About this file
This is a Statement of Work (SOW) for Full Ship Finite Element Analysis of USCGC STORIS. The document outlines the technical requirements for performing a comprehensive finite element analysis (FEA) of the USCGC STORIS, a U.S. Coast Guard vessel. The SOW specifies that the contractor must develop and validate a detailed finite element model of the ship's structure, conduct structural analysis to evaluate hull integrity and stress distributions, and provide documentation of findings and recommendations. The analysis must address various loading conditions, environmental factors, and operational scenarios relevant to Coast Guard operations. The contractor is required to deliver technical reports, model files, and validation documentation demonstrating the adequacy of the vessel's structural design.
This solicitation is issued as a Small Business Set-Aside Request for Quote (RFQ) by the U.S. Coast Guard Surface Forces Logistics Center under solicitation number 52000PR260027608. A firm fixed-price purchase order will be awarded based on evaluation of technical capability, past performance, and fair and reasonable pricing. Quotes must be submitted via email to contracting specialist Ashley G. Moore (Ashley.G.Moore@uscg.mil) with the solicitation number in the subject line. Technical questions should be directed to the Contracting Officer's Representative, Vincent Wickenheiser (Vincent.S.Wickenheiser@uscg.mil). All invoicing for the resulting purchase order must be processed through the Integrated Procurement Platform (IPP).

1. INTRODUCTION
The purpose of this effort is to provide the USCG the capability to independently evaluate the structural design of the USCGC STORIS by acquiring a MAESTRO Finite Element Model (FEM) and using it for analysis. USCGC STORIS has not been structurally evaluated by the USCG and was not built to any USCG specification or with USCG missions in mind. There is therefore a need to analyze the USCGC STORIS to understand its capabilities and evaluate it for possible future modification or to access possible damage in the future.
The USCG uses the MAESTRO program for structural analysis on USCG boats and cutters for a wide variety of applications including acquisition support (independent design evaluations and OT&E) and sustainment support. The USCG has used MAESTRO for the full ship and localized structural analyses of the following cutters and patrol craft:
· 418 WMSL
· 270 WMEC
· 225 WLB
· 210 WMEC
· 154 WPC
· 110/123 WPB
· 47 MLB
These analyses have occurred during service as well as during acquisition. Notable examples are:
· Fatigue investigation of the WMSL/NSC during acquisition
· Analysis of the WMSL in the Vigor floating dock to support the repairs to the Bertholf and Waesche (Reference 1)
· Comprehensive analyses of the FRC during acquisition, including full ship spectral fatigue analyses (References 2-4)
· Forensic analyses of the hull girder failure of a WPB-123

3. SCOPE OF WORK
The following tasks shall be performed to achieve the objectives of the project. Tasks 2–5 are optional which can be performed at the government’s discretion.
1. Model Development: A full ship structural model will be developed using the MAESTRO FE code. The model will use as-built structural drawings and corresponding weight estimates, as provided by the government. Lightship, Minimum Operating, and Full Load operating conditions will be created in the model as defined by the government. The ship will be analyzed at stillwater, and on quasi-static hogging and sagging waves as defined by the government. Structural evaluation will be measured against structural requirements as defined by the government. A draft report will be generated summarizing the model and the results of the analysis.
During the execution of this task, there shall be two in person meetings with the government to outline construction of the model. These are intended to be instructional meetings to help government personnel better understand the model and how to create other full ship models in MAESTRO. The first of these meetings shall cover model creation and the strategy in creatin the model. The second shall cover loading analysis, and results. The location of the meetings shall be at the same address as the Deliver Destination.
2. Corrosion Analysis: The contractor will create a corrosion load case in the global model. This will be generated using data provided by the government. After creating the load condition, the load case will be analyzed against criteria as outlined by the government.
3. Fine Mesh Analyses: Fine mesh models of areas of interests as selected by the government. These models would be integrated with the global FEM and analyzed with the global model.
4. Frequency & time domain analyses of hull loading: Frequency domain and time domain analyses will be conducted in MAESTRO using the wave spectra and operational profiles as provided by the government.
5. Spectral fatigue analysis: The contractor will conduct a full ship spectral fatigue analysis, with wave spectrum and requirements provided by the government.
6. Final Report: The contractor shall produce a final report summarizing the FEM and any other work from tasks 2-6 if they are executed.
The contractor shall present the findings from the project at the USCG SFLC in Baltimore MD.
4. DELIVERABLES AND SCHEDULE
| 4.1 | Deliverables – The Contractor shall include in the report deliverables of Tasks 1 through 6 to SFLC-ESD-NAME-Nav Arch all photographs, illustrations, charts, graphs, tables, calculations, text, analyses, algorithms, conclusions and recommendations developed as a part of this project. After receiving SFLC-ESD-NAME-Nav Arch comments, the Contractor shall produce the updated deliverable within four weeks. Each deliverable, both draft and final, shall be transmitted to the SFLC-ESD-NAME-Nav Arch with a documenting cover letter and a copy of the cover letter shall be provided directly to the Contracting Officer. |
| 4.2 | Modifications to contractor submittals required by the government reviewers, if judged by the contractor to be outside the scope of this Statement of Work, shall be discussed at a meeting of the government technical and contracting personnel with contractor representatives. |
| 4.3 | Schedule – The following schedule of events shall be followed by both the U.S. Coast Guard and the Contractor in carrying out the provisions of this Statement of Work. When either party becomes aware of their inability to conform to this schedule, they shall so advise the other party, in writing, propose an alternate schedule, and provide justification. |
