About this file

This is a Statement of Work (SOW) for computer-raised floor tile replacement and installation at Edwards Air Force Base, dated April 27, 2026.

The project involves furnishing and installing 240 new 24"x24" laminate access floor tiles within a Sensitive Compartmented Information Facility (SCIF) located in Building 2750, Room 260 at Edwards Air Force Base in Edwards, California. The contractor must provide all labor, materials, shipping, and equipment for site preparation, demolition, materials furnishing, and installation. Site preparation includes disconnecting two 30"x30" power boxes, lifting four computer servers, removing and reinstalling 16 cubicles, and removing handrails as needed. Demolition requires removal and proper disposal of 240 existing tiles with coordination through the facility manager to prevent inadvertent removal of sensitive materials. Materials to be furnished include 240 new tiles for installation, 30 spare tiles to be left with the client, 12 feet of aluminum angle shape, five 5'-0" x 18" aluminum reducers, and five 3"x5'-0" aluminum flat bars. Installation work includes cutting and installing all new tiles and aluminum components, with all shipping and staging occurring outside the secure area prior to inspection.

The contract requires strict adherence to SCIF security protocols. All contractor personnel must be U.S. Citizens and must coordinate with the Special Security Officer (SSO) or Facility Security Officer (FSO) prior to work commencement to meet access requirements, which may include background vetting, proof of clearance, or constant cleared escort. Portable electronic devices are absolutely prohibited inside the facility, including cell phones, laptops, tablets, smartwatches, Bluetooth devices, cameras, and wireless audio equipment. All tools, equipment, and materials are subject to visual and technical inspection by security personnel before entering and exiting the SCIF. Work hours, material deliveries, and physical access must be coordinated in advance with the facility manager. All work must be completed in a workmanlike manner according to standard industry practices, with the contractor responsible for maintaining a safe and clean work environment. The worksite must be completely cleared of all debris upon completion, and any alterations or deviations requiring extra costs require written approval and formal contract modification.
