STATEMENT OF WORK (SOW)

IRS UNS UC Satellite Phone Fixed-Site Installation

C.1 Introduction/Overview The Internal Revenue Service (IRS) requires the installation of new Satellite Phone Fixed-Site equipment at its facilities in WV and DC. The equipment is already acquired and on location, ready to be installed. It is understood that a survey is necessary prior to each installation.

C.2 Background Satellite Phone Fixed-Site installation of new equipment is necessary to fulfill the program’s mission, which is to provide a backup voice communication system for the IRS Commissioner and Executives during an emergency or natural disaster. This is in compliance with the Federal Mission Resilience Strategy, as well as the Internal Revenue Manual (IRM).

The purpose of the fixed-sites is to enable the Commissioner and Executives to communicate via satellite phone/network while sheltering together in-place inside an IRS facility. Normally, for satellite phones to work correctly, the user needs to be outside, with a line of sight to the sky. With the fixed-sites, the users can be indoors.

C.3 Scope The objective of this requirement is to purchase the Satellite Phone Fixed-Site survey and equipment installation for two IRS locations in DC and WV.
