About this file
This is a Statement of Work (SOW) for the procurement of a complete Caterpillar D-398 engine overhaul kit for the United States Coast Guard's CGC TAHOMA (WMEC 908), homeported in Newport, Rhode Island. The objective is to acquire brand-new Original Equipment Manufacturer (OEM) components only, with no rebuilt, aftermarket, or non-OEM parts accepted. The solicitation is restricted exclusively to Caterpillar Authorized Parts & Service Centers, which must provide official verification of their authorized status. The vendor is responsible solely for supplying and delivering the parts kit and coordinating the return of designated core components; no on-site technical support, engineering assistance, or installation services are required.
Delivery of the complete overhaul kit must occur during the week of May 2, 2027, with early delivery prior to this date undesirable and potentially subject to rejection due to limited storage space, and late delivery strictly prohibited due to vessel operational constraints. The vendor must ensure original packaging is sufficiently robust for two-way transit, as the USCG will return all cores in the same packaging approximately 75 days after kit delivery. The vendor bears full responsibility for arranging and paying return freight from Newport, Rhode Island, and must promptly dispatch the freight carrier upon USCG notification that cores are ready for shipment. All technical, logistical, and contractual questions should be directed to Richard V. Carney at 757.635.5477 or Richard.V.Carney@uscg.mil.

Authorized Center Restriction: This solicitation is restricted to Caterpillar Authorized Parts & Service Centers only.
Vendor Qualifications & Technical Requirements To be eligible for award, the vendor must meet the following criteria:
1. Certification Proof: The vendor must provide official, verifiable documentation proving that they are an active Caterpillar Authorized Parts & Service Center.
2. OEM Authenticity: All parts provided in the overhaul kit must be genuine Caterpillar OEM parts. Rebuilt, aftermarket, or non-OEM alternative parts will not be accepted.

Required Delivery Window: The complete overhaul kit must be delivered during the week of 02 May 2027.
Early Delivery Policy: Delivery prior to 02 May 2027 is undesirable due to lack of shoreside and shipboard storage space and may be rejected at the government's discretion.
Late Delivery Policy: Delivery after the week of 02 May 2027 is strictly prohibited as it will negatively impact the vessel's overhaul schedule and operational readiness.
Delivery & Shipping Address: Commanding Officer USCGC Tahoma (WMEC 908) 47 Chandler Street Newport, RI 02841
Core Returns & Logistics Following the completion of the engine overhaul, designated core components must be returned to the vendor.
Return Timeline: All items designated as "cores" will be prepared for return approximately 75 days after the delivery of the overhaul kit.

Logistics & Freight Costs:
The vendor is fully responsible for arranging, scheduling, and paying for the return freight carrier.
The carrier must pick up the cores directly from the vessel’s homeport location in Newport, RI.
The USCG point of contact (POC) will notify the vendor when the cores are packaged and ready for shipment. Upon notification, the vendor must promptly dispatch the freight carrier.
