About this file

This statement of work outlines requirements for a cut and sew contract to produce prototype Marine Corps Combat Utility Uniforms. The Marine Corps Systems Command seeks to award a contract to fabricate a minimum of 100 uniforms up to a maximum of 810 uniforms using government furnished fabrics. Six different fabric variants may be provided between 500 to 700 linear yards each. The contractor must use existing Marine Corps uniform patterns and designs to cut and sew blouse and trouser prototypes within 60 days of receiving fabrics. Deliverables include uniforms in a range of sizes for evaluation, with 25 yards of each fabric variant retained for further testing. The government will evaluate prototypes for suitability of the fabric technologies in operational environments to select one or more fabrics for potential adoption in an updated combat utility uniform.

Next Generation (NEXGEN) MARINE CORPS COMBAT UTILITY UNIFORM (MCCUU) FABRICATION FOR

LIMITED USER EVALUATION

STATEMENT OF WORK

SCOPE

Product Manager Clothing and Equipment (PdM C&E), Infantry Weapons (PM IW), Marine Corps System

Command (MCSC) is seeking to do a product improvement (PIP) to the MCCUU with a level of flame resistance (FR) and Shortwave Infrared (SWIR) camouflage and improvements in breathability, comfort, and durability to modernize and increase the capabilities of the current uniform. The effort is abbreviated to NEXGEN MCCUU hereafter.

PdM C&E plans to award one single contract to a vendor capable of producing combat uniforms via cut and sew using government furnished materials (GFM) fabrics. The vendor will be required to use the

Government owned design and patterns of the Marine Corps Tropical Combat Uniform (MCTCU) to cut and sew the GFM fabrics into blouses and trousers. PdM C&E expects to provide a minimum of one (1) and up to six (6) different fabrics as GFM. Each GFM fabric type yardage will be between five hundred

(500) linear yards to seven hundred (700) linear yards. PdM C&E knows from past programs that a uniform set (i.e., a single blouse and trouser) uses an average of five (5) linear yards of fabric during make-up. PdM C&E estimates that from the GFM fabrics, the cut and sew vendor can expect to furnish a minimum of one hundred (100) and a maximum of one hundred and thirty-five (135) uniforms per GFM fabric variant. The vendor will be required to hold back twenty-five (25) yards of each GFM fabric variant for subsequent government test and evaluation. With a maximum of six (6) fabric technologies provided as GFM, the cut and sew vendor can expect to furnish a maximum of eight hundred and ten (810) uniform sets. The minimum would be one hundred (100) uniform sets, if only one type of fabric is provided as GFM. Application of insect repellant (e.g., permethrin) or permanent-press treatments shall not be required on the uniforms. The vendor shall furnish the uniforms within sixty (60) days of receipt of the GFM fabrics. The blouse and trouser tariff percent distribution is provided below.

Blouse and Trouser tariff distribution (subject to minor changes):

NexGen MCCUU Blouse and Trouser Size Tariff %

Small Regular 20%

Small Long 10%

Medium Regular 40%

Medium Long 10%

Large Regular 10%

Large Long 5%

X-Large Regular 3%

X-Large Long 2%

PdM C&E will select the vendor for award based upon a best value decision between delivery timeline, production plan, quality of work based on PDM, past performance, and price. Upon award, the

Government will furnish GFM in the form of 1 to 6 different types of fabrics. Each GFM fabric variant yardage will be between 500 and 700 linear yards. PdM C&E will utilize the fabricated uniforms in a test and evaluation as part of a PIP to update and modernize the current MCCUU. The NexGen MCCUUs shall be tested for several months in a Field User Evaluation (FUE) in a hot/humid/wet environment to establish suitability and acceptability in the operational environment with concurrent lab testing. PdM

C&E will utilize furnished uniforms to analyze the fabric technology and down select to one or more of the GFM fabrics with the greatest chance of success as a future the NEXGEN MCCUU. If warranted and subject to available funds, in a separate contract action, the down selected fabric(s), which may require some modifications, shall be tested as end items in a more comprehensive FUE to support a Marine

Corps adoption decision. Upon completion of a successful FUE, the government shall update the requirement documents and a Supply Request Package (SRP) to DLA Troop Support for sustainment.
