About this file
This document is a Statement of Work (SOW) for a Request for Quotation (RFQ) to procure a Gas Chromatograph-Mass Spectrometer (GC-MS) system for the National Institute of Standards and Technology (NIST), Material Measurement Laboratory, Biomolecular Measurement Division.
The GC-MS system must be an Agilent brand name model 5977C Inert Plus MSD/8890B Series GC, along with an Agilent 7693A Autoinjector and 7693 Tray with 150 vial capacity. The SOW outlines detailed technical specifications for the mass spectrometer, gas chromatograph, and autosampler. It also includes requirements for installation, training, and a one-year warranty. The GC-MS system must be delivered, installed, and training completed by March 31, 2025 at NIST's Gaithersburg, MD campus. This is a brand name only requirement due to the need for integrated software control across all system components. The GC-MS system will facilitate expansion of the NIST/NIH/EPA Mass Spectral Library.

Statement of Work
TITLE: GC-MS System
BACKGROUND
The National Institute of Standards and Technology (NIST), Material Measurement Laboratory (MML), Biomolecular Measurement Division (BMD) in Gaithersburg, Maryland is responsible for the development of chemical databases to accomplish NIST’s mission to carry out collection, compilation, critical evaluation, publication and sale of standard reference data in accordance with Public Law 90-396. 90th Congress, H.R.
6279, July 11, 1968.
The chemical databases provide standard reference data for laboratories, both within NIST and to the worldwide scientific community. The Mass Spectrometry Data Center (MSDC), a component of the BMD, is responsible for the development of the NIST/NIH/EPA Mass Spectral Library and special Mass Spectral Libraries
(hereinafter, the Libraries) (http://www.nist.gov/srd/nist1a.cfm, http://chemdata.nist.gov/dokuwiki/doku.php?id=peptidew:start). This development includes generating and analyzing data obtained by Gas Chromatography-Mass Spectrometry (GC-MS).
OBJECTIVE
The objective of the project is to facilitate the expansion of the NIST/NIH/EPA Mass Spectral Library by adding a GC-MS System to the MSDC’s laboratories.
SCOPE
The Contractor shall provide a GC-MS system meeting the specifications listed below. The Contractor shall install the instrument, demonstrate all required specifications, provide training, and warranty.
BRAND NAME JUSTIFICATION
This is a brand name only requirement.
The Agilent mass spectrometer and its components for sample handling (autosampler) and for separation of components of samples (gas chromatograph) must be controlled through integrated software to enable use of one sample list and one method on one PG. The PC must run on Windows 10 operating system to satisfy NIST lT requirements.
The components for all measurements must be provided in an integrated package by a single vendor. All system components (autosampler, GC, inlet, and mass spectrometer) must be controlled through integrated software to enable use of one sample list and one method on one PC and be compatible with current software and instruments in use in the MSDC. Current systems are Agilent GC-MS instruments liquid inlet, autosampler based devices that run on the Windows 10 operating system.
The heated quadrupole is an important feature to maintain high vacuum and cleanness of the mass spectrometry system. The heating is necessary to remove degradation products of samples and facilitates acquisition of high-quality electron ionization mass spectra. This feature is especially important for the BMD analyzing various chemical and biological samples of synthetic and natural origin at a large scale. Only Agilent mass spectrometry instruments include quadrupole that can be heated up to 200 oC.
SYSTEM REQUIREMENTS
The Contractor shall provide one Agilent brand name GC-MS System, 5977C EI/CI MSD) / 8890B Series GC.
The Contractor shall also provide one Agilent Autosampler consisting of 7693A Autoinjector, 7693 Tray with
150 vial capacity.
Mass Spectrometer
1. Mass analyzer: Single quadrupole
2. Electron ionization (EI) mode and chemical ionization (CI) mode
3. Sensitivity: S/N 1500:1 (EI) with 1 pg Octafluoronaphthalene (OFN), scanning 50-300 u at 272 u ion.
4. Instrument Detection Limit: 10 fg (EI).
5. Scan speed: The scan speed of the instrument must be up to 20,000 u/sec.

9. Scan increment (step size): Scanning at the increments of 0.1 u.
10. Tune: The Mass Spectrometer must have standard and optional spectra tuning capabilities. “Standard tune” means a standard response over the entire scan range, and “optional tune” can discriminate low masses and show high mass peaks with greater intensities.
11. Oil free foreline pump.
12. Must provide equivalent spectra for helium and hydrogen carrier gas.
Gas Chromatograph
1. The Gas Chromatograph must offer the capability to install two inlet ports. The system must be delivered with one inlet port.
2. Inlet sealing system must allow for easy liner changes without using tools.
3. The inlet vent trap line must be replaceable.
4. Oven dimensions must be not less than: 27 x 30 x 15 cm and not more than 35 x 35 x 25 cm.
5. Oven operating temperature range (Ambient+5 °C to 450°C).
6. Oven temperature set-point resolution shall be 0.1 °C. +/- 10% of this value is acceptable.
7. Split/splitless capillary inlet shall have the split ratio up to 12,500:1, and maximum temperature 400°C capability.
Autosampler
1. XYZ robotic sample handling with syringe concept.
