that ranges in scale from the grand revival showpieces to the vernacular dwellings of the less affluent. Like much of Natchez’s domestic architecture, the Stietenroth House sits firmly in the middle of that spectrum. It was built in the mid-19th century and transformed through multiple additions over the years, into the present dwelling. While the house does not exhibit the level of finish and decorative detail of those houses typically associated with Victorian-era construction, the house remains an important reminder of the vernacular character of Natchez’s late 19th and early 20th century building fabric.”
