About this file
This is a Statement of Work (SOW) for supplies related to the USCGC Seneca OEM Tow Line acquisition. The requirement is for a critical on-board tow line to replace damaged equipment, with the procurement issued under FAR 13.106-1(b) simplified acquisition procedures on a firm-fixed price basis. Due to unusual and compelling urgency, the absence of this equipment renders the vessel Not Mission Capable (NMC) and prevents it from sailing, creating unacceptable risk to government operations and scheduled national security missions. The procuring agency is the Department of Homeland Security US Coast Guard.
This acquisition is restricted to Samson Rope Technologies, LLC products and services only, with no substitutions permitted. The restriction is supported by a Justification for Other Than Full and Open Competition (JOTFOC) in accordance with FAR 12.102(a) and Class Deviation 25-21 for FAR Part 12. Only authorized vendors of Samson Rope Technologies, LLC may provide supplies, parts, labor, or services. Offerors are encouraged to submit proof of authorized source status, such as a valid Letter of Authorization (LOA) from the OEM, with their initial quotation to expedite evaluation and award. To ensure warranty compliance, safety, and proper integration with existing systems, only OEM-authorized vendors are acceptable.

Statement of Work (SOW)
USCGC Seneca Towline
1. Background and Current Observed Issues
In a previous patrol a required towing evolution of our unit to place a vessel in tow exceeded our capabilities but was an accepted risk due to the totality of the circumstances. The resulting tow resulted in melting our towline to our bits making the towline unserviceable. This purchase is due to an operational need, as the existing towline is damaged and must be replaced to maintain proper operation of the vessel safety, and preserve operational readiness.
