STATEMENT OF SPECIFICATIONS FOR THE PROCURMENT OF ONE WEILER PRAKTIKANT VCPLUS MODEL 512 CYCLE-CONTROLLED LATHE OR EQUIVALENT STATEMENT OF WORK FOR THE MANUFACTURE OF ONE MATERIAL HIGHWAY STAND / GANTRY CRANE SUPPORT COMBINATION STRUCTURE
1. PERFORMANCE: This specification covers the following minimum requirements.
1.1. The consultation, engineering, design, and manufacture for one each (1ea) Material Highway Stand / Gantry Crane Support Combination Structure.
2. REQUIRED DELIVERY DATE: August 15, 2022
3. EQUIPMENT: The equipment shall consist of the following:
3.1. One Material Highway, Asset No. 4215801368 – to be interfaced
3.2. One Gantry Crane – to be interfaced
3.3. One Material Highway Stand / Gantry Crane Support Combination Structure “Support Structure” – to be manufactured and installed
4. EXISTING EQUIPMENT SPECIFICATIONS:
4.1. Material Highway:
4.1.1. Bridge Length: 67’
4.1.2. Bridge Weight: 50,000 lbs.
4.1.3. Assembled Length: 77’
4.1.4. Assembled Weight: 59,000 lbs.
4.1.5. Vehicle Load: 12,500 lbs.
4.1.6. Deck Loading: 85 PSF
4.1.7. Combined Wireway Load (Maximum): 15,400 lbs.
4.1.8. Total Dead Load plus Total Live Load: 87,000 lbs.
4.2. Gantry Crane:
4.2.1. Weight: 23,500 lbs.
4.2.2. Height: 26’ – 6”
4.2.3. Width: 12’ – 2”
4.3. Hatch House:
4.3.1. Length: 12’
4.3.2. Width: 8’
4.3.3. Height: 8’ – 4”
4.4. Dry Dock:
4.4.1. Concrete Berm to Support Structure: 70’ – 9”
4.4.2. Dry Dock Wall to Centerline of Boat: 76’ – 4”
4.4.3. End of Material Highway to Centerline of Boat: 5’ – 7”
4.4.4. Height from Boat to Material Highway: 17’ – 9 ”
5. SUPPORT STRUCTURE SPECIFICATIONS: Support Structure shall include the following salient characteristics (minimum).
5.1. Design / Construction:
5.1.1. Structure shall be capable of interfacing with a 34 FT OD VA Class hull.
5.1.2. Structure top shall accept the current footprint of the existing gantry crane.
5.1.3. Structure port side shall interface with and be designed to secure the material highway on one end.
5.1.4. Structure shall be large enough to surround existing hatch house.
5.1.5. Structure shall be designed IAW AISC rules and shall accommodate loads as specified by the engineering analysis performed.
5.1.6. Structure material specifications and/or material coating systems shall be suitable for marine (salt water) exposure environment.
5.2. Additional Accessories:
5.2.1. Starboard Stairway: Structure shall include starboard stairway.
5.2.1.1. Stairway shall be permanently welded and/or mechanically connected to the support structure to allow access to the level (height) of the Material Highway.
5.2.2. Starboard Platform: Structure shall include starboard platform at stairway top.
5.2.2.1. Platform shall be permanently welded and/or mechanically connected to the support structure and stairway to allow access to the level (height) of the Material Highway.
5.2.2.2. Platform shall have dimensions of 10’ × 4’ maximum.
5.2.3. Ladder: Structure shall include added ladder for existing Gantry Crane.
5.2.3.1. Ladder shall be for starboard face of Gantry.
5.2.3.2. Ladder shall be vertical and include cage.
6. WEEKLY PROGRESS MEETING: Progress meetings shall be held between the contractor and the Government Points of Contact. Contractor shall communicate with the Primary Technical Point of Contact (TPOC) to establish weekly meetings beginning 30 days after contract award. During each meeting the contractor shall brief the government on their progress and schedule and identify any issues that the government should address.
