NAVY REGION SOUTHWEST (NRSW)

N34 PROGRAM FOR FORCE PROTECTION (CT)

FY23 GRAB NET BARRIER SPARES-ECP2

STATEMENT OF WORK

1.0 OBJECTIVE

Procure additional sets of spare Grab Net Barriers for Naval Base Coronado (NBC) Inbound/Outbound Entry

Control Point (ECP) at the request of NRSW REGCOM.

2.0 BACKGROUND

NBC utilizes Grab Net barriers as an Active Vehicle Barrier for the Inbound, Outbound, and CVIS ECPs.

Grab Net barriers are custom fabricated; lead-time from purchase to procurement varies from 6-12 weeks depending on size of barrier ordered, material availability, and vendor workload. On 18 March 2023 a vehicle impacted the Grab Net barrier at the NBC inbound ECP. With no spare barrier, the ECP is without an active vehicle barrier for approximately 8 weeks. Based on this duration, NRSW REGCOM has directed purchase of additional ECP barriers
