STATEMENT OF WORK
FOR
NANO-AEROSOL PROFILER
28 SEPTEMBER 2021
GENERAL:
The Air Force Institute of Technology (AFIT) requires a Nano-Aerosol Profiler of form, fit, and function for field test environments and capable of fully characterizing atmospheric aerosol loading, including total aerosol concentration and size statistics (distributions) for aerosols with diameters ranging from sub-ten nanometer through single microns. By doing so, AFIT graduate students shall be able to profile nearly all ambient atmospheric aerosol distributions. The Nano-Aerosol Profiler shall enable extension of dissertation and thesis research to outdoor field test environments, building on current student research scoped to observe, measure, and quantify aerosols in a laboratory environment. A quantity of two Nano-Aerosol Profilers are required based on the concept of employment: one Nano-Aerosol Profiler to support field tests 24/7, as well as a rotating spare when equipment is returned to the original equipment manufacturer for periodic calibration and maintenance.
The Nano-Aerosol Profiler capability is built on an integrated suite of instruments including: 1) a dedicated, rapid-response, water-based condensation particle counter (CPC) characterizing aerosol concentrations of very small size (approximately five nanometer diameter) in very dynamic conditions for long periods of time; and 2) aerosol sizing instruments which in combination are capable of providing aerosol size distributions spanning 10 through 3000 nanometers (nm).
Besides the hardware, firmware, and software, the delivered capability shall include training on use of the Nano-Aerosol Profiler.
MINIMUM TECHNICAL REQUIREMENTS: The following specification lists the minimum requirements for the Nano-Aerosol Profiler. Objective requirements are also highlighted when available.
1. Stabilized, ambient atmospheric aerosol characterization system capable of 24/7 operation in remote environments.
2. For condensation-based system components, the working fluid shall be distilled water.
Replenishment/re-fill shall not be required for extended periods of time (i.e. no more frequently than once per week).
3. For condensation-based system components using an internal wick, the wick shall need not be replaced more frequently than once every nine months (Threshold); preferably no more frequently than once every 12 months (Objective).
4. The condensation particle counter components shall be capable of being handled and operated in highly dynamic environment. The condensation particle counter components function to specification:
a. Continuously when operating within 45 degree of upright, and;
b. At least 20 min continuously when operating beyond that range of orientation, including fully inverted.
5. Measures/records total aerosol number concentrations for aerosols of size ~5 nanometers (nm), D50, to as large as 3000nm; measures/records size distributions spanning at least 10 through 3000nm.
6. Total aerosol concentration measurement (maximum): at least 200000/cm3 for recorded total aerosol concentration between five and 3000nm, and at least 1250/cm3 for recorded total aerosol concentration between 130 and 3000nm, with precision and accuracy of +/- 10%.
7. Aerosol size distributions from 10 through 3000 nm using combinations of electrical mobility size classification/condensation-based particle counting and optical aerosol spectroscopy, with an overlap between the two methods for aerosols with sizes ranging between 130 and 350nm.
8. For aerosol size distributions using electrical mobility sizing/condensation-based particle counting, the user shall have the ability to resolve at least 60 size channels evenly spaced in mobility, or 32 channels evenly spaced in logarithm of the particle diameter.
9. For size distributions determined through optical aerosol spectrometry, the user shall be able to resolve up to 100 size bins (channels), with aerosol diameter resolution of at least 5%.
10. Operating environment: 5C to +35C; ambient relative humidity: 0 – 95%, non-condensing; system shall include capability to exclude large dust particles.
11. Total system (including power/data cables, working fluid containers) dimension and weight: not exceed 17x18.5x20 (LDH) inches and less than 35lbs.
12. Power requirement: 110-240VAC.
13. Operating according to instrument user manual and instructions, personnel shall not be exposed to internal diagnostic laser light.
14. Internal data logging capability as well as data stream output via serial (e.g. RS-232) and/or
USB, as well as ethernet interface.
15. System control and data configured to be compatible with Microsoft® Windows operating systems, to simplify set up, operation, data collection, and analysis.
PERIOD OF PERFORMANCE:
The customer – the Air Force Institute of Technology (AFIT) – shall receive all components associated with the Nano Aerosol Profiler no later than two hundred seventy (270) days after receipt of order.
