Statement of Work (SOW)

For

On-Site Inspection and Building Capacity Directorate

Treaty Training Logistics and Administration Support

November 8, 2023

1.0 Scope

1.1 Background

DTRA’s mission is to safeguard America and its allies from Weapons of Mass Destruction (WMD) (chemical, biological, radiological, nuclear and high explosives) by providing capabilities to reduce, eliminate, and counter the threat, and mitigate its effects. The On‐Site Inspection and Building Capacity Directorate (OB) supports the Agency's mission through arms control treaty monitoring and on‐site inspection and by providing technical advice and support on WMD and nonproliferation matters. The mission of OB is to: conduct U.S. Government (USG) inspections of foreign facilities, units or events under arms control treaties and agreements; coordinate and escort foreign inspections of U.S. facilities, units or events; plan and prepare for future agreements; execute tasks furthering USG arms control and threat reduction initiatives; organize, train, equip, and deploy inspection, audit and examination, monitoring and escort teams; and accomplish other tasks requiring the unique skills resident in this directorate.

1.2 Objective

Provide Treaty Training logistics support, and Treaty Training administrative services required for presentation of treaty or mission‐related training courses, seminars, and meetings, conducted and led by USG representatives. Training may include language, military or civilian training, and may include course presentations, instruction, development or revision. Services may be technical, administrative or general support services (facilities, equipment, materials, etc.).

2.0 Applicable Documents

2.1 Course Description and Schedule (see Exhibits 1 and 2).

2.2 Program of Instruction, student handbooks, slides, and lesson plans for each course.

2.3 Text and protocol(s) for each treaty, agreement, and convention addressed in treaty training courses.

3.0 Requirements

3.1 Requirement #1 – Project Management The Contractor shall be responsible for management, supervision, and inspection of all tasks required by the contract. The Contractor shall provide DTRA with effective and timely information regarding project status, subcontractor management, issue identification, and mitigation strategies. The Contractor shall submit an activity Status/Progress and Inventory Report in accordance with Contract Data Requirements List (CDRL) A001. Additionally, the Contractor shall conduct and prepare a comprehensive analysis of student responses to the course evaluations.

The analysis shall be quantitative and qualitative in scope, and provide trend analysis that can be used to adjust course curriculum if needed. Submit the course analysis in accordance with CDRL A002. The USG will provide the Contractor with comments regarding issues with the facility or services provided after each course.

3.2 Requirement #2 – Training Facilities

The Training facility must be located within a 35-mile drive of DTRA, Fort Belvoir, VA and within five (5) miles (i.e., a (5) to (10) minute commute) during morning (0700‐0900 EDT) and evening (1600‐1800 EDT) rush hour, from lodging and dining establishments within USG per diem, and miscellaneous and incidental expense limitations.

Training facilities located near lodging establishments that will provide shuttle services to the Treaty Training facility are preferred. Training facilities that have a cafeteria, or on‐site dining, and that are able to demonstrate they offer a wide variety of menu options for both breakfast and lunch may disregard commute time requirements from lodging and dining establishments. The facility shall have a large classroom-style training room (i.e., “Main training room”) able to accommodate at most 100 participants, with break‐out rooms capable of holding classified discussions/ presentations up to the “SECRET” level in order to meet requirements shown on the class schedule (see paragraph 3.4). The Contractor shall provide an area where students and cadre can securely leave their cell phones, or other digital devices, during Treaty Training sessions. This secure, digital drop‐off area should be accessible to students and cadre throughout the day. The facility parking lot should be able to deal with an influx of 50‐100 vehicles during course days (depending on course type and student registration). The Main training room shall provide appropriate classroom-style seating to accommodate up to 100 personnel at a maximum. Preference is to have seating with an attached hard surface area for each student to take notes.

A total of four (4) break-out rooms are required (varies depending on course type and student registration).

Each break-out room should comfortably accommodate up to 20 students. Each breakout room will be required to have tables and chairs that can be reconfigured. Each room shall be able to accommodate discussions held at the “SECRET” clearance level (see paragraph 3.4). It is preferable to have the break-out rooms located in the same general area (distances less than 75‐100 yards within the same building are preferred); and one of the break-out rooms shall have a phone available to hold discussions with students and the Lead point of contact.

