About this file

This document is a Statement of Work (SOW) for the procurement, delivery, and installation of a micro-computed tomography (micro-CT) system. The system is required to have a minimum accelerating voltage of 230 kV and a minimum power of 300 watts, with the ability to scan a range of materials including ceramics, polymers, and metals. Key requirements include a minimum resolution of 3 microns, a minimum detector frame rate of 100 FPS, and the ability to accommodate sample sizes ranging from 1mm (d) x 1150 (h) to 600mm (d) x 1150 mm (h). The system must include modular software architecture for tomographic acquisition and 3D reconstruction, as well as two computers - one for acquisition and one for reconstruction. The vendor is required to provide installation, training, and a warranty with preventative maintenance visits.

The related federal contract opportunity is a Special Notice for the procurement of a "Micro-Computed Tomography (CT) System" at the Air Force Research Lab (AFRL/PZLEQ) at Wright-Patterson AFB. The government intends to award a sole source purchase order to TESCAN USA, Inc. under simplified acquisition procedures. Responses to this notice should be submitted by 18 April 2024 and will be considered for the purpose of determining whether to conduct a competitive procurement.

Statement of Work Title: Micro-Computed Tomography (CT) System

Document Date: 13 December 2023

1. Scope: This requirement is for the procurement, delivery, and installation of a micro-CT system capable of scanning and reconstructing a variety of relevant materials including ceramics, polymers, and metals using a high-power x-ray source and detector. Scanning capability should include full scan of a sample and inner-tomography scans of the material with a resolution of ≤ 3µm . There shall be integration between the acquisition of the x-ray scan and the reconstruction process.

System should come with reconstruction software to create 3D tomography datasets.

2. Background: AFRL/RXN utilizes micro-CT systems to study the relationship between microstructure and material performance. The micro-CT systems currently used in the lab are good for a variety of material including light metals and polymers. The major limitation of the current system is the limiting accelerating voltage of 160 kV for the heavier materials including metals and ceramics.

3. Requirements/Salient Characteristics:

• Minimum accelerating voltage of 230 kV with a minimum power of 300 watts

• Source: The ability to perform both open and reflection

• Maximum weight: 45 Kg

• Range of resolution: High Resolution capability with a minimum of 3µm

• Minimum detector frame rate per second (FPS): 100 FPS

• Detector: Minimum of 2856 x 2856 pixels

• Must accommodate range of specimen sizes: range includes 1mm (d) x 1150 (h) and must also be able to accommodate large samples 600mm (d) x 1150 mm (h)

• Minimum field of view (FOV) for scan: 300 mm x 1000mm

• Source detector distance: Minimum of 1800 mm (70 inches)

• Maximum system dimensions: 1.5 x 3.5 x 2.1 m (W x L x H)

• Materials that can be scanned must include polymers, ceramics, and metals.

• Must have the ability to use DEBEN CT5000 in situ tensile stage.

• Must include modular software architecture for tomographic acquisition and 3D reconstruction.

o This shall enable standard, automated, and customized micro-CT workflows with seamless integration between acquisition, reconstruction, and in situ stages.

• Minimum one (1) year warranty including two (2) preventative maintenance (PM) visits.

o (and include a package of 3-5 years extended warranty with software upgrades as needed.) – CO McNutt will speak with Client regarding the warranty o This should include a full description of the terms and coverage provided by the warranty along with the service agreement for the first year if this is not already covered by the warranty.

• Must include two computers, one for acquisition and one for reconstruction.

o Computer system for reconstruction must be high speed and include a large storage space minimum 15TB with an additional 1TB of RAM.

• Vendor shall provide own transportation to Government site for installation and training.

• Vendor shall install and provide training after installation. Training will include 5-8 trainees on-site.

• Vendor shall provide a complete set of operating and maintenance instructions for all of the components installed and/or required for the operation of the instrument and associated hardware/software.

4. SECUIRTY REQUIREMENTS, Operations Security (OPSEC)

• The recipient shall participate in all activities associated with the disciplines of the organization’s

Industrial Security, Information Security, Personnel Security, Operations Security (OPSEC), and Antiterrorism programs, following appropriate measures in each program as required for this particular agreement. Security measures are required to reduce program vulnerability from successful adversary collection, exploitation of critical information, and violations of export control requirements. The prime recipient shall ensure all subrecipients, if applicable, conform to these requirements as required by the prime recipient

• Program Protection Plan (PPP) Requirements o Any potential critical program information (CPI) generated as part of this effort will be reviewed to determine the need for a PPP or to be included as part of an existing PPP.