QUALIFYING COUNTRY PRODUCTS:
All products delivered to satisfy this requirement shall be manufactured in a qualifying country source in accordance with Defense Federal Acquisition Regulation Supplement (DFARS)
225.872. Products from other than qualifying countries shall not be accepted, and any costs associated with products from other than qualifying countries, including shipping, etc., shall be at the contractor’s expense.
DELIVERY AND TRAINING:
The contractor shall deliver the Nano-Aerosol Profilers defined in this Statement of Work (SOW) to the location identified in this section. The contractor shall provide up to four hours of virtual training on installation, operation, and maintenance of the instrumentation. The products to be supplied under the final awarded contract shall be delivered to the location noted below within two hundred seventy (270) days after the receipt of order:

WARRANTY:
Items delivered under this requirement shall be free from defects in material and workmanship upon delivery. Warranty shall be honored by contractor for all items delivered for this requirement for at least one (1) year after receipt under normal and proper use in accordance with the maintenance manual.
INVOICE AND PAYMENT:
The contractor shall be paid upon submission of a properly prepared invoice and after final inspection and acceptance has been made. A proper invoice shall cite the contractor’s name and address, invoice number, invoice date, order number, contract line item number (CLIN), description of the supplies or service, unit of issue, unit price and extended price, terms of any prompt payment discount offered, and who to notify in the event the invoice is defective.
1. The invoice shall be submitted to in Wide Area Work Flow (WAWF) in accordance with the terms of the final contract award.
2. 100% payment after delivery
DELIVERY PROCEDURES COMMERCIAL VEHICLES:
All vehicles larger than a large pick-up truck are required to be inspected by the Wright- Patterson Air Force Base Commercial Vehicle Delivery Gate (CVDG) prior to entering the installation.
Vehicles to be inspected include, but are not limited to, the following:
1. Step van/panel truck
2. Tractor/trailer, box, and flatbed containing cargo
3. Tanker trucks
4. Box Trucks
5. Tour buses
6. Garbage/recycled waste trucks
7. Concrete trucks/mixers, dump trucks
8. Cranes, recreational vehicles, petroleum tanker
This inspection shall be conducted at Gate 16A located off State Route 444. The following are exceptions to vehicles utilizing the CVDG:
If the vehicle has the product inside (concrete and asphalt trucks) and timely delivery is necessary due to product deterioration it does not need to enter the CVDG. To bypass the CVDG, the contractor shall submit a list containing drivers’ names, social security numbers and the state in which the driver's license is held for those drivers who shall be entering the base. This shall be accomplished 24 hours prior to requested entry time. If entry is requested on Monday, this list must be submitted by Friday at 1630 hours. All lists shall be submitted to the 88th ABW/CE Directorate contract inspector. The only gates that may be used under this exemption shall be 15A, 26A, 38A, and gate 1B. If the driver's name is not on the list, he/she shall not be allowed access to the installation through these gates and the base shall not assume liability for denied access.
If a delivery vehicle must exit, and then re-enter the base to complete its route, the vehicle shall be resealed upon exiting the base. After initially passing through the commercial vehicle delivery gate, trucks shall be resealed at Gates 15A, 38A and 22B. The resealing of the trucks shall allow them to continue to any other area of the installation (Areas A, B, or Kittyhawk) without reprocessing through the CVDG. To receive resealing assistance, the drivers shall physically stop at one of the three authorized gates and request the installation entry controller to reseal their truck and provide the next location of their delivery. The controller shall reseal the truck and give the delivery driver a pre-clearance form. The driver shall present the pre-clearance form to the entry controller at the next point of installation entry. This reentry can be at any base gate.
Wright Patterson Integrated Defense Plan, paragraph 3.10.12.9.2. All irregular deliveries shall be sent to the CVDG for inspection. All visitors, which include contractors and commercial vendors without proper background checks and contractor passes, shall not be allowed on WPAFB unless escorted by the receiving agency. This shall take place after the individual(s) are issued a pre-clearance form at the CVDG. After successful completion of the vehicle inspection, the receiving agency shall escort the individual to and from their destination on WPAFB. An inspector at the CVDG shall contact the receiving agency, informing them to send an escort to the CVDG. Escorts shall remain with the vehicle at all times while it is on WPAFB.
Vehicles may be subject to an inspection at any of installation entry control points during a directed random antiterrorism measure (RAM). Any commercial vehicle, regardless of size, can be directed to the CVDG at the discretion of the installation entry controller.