3.2.1 Rehearsal/Set-up

A Rehearsal/set-up session for each Treaty Training class will be conducted at the Contractor's facility.

The Main training room will be used for rehearsing presentations. Full functioning and operability of all equipment, furniture, computer, and audio‐visual requirements will be confirmed at this time.

3.2.2 Equipment/Furniture Support

The USG anticipates that the following equipment and furniture may be required for each course: rear projection or theater‐type front and side view projection system for audio‐visual presentations; computer equipment capable of presenting both unclassified and classified Microsoft (MS) PowerPoint presentations (developed using MS Office, to include CD‐R/W capability; DVD; vu‐ graph/overhead projector; laser pointer; sound amplification system, to include lectern, lapel, table, and/or hand‐held microphones; lectern(s); and table(s) and chair(s). Break-out rooms should be equipped with electrical outlets, one (1) computer (with MS Office), large dry‐erase boards, and in‐Focus or similar projection technology capable of displaying audio/visual presentation from a computer. The Contractor shall have pens, note pads, highlighters, 3 x 5 cards, and Post‐it Flags (25.4mm x 43.2mm) available for student use.

Specific requirements for each scheduled and confirmed Treaty Training class will be identified by the USG not later than the day of Rehearsal/set‐up.

3.3 Requirement #3 – Training Logistics

3.3.1 Course Material Reproduction

The USG will provide originals of course materials in hard copy and electronically, along with any reproduction instructions, to the Contractor not later than 10 calendar days before the class start date.

The Contractor shall be responsible to reproduce the course materials and assemble them as required for each class into three-ring binders (i.e., handbooks). The default printing format for all printed materials, for all courses, is black and white; unless noted otherwise in this paragraph. All course binders will include the following materials: Cover sheet and an Information page (i.e., “Welcome Letter”; both to be prepared by the Contractor), and a course Evaluation form (see paragraph 3.3.5).

Remaining materials will be specific to each course, and will be approved by the Treaty Training course Subject Matter Experts (SMEs). Each binder will include dividers, used to separate materials as appropriate for each class. The Contractor is required to provide a "sample" course materials binder/handbook to the Course Manager for his/her review and content approval, prior to reproduction of all participant binders. The number of binders produced for each class shall be confirmed with the Course Manager. The total number of student binders to be produced for any course shall not exceed 90, unless approved by the Contracting Officer’s Representative (COR). The Contractor shall prepare five

(5) extra copies of the binders to be placed at a guest/observer table for each class. An additional five

(5) copies produced in color, shall be made for Instructor binders; as well as eight (8) colored copies for Facilitator handbooks. (CDRLs A003 and A004)

3.3.2 Course Material Storage

The Contractor shall store excess classified and unclassified course materials at their facility, and shall perform an inventory of course materials stored at the training facility (see paragraph 3.4). The inventory of materials for each course shall be reported to the COR at the end of each course during the period of performance (PoP). (CDRL A001)

3.3.3 Class Registration

The Contractor shall provide class registration services, to include a badge for each student and instructor. Registration shall be conducted on the first day of class. Badges will be distributed and collected daily or whenever the students leave the training facility. Badges will include, at a minimum, the student's full name, the course name, and course dates.

The Government will provide a class schedule to the Contractor not later than two (2) weeks prior to the course, and provide updated schedule information as required. The Government will provide a list of students, instructors and guests (e.g., observers, panel members), to include name(s), social security number(s), and clearance(s), to the Contractor seven (7) days before the class start date, and will notify the Contractor immediately of any changes as they occur.

3.3.4 Course Certificates

The USG will provide the Contractor with signed certificates for each scheduled and confirmed Treaty Training class. The Contractor shall complete the certificate for each student. Certificates returned for correction shall be corrected by the Contractor and given to students, or if unavailable, to the COR’s designee, within seven (7) days after completion of the class.

