About this file
This is a Statement of Work (SOW) for the repair, refurbishment, programming, and operational verification testing of the ASOS Visual Display Unit (VDU), Model AX3000/M75C, ASN: S100-41DS28-2 (NSN: 7025-01-584-5944), issued March 11, 2021. The contractor must restore each VDU to "Like New" operating condition, including external appearance, with all costs for parts, materials, labor, inspection, and FOB Origin shipping included in the repair price. The work encompasses four primary phases: evaluation of defective operation using OEM-approved processes; refurbishment ensuring cleanliness, secure hardware, and complete external features with proper labeling; programming using Thin Client Programming and Startup Procedures per NRC documentation; and operational testing that validates P/S2 keyboard input, VGA monitor display output, and AUX1 serial port functionality at 2400 baud, 8N1 settings with VT220 display information. The contractor must furnish all necessary equipment and supplies, establish a test device capable of validating serial transmit and display information through the AUX1 port, and deliver each unit with a comprehensive Repair Report documenting repairs, reconditioning, inspection results, and failure analysis. First Article testing by the NRC's Inspection Branch is required before the contracting officer issues a Notice to Proceed for remaining units.
The vendor provides a one-year warranty against material workmanship and operational faults beginning after final equipment inspection and acceptance. All repaired units undergo NRC final acceptance testing for material workmanship compliance and operational performance verification using ASOS operating and applications software in a live ASOS system. Units failing to meet acceptance criteria are returned to the vendor for rework at no additional government cost. The SOW includes detailed technical requirements for programming setup using Axel Remote Management v3.0.2 software, configuration parameters, startup procedures, and a complete VDU configuration file with TCP/IP, AUX1 serial port (2400 baud, 8-1-none), terminal emulation, and session parameters. Contact for technical clarification is Jay Wellman, ASOS Senior Electronics Technician (816-823-1058), and the contracting officer must approve any major issues preventing quality repair before work proceeds.
