About this file

This document is a Statement of Work (SOW) for a Virtual Reality Welding Simulator. The key requirements include:

The vendor must provide a welding virtual reality training simulator with a 22-inch touchscreen monitor, VR headset, MIG/FCAW/SMAW/GTAW welding devices, different welding coupons, a welding stand, and an oxyfuel cutting torch. The simulator must have realistic visuals and sound effects, detect improper welding techniques, provide virtual bend testing, track key welding parameters, and include a vehicle repair shop environment. It must support GMAW, FCAW, SMAW, and GTAW welding processes in multiple positions on mild steel, stainless steel, and aluminum. The machine must be delivered within 60 days of contract award to Joint Base McGuire-Dix-Lakehurst, New Jersey and meet antiterrorism requirements for accessing the base. No government-furnished property will be provided.

The related federal contract opportunity is a Pre-Solicitation for a Virtual Reality Welding Simulator, solicitation number F3A3L14122AQ01, issued by the Department of the Air Force's Air Mobility Command.

Statement of Work (SOW)

1. Background We strive to drastically improve our training program for hands-on skill-building and welding performance. The integration of a virtual reality welding simulator will be the corner stone of this program. This training simulator produces realistic welding puddle visuals, accurate sounds, and movements. What can be learned virtually with a welding simulator seamlessly transfers into real-world applications, hands-on welding just as aircraft flight simulators do for pilots.

This machine will allow us to meet deployment tasking requests for vehicle mechanics proficient in welding.

2. Scope We expect to be provided with a welding virtual reality training simulator as described in the tasks section below. It must meet all the specifications and capabilities listed.

3. Objectives The vendor will provide one welding virtual reality training simulator with all the accessories and capabilities listed in the Tasks section of this document.

d. Virtual bend test that provides results instantly and reveal what caused a weld to pass or fail.

e. Replicates proper machine set-up using a welding procedure specification that requires students to enter the proper material type, process, gas flow and amperage / voltage / wire-feed speed and allows the instructor to change tolerances.

f. Must track and score key weld parameters including to include work angle, travel angle, travel speed, contact tip to work distance, aim and position.

g. Must provide demos of successful welds.

h. Must track virtual consumables, base material and gas usage to assist with calculating the cost savings of VR training.

i. Must have a replay mode for instructor and student evaluation of weld pass.

j. Coupons must be viewed and rotated during welding to check for proper angles and for evaluation.

k. Must have a bypass mode to allow the user to quickly demonstrate a weld with or without WPS setup.

l. Must have a vehicle repair shop virtual reality environment.

6. Included simulated processes. Must simulate the following processes:

a. GMAW – Short Arc

b. GMAW – Axial Spray

c. GMAW – Pulse

12. Antiterrorism

a. References:

1. Department of Defense Instruction O-2000.16, Volume 1 DoD Antiterrorism (AT) Standards, Standard 18

2. Defense Federal Acquisition Regulation Supplement (DFARS) (Reference (r)) reflects current DoD AT security requirements for defense contractors

3. Joint Publication 3-07.2 Antiterrorism

b. Terrorism is defined as: The unlawful use of violence or threat of violence to instill fear and coerce governments or societies. Terrorism is often motivated by religious, political, or other ideological beliefs and committed in the pursuit of goals that are usually political.

c. Antiterrorism is defined as: Defensive measures used to reduce the vulnerability of individuals and property to terrorist acts, to include rapid containment by local military and civilian forces.

d. Antiterrorism:

1. As a prelude and during performance of any contract, it is critical that the Contractor be supportive of all Department of Defense (DoD) requirements to protect personnel and their families, installations, facilities, information, and other resources from terrorist acts.

2. All Contractors and Sub-Contractors are responsible for providing their personnel information on the Joint Base McGuire-Dix-Lakehurst (JB MDL) Antiterrorism Program (AT). All contractors and sub-contractors will review the JB MDL AT Awareness Guide for Contractors pamphlet. During performance of work, personnel security and protection of resources is critical for the installation to maintain a safe and secure work environment. Contractors and contracted personnel must be alert for any suspicious activities while on the installation. If any situation appears to be suspicious, immediate actions must be taken to properly notify the 87th Security Forces Squadron (SFS) Emergency Control Center (ECC) at 609-754-6001.

3. Contractors must ensure that contracted personnel and vehicles are strictly controlled during performance of duty. For instance, contractors shall use reasonable efforts to prevent any personnel or equipment from being placed in harm’s way or in a position that could aid or abet terrorists.

4. It is strongly recommended that all contracted personnel take the computer-based training (CBT) for the DoD-approved Antiterrorism Level I Training at: https://jko.jten.mil/courses/AT-level1/launch.html. Contractors are encouraged to contact the JB MDL Antiterrorism Office at 609-562-5362/2445 for information regarding the installation Antiterrorism Program.

5. Force Protection Condition (FPCON) Impact on Work Levels: If the JB MDL FPCON level is elevated to Charlie, the installation shall evaluate the need for contract services to be discontinued. At FPCON Delta, services are discontinued. Services shall resume when the FPCON level has been lowered.

e. Administrative Note: In the event of an emergency, dial 9-1-1 from any land line on the installation. The call will be routed to the ECC (609-754-6001) on the Joint Base. If you use a cell phone and dial 9-1-1, you will be routed to the county 9-1-1 dispatch (Burlington County for McGuire and Dix or Ocean County for Lakehurst). Simply inform the dispatcher that you are on JB MDL, they will route your call to the JB MDL ECC.
