Statement of Work NOSSA HQ 2nd Floor
Conference Room A/V Upgrades
1.0 BACKGROUND
The Naval Ordnance Safety & Security Activity (NOSSA) has become aware of requirements for Audio/Visual (A/V) conferencing upgrades in the second floor conference room of Farragut Hall. The implementation of these upgrades are needed in order to ensure NOSSA can effectively communicate/collaborate across the workforce and fleet resulting in reduced travel expenses and onsite visits.
2.0 OBJECTIVE
The objective of this SOW is for the contractor to install and integrate an A/V conferencing system in the second floor conference room of Farragut Hall in Indian Head, MD. The contractor will be responsible for integrating new technology into the conference room to accommodate web based A/V conferencing capabilities. The existing 70” LED Monitor will remain and be the main source destination. Built-in audio conferencing will be achieved with integrated microphones, speakers and camera controlled by a single Tabletop Video Conference System. The web based A/V conferencing upgrade should include all project items configurations required.
3.0 REQUIREMENTS
3.1 Specific Requirements
3.1.1 Technical Review - The contractor shall propose, deliver and provide installation of all equipment required to meet the statement of work (SOW).
3.1.2 The Government will be responsible for providing base access and escort to the conference room.
3.1.3 Kickoff Meeting - to be mutually scheduled to understand the deployment and ensure site is ready for installation and configuration
3.1.4 Deployment - The 2nd floor conference room system will provide the capability to support Microsoft Teams and other web based video conferencing functionality. The contractor will provide complete installation and configuration services for all equipment. General room functionality will include the following:
• Control/Switching: Crestron Flex Tabletop Large Room Video Conference System for Microsoft Teams Rooms will provide single system control to support system management of all A/V components in the room. The equipment will be programmed based on discussions with the end user to ensure the interface is acceptable and meets all functionality aspects such as Bring Your Own Device (BYOD) and network requirements for the Government
• Video Conferencing: Microsoft Teams and other web based conferencing functionality will be required for video conferencing in the conference room. A new Pan/Tilt/Zoom camera will be mounted in the front of the room to provide video capture in the space.
The camera will be configured to support USB connectivity for use with a user provided laptop and also configured to work with the single system control panel.
• Audio: Audio management in the room will be provided using integrated microphones to provide audio pickup throughout the room. VoIP capabilities will be provided via the audio DSP to support audio conferencing capabilities using the same ceiling microphones and speakers that will be used for presentations and video conferences. Audio playback will be supported using ceiling speakers.
3.1.5 Testing and Training –
• Contractor will perform basic testing to ensure that the solution was successfully implemented within the environment according to NOSSA success criteria.
• Resolve any items that are not to requirements
• Provide training on use of new products to Government Technical Point of Contact
(TPOC)
3.1.6 Warranty – 1 Year Support
• Unlimited Technical Phone Support with 1 hour after hours response
• Advanced Parts Replacement/ Repair on Select Equipment
• Software Updates and Upgrades
• Escalation Support
• Warranty Repair and replacement on Parts
• Escalation to highest tier support
• Onsite service and repair
3.1.7 Turnover Procedure - Contractor will formally turn the site over to NOSSA for daily operational support after the successful testing of the solution.
4.0 REPORTING REQUIREMENTS AND DELIVERABLES
A Government escort will be required during the installation phase. The contractor shall notify the NOSSA Technical POC at least two weeks prior to the scheduled installation, so that the arrangements can be made for personnel to have access to work site.
5.0 DELIVERABLES
5.1 The contractor shall provide all site preparation and drawings as needed.
5.2 The contractor shall provide all equipment manuals IAW industry practice.
5.3 Equipment – contractor to propose all equipment required to meet the requirements of the
SOW.
6.0 SECURITY REQUIREMENTS
The conference room upgrades device installation are classified as UNCLASSIFIED, per Security Guidelines OPNAVINST S5513.5B. No special handling requirements are needed.