3.3.5 Other

The Contractor shall provide additional administrative services as required, such as mailing classified and unclassified materials, working papers or notebooks to students following class completion. The Contractor may be required to provide last‐minute support such as reproduction, collation, etc., of Instructor and/or student materials. The Contractor shall provide Treaty Training Course Managers access to the classified storage as required, per paragraph 3.4.

The Contractor shall provide placards depicting Instructor title and name, as well as the classification of the presentation being given (Unclassified and/or Secret). Dimensions for these placards shall not be less than 6” x 32”.

Contractor personnel should be made available throughout the course day to assist the USG representative with administrative support, as needed.

3.4 Requirement #4 – Security Requirements

Contractor personnel, and Contractor’s Facility, must have adjudicated active clearances at a “SECRET” security level. The Training Facility shall also have an adjudicated active “SECRET” level clearance.

Course information, course documentation and other course-related products shall be marked, classified and handled in accordance with the Contract Security Classification Specification (DD Form 254), or accompanying published guidance. Classification guidance not already addressed in the DD Form 254 for this contract will be furnished, as required, by the COR.

3.5 Administrative

The PoP for this effort shall be for a Base period of six (6) months, with four (4) twelve-month Option periods. All references to days are calendar days.

4.0 Deliverables

The Contractor shall provide all deliverables, according to the schedule described in paragraph 3.0, to the COR (or as noted) as follows:

• Status/Progress and Inventory Reports: submitted quarterly. (CDRL A001)

• Analysis of student evaluations, per course. (CDRL A002)

• Course material handbooks: submitted, as required, a template/sample handbook to the

DTRA/OB‐ ISP Course Manager at rehearsal/set‐up, or at a date/time mutually agreed upon; and final binders/handbooks to each student and for guest/observer table on class start date. (CDRL A003)

• Course Evaluations: provided to each student participant as required, per course. Completed evaluations (original documents) delivered to COR or COR’s designee. (CDRL A004)

• Contract Close Out: a Closeout Funds Available for Deobligation Report and Final Invoice (CDRL A005) shall be submitted not later than 90 days after the expiration of the Base PoP and each exercised Option PoP.

When necessary, specific deliverables will be identified by the COR and provided by the Contractor according to mutually agreed-upon schedules and methods. All deliverables shall be provided in electronic format using MS Word, Excel, or PowerPoint, or other software available on the DTRA local area networks (LANs), unless otherwise specified.

5.0 Travel

Limited local travel within the Washington, D.C., area may be required for the successful performance of this training requirement. The Contractor may be required to pick up course materials and/or reference materials from the DTRA Course Manager at the DTRA facility in Fort Belvoir, VA.

Treaty Training Support

Course Descriptions

Chemical Weapons Convention (CWC) Orientation Course: This 3-day course provides students a working knowledge of the CWC and operations procedures. Upon completion, students will be able to demonstrate the ability to locate and use information in the Chemical Weapons Convention and operate in a CWC environment to accomplish treaty-related missions.

Conventional Armed Forces in Europe Treaty Orientation/Implementation Course (CFE-I): This 4-day course prepares USG personnel to perform Inspector, Escort or Treaty support duties by demonstrating a basic knowledge of Conventional Armed Forces in Europe Treaty and the Vienna Document 2011. The course also provides USG personnel a basic orientation about the interagency process as related to development & implementation of U.S. Policy for Conventional Arms Control/Confidence & Security Building Measures, the inspection and verification regimes, and notifications and information exchanges. For individuals seeking placement on the official CFE Treaty Inspector List, this course is mandatory.

Conventional Armed Forces in Europe (CFE-R) Treaty Equipment Recognition Course: This 6-day course provides Level One Vehicle Recognition training that will improve both the recognition and reporting skills of potential CFE Inspectors. For individuals seeking placement on the official CFE Treaty Inspector List, this course is mandatory.

New Strategic Arms Reduction Treaty (NST) Orientation Course: This 4.5-day course provides U.S. Government personnel a working knowledge of the New Strategic Arms Reduction Treaty (START), DTRA operations and procedures, sites preparation guidelines, and the operating environment to accomplish treaty-related missions. Major topics covered in the course are protocols for various Treaty inspection and escort activities and historical background information. Successful completion of this course is mandatory for assignment as an Inspector or Escort.
