STATEMENT OF WORK
Department of Veterans Affairs
Fargo Veterans Administration Health Care System
Project: 437-314 Construct Parking Ramp
I. GENERAL SCOPE OF WORK (SOW)
The architect/engineer (A/E) contractor shall provide all necessary architectural and engineering services to create construction ready contract drawings, specifications, technical reports, cost estimates, etc. and provide construction and post construction period services
(CPS) for the Construct Parking Ramp project at the Fargo Veterans Administration Health
Care System (VA HCS) campus located at 2101 Elm St N, Fargo, ND 58102.
A/E is to design a parking ramp located on the Fargo VA HCS campus that will be utilized by staff, veterans, and visitors. Station has provided three (3) potential locations in attachment 1, Fargo VA Site Plan. A/E is able to recommend other sites if better suited with supporting documentation. Ramp shall be designed such that it can be expanded vertically and/or horizontally to the extent allowable despite only constructing roughly 215 to 250 parking stall spaces by this project.
This design shall be in accordance with VA Design Guides, VA Design Manuals, VA
Physical Security Design Manual (PSDM), VA Parking Design Manual, National Fire
Protection Association (NFPA), International Building Codes (IBC), American Society of
Heating, Refrigerating and Air Conditioning Engineers (ASHREA), Environmental
Protection Agency (EPA), Occupational Safety and Health Administration (OSHA), and any other applicable federal, state, or local codes and standards.
The following paragraphs constitute a basic outline of the work to be accomplished and in no way comprises all the details for design of this project. After award the A/E shall initiate detailed inspection of the project site to determine the needs and conditions for the design of this project.
II. BACKGROUND:
Fargo VA HCS will construct a parking ramp to replace and expand existing parking on campus. The current surface parking on campus has approximately 937 parking spaces.
Current analysis goal for existing parking is 1,500 leaving an existing gap of 563 spaces.
There are other existing minor projects in design that will reduce parking even further. The
Fargo campus is land locked on the North by residential houses, the East by a floodwall, dike/levee system, and a river, South by a city park, and on the West by Elm Street North, see attachment 2. The parking ramp will be the start of closing the current parking gap with future expansion potential for increased capacity that future projects may provide.
A/E Design SOW 437-314 Construct Parking Ramp Page 2 of 14
III. STATION SIZE ESTIMATES:
The local station has developed the following ramp size estimates for bidding purposes, but final size will need to be agreed upon between the awarded A/E and local stake holders based on location of ramp, needs, and fit. The ramp will be designed to be expandable horizontally and/or vertically to account for up to a minimum of 600 total spaces.
Ramp Footprint ≈ 30,000 ft2 ≈ 50,000 ft2
# of Spaces per Level ≈ 60 ≈ 100
# of Levels Designed Now 3 – 4 2
Vertical Expansion Potential 6 – 7 4
Three (3) potential locations on campus for the parking ramp are shown on attachment 1.
Maximum ramp height limitations will be dictated by the city of Fargo and Hector
International Airport. Limitations for how close the ramp can be to the flood wall and dike/levee system to the east will have to be coordinated with the US Army Corps of
Engineers. The PSDM will dictate how close the parking ramp can be to the VA property line and Elm Street.
The ramp may also be designed with below grade levels in mind. The depth may be constrained or impacted by area water table, to due proximity with the Red River.
The ramp location will be chosen to maximize the amount of new additional parking spaces that can be created on campus, and by what is determined to be the best overall fit. Space number estimates in the table above include the existing parking spaces that may be replaced.
IV. RAMP FEATURES:
