STATEMENT OF WORK
DESTRUCTION AND DISPOSAL
OF
MANUFACTURED HOUSING UNITS
1. Purpose:
The purpose of this Statement of Work (SOW) is to provide for the destruction and disposal of four (5) Housing Units (Two Travel Trailers and Three Manufactured Housing Unit) located at 700 E Roth Road, French Camp, Ca 95231.
2. Scope:
These units were returned to FEMA in an uninhabitable condition and the other sustained damages. The occupants may not have had an opportunity to move out of the unit. These units were brought into storage without benefit of the normal move-out and cleaning process.
Therefore, these units may still contain whatever personal property was in the unit ( e.g., clothing, kitchen items, personal items, food, etc.). FEMA desires that these units be cleared of all hazardous debris, broken down and destroyed.
2.1 Contractor shall dispose of the contents of the MHU in such a manner as to prevent any personally identifiable information (PII) about any previous occupant from becoming public.
2.2 Contractor agrees that in the event of a disclosure of any PII, accidental or intentional, the Contractor shall indemnify and hold harmless the United States of America from and against any and all claims, demands, costs, expenses, liabilities, causes of action and damages (including legal fees and the cost of enforcing this indemnity) arising out of or resulting from such disclosure.
2.3 The Contractor shall have the technical capacity and adequate personnel to dispose of any personal property within the Housing Units as well as deconstruct and demolish the unit at a predetermined location of the contractor's choice.
2.4 MHUs may consist of express model manufactured homes or full-size manufactured homes.
The "destruction" phase of the work will require removal of hazardous materials (for example, kitchen, bath, and laundry cleaners, refrigerants, household items such as paints, oils, batteries, etc.) to ensure that those materials are disposed of properly.
2.5 Contractor represents that it has the proper Federal, State or local licenses and permits necessary to handle and dispose of any hazardous or contaminated personal property within the MHU, as well as the deconstruction and demolition of the unit itself.
2.6 Contractor's proposal shall set forth separately any additional transportation charges from the deconstruction, demolition and disposal portion of the contract.
2.7 Neither the Contractor or any of its representative shall not enter any of said property prior to or during demolition in any capacity throughout this entire process.
3. Description of Work:
3.1. Any personal items belonging to the former occupant of the MHU must be destroyed along with the unit.
3.2. All hazardous materials shall be disposed of in accordance with all Federal, State and local laws and regulations. Refrigerants must be captured and handled in accordance with all state, local and Federal laws and regulations. Contractor shall be responsible for all disposal fees incurred from paints, batteries, medicines, and other hazardous materials.
3.3. The Contractor shall dispose of appliances and furnishings in a manner that precludes or minimizes any health hazards or environmental contamination, and shall ensure compliance with all applicable local, state and Federal codes and laws. Contractor shall be responsible for all disposal fees.
3.4. The Contractor shall destroy the MHU shell and all contents in a manner that precludes their future reassembly and/or reuse. When the MHU is completely removed from the frame it (the frame) becomes the property of the Contractor.
3.5. Should the contractor remove the MHU from the Work Site to its facility, then the contractor shall remove from the Work Site all waste and component parts of the MHU.
4. Scheduling of Work:
4.1. No later than one calendar week prior to the date upon which the deconstruction, demolition and disposal work is scheduled to commence, the Contractor's designated representative shall meet with the FEMA site manager to agree upon the schedule for completing the work.
4.2. FEMA representatives must be able to witness and document the destruction of the MHUs by the Contractor. Therefore, Contractor shall provide FEMA at least 24 hours prior notice of any change in the schedule agreed upon pursuant to Section 4.1 above.
5. Contractor Responsibilities:
5.1. FEMA Staging Yard operating hours are between 7:00 a.m. and 3:30 p.m., Monday through Friday, excluding Federal holidays.
5.2. Contractor personnel must be identifiable by providing a valid and current driver's license or photo ID. The Contractor shall provide FEMA in advance with a list of personnel that may be present at the Work Site.
5.3. The Contractor shall furnish all necessary personnel, labor, tools, equipment, and materials necessary to complete the SOW, including without limitation, all labor, debris removal or dumpster service, tools, portable power units, and fuel). If and to the extent required by Federal, State or local law, the Contractor must use certified and licensed personnel to carry out the SOW.
Contractor is solely responsible for providing its employees or contractors with any personal protective equipment (PPE) required by Federal, State or local law or as the Contractor independently determines to be necessary or desirable.
5.5. The Contractor shall obtain and pay for all permits and licenses required to carry out the SOW. The Contractor shall be solely responsible for identifying the need for a permit, preparing the application, and paying the submittal and review fees necessary to secure permits. The Contractor shall pay all governmental charges and inspection fees necessary for carrying out the SOW. Contractor shall give all notices and comply with all Federal, State and local laws and regulations applicable to the performance of the SOW.
5.6. All Contractor staff are expected to present themselves in a neat and professional manner. It is the Contractor's responsibility to monitor and supervise its staff's work, professionalism, and behavior.
6. Work completion: All work must be completed in 60 days starting no later than June 3, 2021.
7. Records Management. The Contractor shall cooperate with FEMA's record keeping requirements by certifying the destruction and removal of the four Housing Units. FEMA will provide the required paperwork for signature by the Contractor or an authorized representative.
Paperwork must be completed at the end of each workday.
