STATEMENT OF WORK
412 MXG / MXOL
AIR FORCE TEST CENTER
EDWARDS AIR FORCE BASE, CALIFORNIA 93523 30 Aug 2022

PART 1 – GENERAL REQUIREMENTS
SCOPE
1.00 The work covered by, but not limited to this statement of work consists of furnishing all supervision, labor, equipment, materials, testing, training, cleanup, disposal, etc. necessary to perform work and operations to construct project scope of work detailed in PART 2 REQUIREMENTS Section 2.1. Items damaged by contractor employees and/or any sub-contractors while working on this project shall be repaired or replaced with similar like in kind.
GOVERNMENT FURNISHED UTILITIES
1.1 N/A
WORK HOURS
1.2 The hours of work for this project shall be from 7:00 A.M. to 4:00 P.M. Monday through Friday, excluding Federal holidays. No work shall commence without prior coordination with the 412 MXG Facilities Manager. Site work outside of these stated hours shall be submitted to in advance and contingent upon approval by the 412 MXG Facilities Manager, (661) 277-0728.
SECURITY REQUIREMENTS
1.3 All contractor employees shall be subject to a criminal history background check in accordance with AFMAN 31-113, Installation Perimeter Access Control. Vehicle registration, proof of insurance and a valid driver's license must be presented for vehicles. Installation Commanders may deny access and credentials based on information obtained during identity vetting that indicates the individual may present a threat to the good order, discipline, and morale of the installation. Please refer to the Edwards AFB Fitness Determination for further information concerning base access.
Contractor shall comply with applicable Base security regulations and actions dictated by force protection condition changes/measures. For real-world situations/exercises, changes to force protection conditions could impact contractor performance of work and can include denial of access to the installation to perform work.
Contractor shall report suspicious activity to Security Forces at (661) 277-3340 in a timely manner. Refer to EAFB Antiterrorism Awareness pamphlet.
The Contractor shall be responsible for safeguarding all government property, equipment and materials provided for Contractor use. At the end of each work period, all government facilities, equipment, and materials shall be secured.
The Contractor and its employees shall comply with all base traffic regulations.
Contractor employees are prohibited from possessing weapons, firearms, or ammunition, on themselves or within Contractor-owned or privately owned vehicle while on Edwards AFB.
During performance of the contract, the Contractor shall be responsible for obtaining required identification for newly assigned personnel and for prompt return of credentials and vehicle passes for any employee who no longer requires access to the work site. Upon completion or termination of the contract or expiration of the identification passes, the prime Contractor shall ensure that all base identification passes issued to employees and sub-Contractor employees are returned to the issuing office. Failure to comply with these requirements may result in withholding of final payment.
BASE ACCESS
1.4 Proof of current vehicle registration, driver’s license and vehicle insurance must be made available prior to issuance of the base access permits. The Contractor shall obtain base access for his personnel, subcontractors, vehicles, and equipment by submitting the following information to the Contracting Officer with at least two (2) weeks advance notice and at least 5 working days prior to requiring access to the job site at Edwards Air Force Base:

· Legal Alien Registration Number if Naturalized U.S. Citizen Status

· Drivers’ License Number*

FLIGHTLINE ACCESS
Contractor will coordinate entry into all restricted or controlled areas with the Government Project Manager. No access is permitted without a properly badged and authorized escort. Driving procedures will be coordinated by the assigned escort and the contractor’s drivers.
HAZARDOUS NOISE
1.5 N/A
DISPOSAL OF WASTE/EXCESS MATERIAL
1.06 Any waste or excess material resulting from any contract requirement shall be removed and disposed of at a proper disposal site off Edwards Air Force Base by the Contractor in strict accordance with applicable Federal, State, County, and local laws. If any waste material is dumped in unauthorized areas, the contractor shall remove the material and restore the area to the condition of the adjacent undisturbed area. The Contractor shall comply with all Federal, State, County and Air Force regulations pertaining to disposal of debris.
NO SMOKING POLICY
1.7 There is an Air Force Policy of NO SMOKING in any Government vehicle or buildings in accordance with AFI 40-102 (4 March 2015). Smoking is permitted only in designated areas.
TRASH AND LITTER CONTROL
1.8 The Contractor shall develop a strict trash and litter control program. The litter control program shall consist of supplying an adequate number of covered trash and litter receptacles in all appropriate locations. The contractor shall take precautions to prevent Foreign Object Debris (FOD) while working on or around the flight line. All equipment entering designated areas must be inventoried before and prior to leaving the designated areas.
POST-MODULAR BUILDING INSTALLTION CLEANUP
1.9 N/A
PROHIBITED ITEMS
1.10 The following items are prohibited from the work site: Cameras, computers, weapons, video and audio cassette players, recorders and tapes, binoculars, film, and computer media.
SAFETY
1.11 The contractor shall ensure that job site cleanliness will be maintained at all times and barricades/safety cones will be utilized to isolate the job site from normal personnel traffic. Contractor shall follow most current version of the base’s safety manual.
Procedural All personnel shall wear the appropriate Personal Protection Equipment (PPE) while on the base. Failure to comply will result in removal from the site until the PPE is donned.
PART 2 REQUIREMENTS
The following minimum requirements have been identified and are the basis for scope of work.
GENERAL PROJECT REQUIREMENTS
· Deliver ten (10 each) 1-hour “Fire Rated” Office Portable Modular Buildings with a minimum of 96 sq. ft. (8’x12’) of usable administrative office space. Assets cannot exceed 100 sq. ft.
· Building must be portable for relocation and the base must have forklift pockets.
· Provide certified drawing.
· Deliver modular building assemblies to Edwards AFB for installation inside aircraft hangars. Hangars’ concrete floor is flat and level.
· Installation of the modular buildings to include only materials provided by the contractor.
· Government will provide a forklift to unload and move materials to installation site.
General Building Requirements:
· Roof, ceiling, doors, and window must be 1 hour “Fire-Rated” design and fabrication.
· The entire interior and exterior will be pre-painted white.
Four Walls Building Requirements:
· 1 hour Fire Rated wall assembly with a minimum 9 feet tall.
· All penetrations of the wall shall be sealed with fire stop caulking.
· The wall system shall reduce ambient noise by up to 32 decibels and has been certified to meet the ASTM E119, UL 263, and NFPA 251 requirements for a fire rated wall assembly.
Roof Building Requirements:
· 1 hour Fire Rated roof assembly with a minimum of 96 sq. ft.
· Corner trim shall fit over the edges of the roof to hide the roof framing and insulation.
Base/Flooring Building Requirements:
· Building base should have a 6” structural steel channels with stringers on 24” centers.
· Base includes forklift pockets.
· Sub-flooring is two layers of 5/8” OSB board with vapor barrier underneath.
· Finished floor should be painted or finished in a professional appearance.
Ceiling Building Requirements:
· 1 hour Fire Rated ceiling assembly with a minimum of 96 sq. ft.
· The ceiling system shall consist of a complete one-hour suspension system and acoustical material.
· The ceiling suspension system shall consist of a concealed assembly of structural members and such hardware and wall moldings.
· The ceiling shall be capable of incorporating lighting, ventilation, heat and air conditioning, electronic and electrical system components, as necessary.
· The system shall be completely integrated with the structural and mechanical elements and shall be coordinated with the interior partitions.
· The ceiling system shall be painted white.
Door #1 & #2 Building Requirements:
· Door shall consist of 1 hour fire rated steel with ½ glass.
· The door shall be 36"w X 84"h X 1 3/4" thick and shall be treated for proper paint adherence.
· The door shall be supplied with all necessary hardware as to meet local and state code requirements.
· The door shall be fabricated as to include 1/8" tinted tempered safety glass in the upper half. The window shall measure approximately 12” w X 12" h.
· Each door includes a sweep, threshold, satin chrome lever set and weather-stripping, and a chain closure or similar safety device
· All lever sets are keyed alike.
Window Building Requirements:
· Fire rated picture windows shall be nominal 48” wide X 48” high.
· They shall be installed 42" off the floor.
· Window will be glazed with ¼” tinted tempered glass and shall be an integral part of the wall panel.
· The window shall be non-opening, and the entire window frame shall be painted in accordance with AAMA Specification 603.8.
Electrical Building Requirements:
· The electrical service shall include an indoor load center of sufficient amperage and circuit capacity as to handle all lighting loads, receptacles and contractor supplied HVAC system.
· The entire electrical system for the modular building shall be in accordance with the National Electrical Code and shall meet all NEC requirements.
· The electrical package shall consist
· (2) dimmer wall switches
· (3) duplex receptacles
· (2) dimmable 110 volt 2’x4’ lay-in LED fixtures (30-foot candles at desk height) with pre-wired electrical modules. No blue tooth enabled fixtures are permitted.
· Switches and receptacles shall be flush mounted in 2”x4” handy boxes with modules consisting of MC cable with #12 AWG solid copper conductors.
· For switches and receptacles, the conductors tie into the apparatus per local code requirements.
· Each modular building must have a "power-in" tap, which plugs into a distribution or extender cable. As a circuit is filled, a "home run" is then made to the breaker box. Lighting is handled in a similar fashion, with the switch module acting as the “home run”.
· Include (1) 2”x4” handy boxes for telephone and data connections with a faceplate
· Contractor shall pre-wire the receptacles, lights, switches, and through wall HVAC unit to contractor supplied load center attached to the structure.
· Supply 125 Amp single phase 120/240 volt, 14 space main lug load center.
Fire Suppression/Alarm Requirements:
· Not required.
HVAC Requirements
· Supply and install one air conditioning (Cooling and Heating (Heat Pump)).
· The heat pump through-wall unit shall be 9,000 BTUs of cooling and 11,500 BTUs of heating.
· The unit shall be a through-the-wall type with panel preparation included. The unit shall be 230/208V, 60HZ, 20 AMP
TECHNICAL DRAWING REPORTS AND SUBMITTALS
2.1 Final technical drawings shall be provided in PDF and electronic format. Final submittal technical drawings, calculation reports, Manufacturer catalog cut sheets, warranty information, and specifications shall meet requirement specified by the contract. Contractor shall submit Final Submittal to Edwards AFB Contracting Officer.
2.2 As-built drawings shall be provided in PDF and electronic format. Contractor shall submit as-built submittal to Edwards AFB Contracting Officer
PART 3 REQUIREMENTS
PROJECT POLICY AND CRITERIA
3.1 Project requirements and installation shall conform to the latest editions of Standard Air Force Criteria, including applicable Air Force/ Department of Defense regulations, manuals, pamphlets, and the Edwards AFB Design Standards 2017. Project requirements shall be in accordance with all environmental requirements of governing authorities including, but not limited to, Federal, State of California, Kern County and Edwards AFB.
REFERENCES
3.2 A Air Force manuals, publications, and guide specifications will not be furnished. Manuals, publications, and specifications may be acquired from Government web sites or other base agencies. The Edwards AFB Design Standards 2017 is available through the base Contracting Officer.
