Removal and Disposal of Regulated Medical Waste Statement of Work

1. SCOPE

The contractor shall provide all personnel, equipment, tools, materials, supervision, and other items necessary for the transportation, incineration, sterilization, or other approved method of decontamination and final disposal of regulated medical waste generated by the 11th Medical Group located on Joint Base Andrews (JBA) Maryland and Joint Base Anacostia – Bolling (JBAB) DC.

The estimated quantities of work are 198 boxes per month (25 boxes of incineration of medical waste and 173 boxes of removal and disposal of medical waste) or 2,376 boxes annually (300 boxes of incineration of medical waste and 2076 boxes of removal and disposal of medical waste). Contractor shall provide the medical waste boxes, liner, tape, transportation, disposal, all documentation and in-service requirements.

The contractor shall pick up from the following locations:

11th Medical Group Bldg. 1050, Andrews AFB MD Pickups shall be on Monday and Thursday

11th Medical Squadron 238 Brookley Ave. Bldg. 1300 Joint Base Anacostia-Bolling DC 20032 Pickup once a week

Method of Disposal: Contractor shall transport boxes of regulated medical waste from the government facility to an identified and permitted regulated medical waste incinerator / sterilizer / compactor.

Clean Up: Contractor shall clean all debris caused by the removal and loading of the regulated medical waste. The area shall be returned to the original condition prior to pick up.

Cartons: Contractor shall provide a supply of cardboard boxes designed for the purpose of transporting regulated medical waste and properly labeled per county, state and federal regulations. An estimated 200 boxes shall be delivered each month to the 11th Medical Group JBA and 20 boxes to 11th Medical Squadron JBAB. Container Size: 17x17x24

Bags: Contractor shall provide a supply of 3.0 milliliter thick, red hazardous waste bags properly labeled per county, state, and federal regulations. An estimated 300 bags shall be delivered each month to the 11th Medical Group JBA.

Delivery Tickets: Contractor shall furnish a delivery ticket to the government representative at each location for every pick-up and delivery.

Interruptions in Service: Contractor shall notify the Contracting Officer immediately in the event of any interruptions in service and the appointed COR.

Transporting Waste: Contractor shall ensure that regulated medical waste is not transported with any hazardous waste as defined by the Resource Conservation and Recovery Act (RCRA). The contractor shall provide copy of proof of each disposal made within the allotted timeframe.

2. PERSONNEL

The contractor shall assign a contract manager and an alternate with the capability to read, write, speak, and understand English. He / She shall be knowledgeable in federal, state, and local statutes regarding the transportation and disposal of regulated medical waste/medical waste is required.

The contractor shall provide a contract manager who shall be responsible for the performance of work. This person and an alternate shall be designated in writing and shall act for the contractor when the manager is absent. The contract manager or alternate shall have full authority to act for the contractor on all contract matters relating to daily operations of this contract.

Contractor personnel shall be easily recognized by wearing distinctive clothing bearing the name of the company or by wearing appropriate badges which contain the company name and employee name.

Employee(s) shall wear protective clothing when handling regulated medical waste/medical waste (gloves, masks, etc.).

3. FEDERAL HOLIDAYS

The contractor is not required to provide service on the following Federal Holidays: New Year’s Day, Martin Luther King Jr’ s Birthday, Washington’s Birthday, Memorial Day, Independence Day, and Labor Day, Columbus Day, Veteran’s Day, Thanksgiving Day, and Christmas Day.

The contractor shall pick up all regulated medical waste/medical waste the next day following a federal holiday.

4. DEFINITIONS

Special Medical Waste: In Maryland, special (regulated) medical waste means a solid waste that is not excluded under Code of Maryland Regulations (COMAR) 26.13.11.03 and is composed of:

a. “Anatomical material” is human or animal body parts, including tissues and organs.

b. “Blood” is human or animal blood.

c. “Blood-soiled articles” are any articles that contain blood in any form as a result of contact with blood.

d. “Contaminated material” is:

(1) Microbiological laboratory waste that contains an infectious agent and includes cultures and blocks of infectious agents and associated biologicals.

(2) The feces of an individual diagnosed as having a disease that may be transmitted to another human being through the feces.

(3) An article soiled with the feces of an individual diagnosed as having a disease that maybe transmitted to another human being through feces.

(4) An article that has come into contact with a known infectious agent.

e. “Sharps” means a syringe, needle, surgical instrument, or other article that is capable of cutting or puncturing human skin.

Generator: For the purpose of Maryland’s law for the Disposal of Special Medical Waste, COMAR.

Transporter: For the purpose of Maryland’s law for the Disposal of Special Medical Waste, COMAR

Incinerator: A thermal device in which solid waste in incinerated/ cremated for the purpose of volume reduction.

Final Disposal: The site or facility, utilized for ultimate disposal of solid waste by the sanitary landfill method.

Sanitary Landfill: A land disposal site employing and engineered method of disposing of solid wastes.

5. GOVERNMENT FURNISHED SERVICES

The government will have the medical waste boxes properly packaged for shipment. The government will be responsible for weighing/ counting the medical waste boxes being shipped for disposal at JBA, MD and JBAB

DC.

6. CONTRACTOR FURNISHED ITEMS AND SERVICES

The contractor shall comply with all applicable county, state, and federal regulations pertaining to the transportation, incineration/ sterilization or other approved method of disinfection and disposal of regulated medical waste. The contractor shall provide the Contracting Officer and the Contracting Officer Representative a copy of the following permits/licenses no later than five calendar days after award:

i. If the contractor does not own an incinerator/sterilizer/compactor, etc. to be used in this contract; a copy of the permit/license to burn or otherwise disinfect regulated medical waste.

ii. If the contractor does not own or operate an incinerator/sterilizer/compactor, etc., to be used in this contract; a copy of the agreement with the subcontractor to destroy or otherwise desensitize regulated medical waste, and a copy of the subcontractor’s permit/licenses to burn or otherwise desensitize regulated medical waste.

iii. The contractor shall provide to the contracting officer proof of his authorization to dispose of incinerated or otherwise desensitized waste in an approved landfill.

iv. The contractor shall provide to the contracting officer a copy of all permits/licenses from state(s), federal/county for hauling regulated medical waste.

v. The contractor will notify the contracting office in writing within ten work days of any permit, incinerator/compactor/sterilizer, etc., or landfill change requests that occur during this contract period.

7. INVOICES

Contractor shall submit a monthly invoice via WAWF for services rendered for the month.

i. A signed copy of each manifest shall be submitted with the monthly invoices.

ii. Weights and number of boxes shall be entered on contractor provided documentation.

iii. The waste generator number shall be annotated on each manifest.
