About this file
Summary
This is a Draft Statement of Work for specialized training services requested by Northern Navajo Medical Center (NNMC). NNMC seeks a contractor to facilitate five separate three-day training sessions focused on writing Performance Work Statements (PWS), a core competency for the facility's acquisition support staff. Each session will accommodate 23 students and occur on consecutive Tuesday, Wednesday, and Thursday schedules over separate weeks. The training must be delivered on-site at NNMC's facility in Shiprock, New Mexico, utilizing the center's in-house computer lab with a minimum of 23 workstations.
The contractor must deliver comprehensive training materials—including curriculum, website links, and literature—four weeks prior to each training session. Physical training materials must be packaged and delivered to the Contracting Representative Officer (COR) four weeks in advance, while electronic material links must be distributed at least three weeks prior. The training scope requires attendees to develop practical skills in drafting, analyzing, and finalizing comprehensive PWS documents, including problem statements and project visions, using blended learning methods incorporating expert instruction, interactive workshops, hands-on demonstrations, and evidence-based case studies. Upon completion, the contractor must issue certificates and award Continuous Learning Points to all attendees. The contractor is responsible for replacing any damaged materials at no additional government cost. The period of performance is twelve months following contract award, with the contractor required to report to the COR on the first day of training and obtain facility security clearance.

DRAFT STATEMENT OF WORK
Services – Specialized Training request
Introduction
Northern Navajo Medical Center (NNMC) Administration request proposals to facilitate training sessions focusing on the development and implementation of performance-based acquisition and contracting techniques.
Background
While NNMC’s acquisition team maintains a high volume of contract output, the recent influx of new support staff, combined with high turnover, has created a need for targeted training on standard contracting procedures. To ensure compliance and efficiency, it is requested that specialized training, specifically focusing on “Writing Performance Work Statements” be implemented as a key component of our staff development plan.
Scope
NNMC Administration is requesting that most acquisition support staff attend specialized Performance Work Statement (PWS) training. The goal is to ensure all staff leave with a thorough, practical understanding of PWS development. We require on-site training to utilize in-house computer labs (23 stations). Due to the high number of attendees, we are requesting five separate 3-day sessions to be scheduled over separate weeks.
Technical Requirements
Training attendees will gain the ability to articulate the strategic importance of PWS in acquisition. They will learn to draft, analyze, and finalize comprehensive PWS documents – including problem statements and project visions, while mastering the development of clear requirements and understanding the direct impact of precise PWS language on project success.
The Contractor will facilitate an engaging learning experience through blended training methods, including expert instruction, interactive workshops, hands-on demonstrations, and relevant, evidence-based case studies and resources.
The Contractor shall submit all training materials, including website links, curriculum, and literature, no later than 3-4 weeks prior to each scheduled training date.
The Contractor will partner with the Contracting Representative Officer (COR) to validate initial student attendance numbers and verify daily attendance records.
Upon completion of the training, the contractor will issue a certificate and award Continuous Learning Points to all attendees.

Contractor shall ensure all physical training materials are packaged and delivered 4 weeks in advance of the training session to the COR.
The Contractor shall distribute electronic training material links to all attendees, including the COR, at least 3-weeks prior to the scheduled training session.