7. CONTRACTOR RESPONSIBILITIES:
7.1. Contractor shall manufacture Support Structure IAW Section 5 of this SOW.
7.2. Contractor shall manufacture Support Structure at contractor’s facilities.
7.3. Contractor shall report to NNSY to measure and record bolt hole pattern specifications for the following:
7.3.1. Support structure to gantry crane
7.3.2. Support structure to material highway
7.3.3. Support structure to submarine hull
7.4. Contractor shall provide all necessary analysis and design to meet all equipment specifications.
7.5. Contractor shall coordinate with all NNSY stakeholders for configuration input.
7.6. Contractor shall keep host ship configuration changes to the minimum amount possible.
7.7. Contractor shall perform FEA (finite element analysis) of all necessary load bearing components.
7.8. Contractor shall install added ladder for existing Gantry Crane at NNSY.
7.9. Contractor shall deliver completed support structure to NNSY.
7.10. Manufacturing:
7.10.1. Contractor shall perform all welding and inspection IAW AWS D1.2 (aluminum), AWS D1.1 (steel), and/or D1.6 (stainless).
7.10.2. Contractor welders shall be certified IAW ASME Section IX or AWS.
7.10.3. Contractor shall perform VT (visual) inspection of welds required.
7.10.4. Contractor shall perform inspection of all welding to be performed by an AWS Certified Weld Inspector.
7.11. Deliverables: All deliverables shall be submitted to the Primary TPOC.
7.11.1. Contractor shall provide AutoCAD files of lifting sketch for the support structure.
7.11.2. Contractor shall generate 2D geometry drawings using AutoCAD and Autodesk Inventor.
7.11.3. Contractor shall supply drawing hardcopies and electronic Adobe PDF files of the following as requested by NNSY:
7.11.3.1. Structure at 50% design completion.
7.11.3.2. Structure at 95% design completion.
7.11.3.3. Structure at 100% design completion
7.11.4. Contractor shall supply electronic CAD files and a report summarizing the FEA analysis and results at 100% completion.
7.11.5. Contractor shall supply Structure with all associated additional accessories.
7.11.6. Contractor shall supply material certification reports.
7.11.7. Contractor shall supply padeye load test reports.
7.11.8. Contractor shall supply MT and/or PT test reports of padeyes post load test.
8. Quality Management System (QMS): The Contractor shall establish and maintain a complete QMS program in accordance with the provisions specified herein. The Contractor’s QMS program shall provide an effective and efficient means of identifying and correcting problems throughout the entire scope of operations. The Contractor's QMS program shall address:
8.1. Accurate documentation of work processes, procedures, and output measures.
8.2. A systematic procedure for assessing compliance with OEM specifications.
8.3. Accurate documentation of quality inspections and surveillance conducted throughout the execution of work.
8.4. Assessment-driven corrective actions and process adjustments as appropriate in a timely manner.
9. SHIPYARD RESPONSIBILITIES:
9.1. Government Points of Contact will accept/concur on the engineering, design, and manufacture of the Support Structure.
9.2. Determine how the structure impacts any interfacing items and/or the submarine hull.
9.3. Provide mounting supports for structure to submarine hull.
9.4. Perform installation of structure to submarine hull.
9.5. Provide all lifting and handling work involving the use of a crane, forklift, etc.
9.6. Provide interfacing dimensions of the following:
9.6.1. Submarine Hull
9.6.2. Dry dock
9.6.3. Material Highway
9.6.4. Hatch House
9.7. Provide required loadings for analysis criteria.
9.8. Provide maximum load from Gantry Crane.
9.9. Provide maximum load from Material Highway.
9.10. Ensure on-site service personnel are US citizens.
9.11. Ensure all service personnel have access to NNSY Controlled Industrial Area (CIA).
9.12. Provide environmental monitoring as needed.
9.13. Provide removal of hazardous material as needed.
9.14. Provide access to place of performance.
10. LIFTING AND HANDLING REQUIREMENTS: All lifting and handling work involving the use of a crane, forklift, etc. will be conducted by NNSY.
11. CERTIFICATION OF WORK REQUIREMENTS: N/A
12. TESTING: N/A
13. SITE VISIT: In order to familiarize prospective offerors with conditions at the intended installation site, a site visit will be conducted. Interested parties are encouraged to attend. Failure to attend will not be cause for future claims arising due to unfamiliarity with conditions prevailing at the time of the site visit. Incomplete offers received due to an offeror’s failure to attend shall not be considered. No other visits to the site shall be permitted. To facilitate temporary security clearance, interested parties shall contact the site visit point of contact no later than 72 hours in advance of the planned date to advise the name, social security number, date and place of birth, and citizenship of persons expected to attend as well as the firms that these persons will represent. All arrangements for site visit attendance shall be made through the site visit point of contact, Brandon Peck, 757-406-5619, brandon.w.peck@navy.mil.
13.1. The site visit will be conducted at:

14. SAFETY OR SECURITY: Contractor will need CIA access and PPE. “Per FAR 22.102-1(a) entitled ‘Safety’, Contractors are hereby informed that their employees or representatives present on property under Norfolk Naval Shipyard cognizance must follow Federal and State OSHA requirements; Norfolk Naval Shipyard OSHE Program Manual, NAVSHIPYDNORINST P5090.2 requirements; OSHE Control Manual (OSHECM) requirements; or safety requirements for site specific location of the contract.”
15. FACILITIES ENTRY REQUIREMENTS:
15.1. Vaccination Status: Before entering NNSY contractor must fill out and have on hand DD Form 3150 “Contractor Personnel and Visitor Certification of Vaccination”. In addition to DD Form 3150, if the contractor is unvaccinated the contractor must also have on hand proof of a negative COVID-19 test within the last seven days. Authorized DoD officials may challenge the contractors to provide required documentation.
15.2. Initial Entry: 30 days before arrival, contractor shall provide SECNAV 5512 data on all personnel expected to visit NNSY. The TPOC shall provide SECNAV 5512 forms upon request. The TPOC will endorse the SECNAV 5512 form and forward to the NNSY Pass Office. Personnel having existing valid base passes will be exempt from this requirement. Existing base passes must be valid for the duration of the expected visit.
15.3. Vehicle Entry: The company name shall be displayed on each door of the Contractor’s vehicles in a manner and size that is clearly visible. All vehicles shall display a valid state license plate that complies with State Vehicle Code. Vehicles shall meet all other requirement of the State Vehicle Code, such as safety standards, and shall carry proof of insurance and state registration. Insurance and registration must be in the company’s name. Passes will be issued for vehicles to enter the shipyard. A separate pass is required for entering the Controlled Industrial Area (CIA).
15.4. Portable Electronic Device (PED): In accordance with COMSUBLANT/COMSUBPACINST 2075.1D, the use of Portable Electron Devices (PEDs) while in or on Department of Navy Controlled Industrial Areas are prohibited. A portable electronic device (PED) is defined as any non-stationary electronic apparatus with singular or multiple capabilities of, but not limited to recording, storing, and/or transmitting data, voice, video, or photo images e.g.: cell phones, laptops, tablets and wearable devices such as fitness bands and smart watches. Non-camera cell phones are acceptable (feature phones). Where a laptop computer is required for trouble-shooting and machine programming purposes, contractor must inform TPOC 2 weeks prior to visit to allow time to schedule inspections and vetting from NNSY IT department.
16. CRITICAL TIME CONSTRAINTS: Contract performance and delivery shall be performed between the hours of 7:20 am and 3:50 pm excluding any federal holidays.
17. LOCATION: Support Structure will be installed within the CIA at Dry Dock 4, NNSY (Norfolk Naval Shipyard, Portsmouth, VA 23709).

19. TRAVEL CHARGE: All travel will be IAW Joint Travel Regulation and calculated at the prevailing JTR rates.
