OCCUPATIONAL TRAINING PROGRAM PROVIDER

STATEMENT OF WORK

(AOE Funded Occupational Education Programs)

Commercial Driver's License (CDL) Class A

Subject The Federal Bureau of Prisons (BOP), Field Acquisition Office (FAO) located in Grand Prairie, Texas, intends to make a single award to a post-secondary institution, vocational training or industry-based school that will be responsible for providing instruction in Commercial Motor Vehicle Operation for the Commercial Driver’s License (CDL) class A, for the inmate population at the Federal Correctional Institution (FCI) Seagoville, located at 2113 N.

Hwy 175, Seagoville, Texas 75159. The Government contemplates awarding indefinite delivery requirements type contract with firm fixed unit prices. Successful completion of the training program must qualify inmates for at least entry-level employment in the CDL class A field upon release. Information regarding the Federal Bureau of Prisons may be located at www.bop.gov.

Place of Performance Occupational training instruction will be performed in the Education Department (or other area identified by the Supervisor of Education) at FCI Seagoville 2113 N. Hwy 175, Seagoville, Texas 75159.

Period of Performance The contract period will be in effect from the effective date of award (EDOA) through 60 months from the EDOA totaling five years.

Schedule A session is defined as one hour. The contractor will normally provide five (1) hour sessions per day, 5 days per week, Monday-Friday, excluding Federal Holidays. Work hours will normally be between 8:00 am to 1:30 pm with a 30-minute unpaid lunch break. These hours may be adjusted to meet the needs of the institution. The contractor shall not normally exceed an estimated 25 hours per week. It estimated at 24 enrollees per year.

Due to the nature of the correctional setting, delays in performance of work may be experienced. Such delays may include but are not limited to inclement weather, electrical or mechanical problems, or other security matters. When contract employees report to the institution but are unable to perform services due to such delays, the contractor will be paid for one session. Normally, any remaining sessions for that day will be suspended and the contractor will be free to leave, and the contractor will not be paid for the remaining unperformed sessions. However, if the institution requests that the contractor remain at the institution for eventual performance, the contractor shall be paid for such sessions. In the event of any absence, the contractor may make up his/her time so long as it does not exceed estimated 25 hours in any given week. If the contractor fails to provide coverage, the Government may seek contractual remedy.

Education and Qualifications The contractor shall not be a self-employed individual or individual employed by a post-secondary institution. The contract must be between FCI Seagoville and an accredited/licensed vocational training school.

*Instructor must hold a valid Class A Commercial Driver's License and have a good driving record.

*State of Texas Licensed Instructor Certification required.

*A minimum of 3 years of Class A CDL driving experience.

*Preferred Endorsements: Hazardous Materials, Tanker, Passenger, Double and Triple Trailer.

*High School Diploma or equivalent required, an associate degree preferred.

*Able to comply with Department of Transportation Medical Requirements and Texas Secretary of State CDL Instructor Requirements.

* Forklift certification preferred.

The occupational education program must fall under the provider’s umbrella of accreditation and lead to transferrable credits resulting in a college certificate, A.A., A.A.S. or A.S. degree. Industry-accepted certification is also acceptable. Providers must be accredited by a recognized accrediting agency. If required for employment, certification tests from outside organizations may be administered to individual inmates upon completion of a specific occupational education program. However, the individual skill competency certification will not replace the training program’s overall accreditation.

The occupational education program must lead to a college certificate, A.A., A. S., A.A.S. or industry-recognized certificate qualifying inmates for at least an entry-level position of employment. Credits earned from the college certificate, A.A., A.S., or A.A.S. must be transferrable to a four-year college.

Four-year degree programs and programs in liberal arts/general studies are not authorized, although limited and specific courses of a liberal arts/general studies nature may be permitted if directly related to preparation for a specific occupation or vocation.

The entity must be in the US Department of Education website. The organization’s accreditation will be verified using the US Department of Education Database of accredited Postsecondary Institutions and Programs (DAPIP) website (https://ope.ed.gov/dapip/#/home .

Supplies and Equipment The contractor will provide the following supplies, equipment, and curriculum materials:

The contractor will make recommendations to the Supervisor of Education pertaining to the selection and purchase of additional supplies and equipment.

The institution will provide the following supplies, equipment, and curriculum materials:

Facility/space for driving practice.

Description of Duties The contractor will provide instruction for the Commercial Driver License Program in accordance with Bureau of Prisons Program Statement 5353.01, Occupational Education Programs, and Bureau of Prisons Program Statement 5300.21, Education, Training and Leisure Time Program Standards.

Twenty-forty percent (20-40%) of the curriculum’s competencies must be hands-on replication of the actual work environment. Application of hands-on work must be occupational in nature. The institution heavy equipment may be utilized to demonstrate or apply hands-on competencies. Electronic or computer-based simulation does not satisfy the hands-on or live work requirement.

The Supervisor of Education must approve live work projects.

Marketable programs shall afford inmates the opportunity to gain in demand skills in a specific occupation, industry, or trade. The marketable program must qualify inmate graduates for at least a CDL Class A driver position in the transportation industry. As a precondition of the proposal for the contract, the contractor shall specify in writing to the Supervisor of Education the position(s) of employment for which inmate graduates will be eligible to apply.

The Supervisor of Education shall determine the minimum and maximum number of enrollments. Instructors placed on site by the contractor are responsible for the maintenance of transcripts, student attendance records, statistics, and certification records. It estimated at 24 enrollees per year.

