1. BACKGROUND
Fort Matanzas owns and operates a passenger ferry boat service, providing critical access to an 18th century historic structure for which the National Monument was originally established. The park maintains two aluminum catamaran (pontoon) ferry boats to allow visitor access with only limited interruption of service. At any given time only one ferry boat is in operation while the other is stored out of the water on a park owned boat lift. This boat lift allows the park to safely store and perform maintenance and repairs to one boat while the other continues to provide critical access to the historic structure.
The park ferries share similar hull designs, but each boat is custom built and so has different dimensions to its aluminum catamaran hulls. The park boat lift, in its current configuration, is not usable for storage and maintenance of the new vessel. The park’s boat lift will need to have its bunk cradle system modified to accommodate the hull dimensions of the new aluminum catamaran ferry. This cradle system serves to safely support and secure the boat while it is stored on the lift. Modification of the boat lift will allow the park to continue its use, safe storage and repair operations. The park’s boat lift support framing and components are showing signs of corrosion and weakening to the structural support framework. This corrosion has been inspected by the lift manufacturer and they are recommending replacement of corroded components.
Replacement of the corroded components will allow for the safe use of the lift to store the park ferry boats. The repaired lift should function smoothly and be capable of lifting the manufactures recommended weight of 15,000 lbs. for this model of boat lift.
2. OBJECTIVES:
Modify the bunk cradle system used to support and secure the ferry boat to allow for each of the park’s two ferries. This modification should allow each park ferry to use the lift with no adjustments required when switching from one vessel to the other. Inspect corrosion at the lifting pulley blocks on the park’s aluminum boat lift and make necessary replacement of these components and associated integral components for this lift system. The completed work will provide a safe, operable boat lift for the park ferry boats.
3. PLACE OF PERFORMANCE:
Fort Matanzas National Monument 8635 A1A South, St. Augustine, FL 32080.
4. PERIOD OF PERFORMANCE:
All tasks and deliverables for this contract must be completed within 60 days after Notice to Proceed. Days listed herein refer to calendar days. The primary and approved work schedule is Monday through Saturday between the hours of 7 am to 5:30 pm. Any days or hours outside the primary work schedule will have to be requested in advance and approved by the COR in advance.
5. SCOPE:
This project involves modification to the existing boat lift bunker system and repairs to replace corroded components.
When the work is completed the boat lift must be compatible for use by each of the park’s two ferries. This compatibility should be seamless and require NO ADJUSTMENTS to use the lift when switching from one vessel to the other. When the project is completed, the lift must meet the manufacturers original design specifications for lift capacity of 15,000 lbs.
The park ferries share similar hull design, but each boat was custom built and so has different dimensions to their aluminum catamaran hulls.
The contractor shall deliver the services listed below and provide an itemized cost breakdown to include materials/equipment, labor, administrative, and other fees.
A mutually agreed upon schedule for the work to be performed will be established by the contractor and Government prior to the commencement of work.
Work will be performed in accordance with the following:

2.) Install two (2) new aluminum I-beams 24 ½ foot x 8” x 8”.
3.) Install new wear-deck material consisting of 24 ½ x 2” x 10” to the top of the two (2) newly installed I-beams. Wear-deck material shall be centered on top of the 8” I-beam overlapping the I-beam to create a resting surface for a catamaran boat’s keels.
4.) Install new 24’ x 2” x 6” wear-deck material for guide pad rails. This guide pad rail acts as an alignment guide while placing vessels on or removing vessels from the lift.
5.) Install all new corrosion resistant stainless steel hardware to assemble and connect the guide pad rails, I-beams and wear-deck materials.
6.) Perform a fit and function test on the new bunker system. Park staff will pilot first one and then the other of the park’s two ferry boats onto the boat lift to allow the contractor to check for correct fit and allow for any fine-tuning adjustments.
Contractor will provide all parts and labor for the work. Materials must be compatible with the existing structure and construction. Work performed must be in accordance with the boat lift manufacturers recommendations for functionality and safety.

4.) Install all new corrosion resistant stainless steel hardware to connect the pully blocks.
5.) Perform a function test on the newly installed components for proper operation.
6.) Upon completion the boat must meet the manufacturers original design specifications for lift capacity of 15,000 lbs.
Materials used must be compatible with the existing materials and allow for the safe use of the lift by the park. Work performed must be in accordance with the boat lift manufacturers recommendations for functionality and safety.
