About this file

This document is a Statement of Work (SOW) for the Calling-In All Leaders & Leadership Experience (CALLx) Program, a faculty development program at the Air University's Leadership and Innovation Institute (LII). The SOW outlines four phases to develop and deliver a suite of mixed reality scenarios that allow individuals, teams, and stakeholders to have difficult conversations around challenging societal topics with avatars. The scenarios cover diversity topics such as race, religion, politics, gender, and ethics. The SOW requires the vendor to have expertise in developing and conducting mixed reality scenarios, incorporating sentiment analysis and AI tools, and providing personnel, labor, tools, materials, and equipment. The government will retain ownership of all scenarios developed.

The related federal contract opportunity is a Special Notice for an intent to sole source the CALLx Program to Emotional Intelligence Institute, Inc. The Notice states the 42nd Contracting Squadron at Maxwell AFB intends to award a firm-fixed price contract to the vendor to provide the mixed reality scenarios in accordance with the SOW. The estimated period of performance is from 30 September 2024 through 29 September 2025. This will be a simplified acquisition under FAR Part 13.

Statement of Work (SOW) [CALLx Program, Leadership & Innovation Institute]

1.0 PURPOSE.

Why: To elevate human domain skills for AU/LII/LDC faculty that support and put into practice the four key areas of the Air University (AU) Strategic Action Plan (SAP).

How: LII’s Calling-In All Leaders & Leadership Experience (CALLx) Program creates meaningful experiences in a low cost suite of mixed reality scenarios that allow individuals, teams, and key stakeholders to have difficult conversations around challenging societal topics with avatars. After FOC, the program incorporates AI tools (ACDA) to elevate the experience.

What: Six scenarios that offer virtual situations to interact with others (avatars) who are different than us along race, religion, politics, gender, heard-seen-respected, and ethics.

The Calling-In All Leaders & Leadership Experience (CALLx) Program honors the words of Dr. Loretta Ross in her book, "Calling In The Calling Out Culture." The problem we face is we have become accustomed to living in a social media environment that keeps us trapped in our own narratives and to calling people out who disagree with us or who are different than us. The CALLx program is a faculty development program to help an answer the problem and elevate human domain skills that support and put into practice the “call-in culture” advocated by Dr. Ross, a civil rights activist and Professor at Smith College. This endeavor connects to the four key areas of my Air University’s Strategic Action Plan.

The CALLx Program creates meaningful experiences in a low cost suite of mixed reality scenarios that allow individuals, teams, and key stakeholders to have difficult conversations around challenging societal topics with avatars. Participants would virtually interact with others (avatars) who are different than us along race, religion, politics, gender, heard-seen-respected, and ethics. Initial operational capability allows for building the program content and testing it. Then the program incorporates AI tools to elevate the experience that delivers a low cost, accessible training alternative. This project addresses “calling in” v.

“calling out” in a cost effective way for the USAF to make meaningful differences for leaders and faculty.

2.0 DESCRIPTION OF ITEMS. The following items are required for performance under this contract:

There are four phases with deliverables in each phase:

Phase 1: Develop Competency List and Scenarios Six scenarios are developed in partnership with AU’s Leadership and Innovation Institute (LII) and the contractor that offer a mix of diversity choices for the avatar and that align with selected competencies (e.g., USAF Airmen’s Foundational Competencies, USAF Air Force Diversity and Inclusion Competencies, and emotional intelligence competencies). Government will retain ownership of all scenarios developed.

Phase 2: Deliver Initial Operational Capability for the CALLx Program Using Humans Avatars.

Use faculty at the USAF Leader Development Course and the Leadership and Innovation Institute to validate the concepts using 10 hours of mixed reality practice sessions via Zoom. Capture performance based on observations of content application and post-scenario surveys.

Phase 3: Deliver Full Operational Capability (FOC) for the CALLx Program Using Humans Avatars.

Continue to revise the scenarios over 10 hours of mixed reality practice sessions via Zoom. Include sentiment analysis and measures of performance based on selected competencies. Government will retain ownership of all scenarios developed.

Phase 4: Build & Deliver a Low Cost CALLx2.0 Using AI Competency Development Assistant (ACDA).

Participants have interactive discussion about selected topics with an AI chatbot/avatar. Analysis provides recommendations on how to improve future conversations and gives feedback based on human domain/leadership competencies. Government will retain ownership of all scenarios developed.

Government owns all data rights and use, and full copyright.

Express permission must be given by LII / Eaker Center for any further use outside this requirement.