The contractor will provide a written curriculum which establishes measurable behavioral objectives and procedures.

The curriculum must include clear criteria which establish minimum expectations for program completion, https://ope.ed.gov/dapip/#/home provisions for the assessment of student progress, must identify the hands-on competencies and must require the students to demonstrate them. In addition to core classes needed to attain a college certificate, an industry-accepted certificate, an Associate in Arts degree (A.A.), an Associate in Science degree (A.S.), or an Associate in Applied Science degree (A.A.S.), the curriculum must also include a course on resume development.

Under the general direction of the Education Department, the Instructor performs duties related to delivering the appropriate instructional program as set forth by the Texas Department of Transportation Class A Commercial Driver’s License training. The position requires strong training skills. Also, calls for flexibility, excellent interpersonal skills, and the ability to work harmoniously with all levels of internal management and staff, as well as outside clients.

Person(s) hired into this class may be required to either possess at entry or obtain within specified time limits a Class A CDL license, professional registration, certification or specialized education and training relevant to the FCI Seagoville Class A CDL training. Must possess and maintain a valid Class A CDL and a satisfactory driving record.

CLASS CHARACTERISTICS:

This is highly responsible position performing a wide variety of functions for FCI Seagoville. Work is performed under the general direction of the Education Department.

• prepare and deliver instructional activities that facilitate active learning experiences

• establish and communicate clear objectives for all learning activities

• prepare classroom and range for class activities

• instruct and monitor students in the use of learning materials and equipment

• use relevant technology to support instruction

• observe and evaluate student's performance and development

• provide appropriate feedback on work

• encourage and monitor the progress of individual students

• maintain accurate and complete records of students' progress and development

• update all necessary records accurately and completely as required by laws, policies and BOP regulations

• prepare required reports on students and activities

May plan and conduct an individualized instructional program based on assessment data, knowledge of teaching strategies, learning styles, and availability of resources. May be required to select, order and use a wide diversity of instructional materials based on student needs and abilities including self-study, programmed materials, media, etc.

Selects and/or develops curriculums which focus on the appropriate vocational training area. This may require writing original curricula rather than modifying existing curricula to meet the needs and characteristics of the inmates.

Develops a curriculum design and record-keeping system to organize and track student progress through identified course work. Must be capable of making modifications in curriculum materials and/or techniques whenever students are experiencing difficulties, and accurately analyze strengths and weaknesses in given areas for planning instructional sequences.

Ensures the training program(s) are implemented and delivered in compliance with Bureau policies, Department of Labor, and Bureau of Apprenticeship and Training regulations, and the standards established by other certifying agencies and organizations. May evaluate demands of the labor market and training needs of inmates and make training program changes to meet the needs and demands of the Class A CDL program.

As a result of developing and conducting training programs, incumbent is also responsible for recommendation of new equipment, supplies, and tools to be purchase. Is responsible for maintaining a working inventory of supplies and equipment within budgetary restraints.

Will counsel inmates as needed to facilitate learning, personal development, and problem resolution. Must stimulate interest and participation in reaching vocational goals.

The incumbent may also be involved in the coordination of, or performance of, other duties associated with other education programs as assigned by the immediate supervisor.

Along with all other correctional institution employees, incumbent is charged with responsibility for maintaining security of the institution. The staff correctional responsibilities precede all others required by this position and are performed on a regular and recurring basis.

The basic teaching goal is to provide a vocational training program which will provide inmates with an opportunity to acquire a skill relevant to today’s job market. Upon completion and certification of a vocational training program, the student should possess the skills to assist in employment opportunities and enhance their ability for post-release success.

The contractor shall assist in the recruitment of employers affiliated with the identified occupation to participate in the institution’s mock job fair.

Attire The contractor is expected to wear professional clothing while on duty. The attire worn shall also be appropriate for the correctional environment in which the contract employee will be performing.

Inmate Management Provision of services will require frequent and unsupervised contact with inmates. The contract employee shall not be responsible for the management of any inmates, other than to ensure inmates involved within the contract’s scope of work abide by all rules to ensure their safety and well-being. The successful contractor shall attend the Institution Familiarization Orientation program prior to assuming institution involvement. Reimbursement to the contractor for the time spent in the institution orientation or other specific security related training will be at the contract rate, prorated hourly. The contractor may, at any time, be removed from the institution at the discretion of the CEO. The contractor is to constantly be aware of security and maintain a professional relationship with inmates at all times.

Any violation of the institution rules and regulations are to be brought immediately to the attention of any Government employee employed at the institution. The contractor will be required to provide documentation to the COR, or designee, of any infractions of institutional rules and regulations by inmates for proper action.

Institution Security The contractor/contract employees shall agree to all regulations prescribed by the institution for the safety, custody, and conduct of inmates. The contract employee will be required to operate a system of records as identified for medical treatment documentation and will require adherence to the Privacy Act of 1974. The contract employee will be required to sign in and out of the institution for accountability purposes. A badge will be issued and worn at all times for proper identification.

Non-Personal Services The service is a contractual arrangement and not a personnel appointment. Payment is based on the provision of an end product or the accomplishment of a specific result. The service does not constitute an employer/employee relationship. The contractor will not be subject to Government supervision, except for security related matters.

However, contractor performance shall be monitored.
