The system must be fully compatible with the existing NIST VNA mainframe (ANRI-MS4644B), support minimum 2-port S-parameter measurement operation, include a traceable on-wafer calibration kit for frequencies up to 110 GHz, and provide at least 80 dB dynamic range. Line Item 0002 requires a Standard Calibration (model STD-CAL) also due within 120 days. Three optional line items (0003, 0004, 0005) may be exercised within 12 months of award, including a Broadband and Millimeter-wave Test Set (3739C), a Transmission/Reflection Module (3744-EE), and an MS4644B-182 VNA upgrade with mmWave capability. All items must be new, original manufacturer packaging with full documentation; used, remanufactured, experimental, prototype, custom, or gray-market components are explicitly prohibited. Delivery is F.O.B. Destination to NIST's Boulder, Colorado facility, with the contractor responsible for all shipping costs and coordination with the NIST subject matter expert. Payment terms are Net 30 days upon government acceptance; advance payment and partial shipments are not authorized. The Government reserves the right to conduct performance testing and calibration verification within 150 days of receipt, with rejection or repair/replacement at contractor expense for any nonconforming or damaged equipment.

STATEMENT OF WORK

Title: Frequency Extension System (BRAND NAME ONLY) Requesting Lab: National Institute of Standards & Technology (NIST) Communications Technology Laboratory, RF Technology Division, Guided Wave Electromagnetics Group

BACKGROUND

The Frequency Extension System is being purchased to upgrade the capabilities of an existing Vector Network Analyzer (VNA) system at NIST. This acquisition is essential to meet the technical goals of Project 4.04, which focuses on developing new metrology to characterize the electro-mechanical properties of piezoelectric materials. Industry stakeholders have communicated a critical need for measurements to frequencies as high as 100+ GHz to address next-generation filter design. This system is required to extend NIST's current electrical measurement range to perform in-plane and out-of-plane permittivity measurements of piezoelectric materials up to 110 GHz.

Purpose: Eliminate a major barrier to next-generation filter design by providing material properties at frequencies beyond current limitations (1 GHz to 7 GHz, planned to go beyond up to 100 GHz).

SCOPE

The contractor shall deliver a quantity of one (1) of each line item listed below under “Minimum Requirements” inclusive of FOB Destination delivery terms (or equivalent INCOTERMS such as DDP), and 1-year warranty.

BRAND NAME ONLY JUSTIFICATION

1. The unit shall extend the operational frequency range of the base Vector Network Analyzer from 20 GHz to at least 110 GHz.

2. The system must have 1 mm connectors, and must be able to support low frequency measurements

3. The system shall include all necessary cabling, adapters, and software interfaces required for integration with the existing VNA system.

MINIMUM REQUIREMENTS

The Contactor shall submit a firm fixed price quotation for each line, offering the exact model stated in this document. All items must be new. Used or remanufactured equipment will not be considered for award. Experimental, prototype, or custom items will not be considered. The use of “gray market” components not authorized for sale in the U.S. by the Contractor is not acceptable. All line items shall be shipped in the original manufacturer’s packaging and include all original documentation and software, when applicable.

Line Item 0001 Description: High-Frequency VNA Frequency Extension System inclusive of extension heads, interconnect cables, and control software necessary to extend the frequency range of the existing NIST VNA for traceable electrical measurements, Anritsu Product Number 3744A-EW.

Quantity: One (1)

1. Technical Specifications

a. Frequency Range: Must be capable of extending the VNA's operational range to cover a minimum of 54 GHz, with the capability to operate up to 110 GHz (W-band) preferred, to align with project milestones for permittivity measurements.

b. Compatibility: Must be fully compatible and integrate seamlessly with the existing NIST VNA mainframe (ANRI-MS4644B) for control, calibration, and data acquisition.

c. Channels: Must support a minimum of 2-port S-parameter measurement operation for on-wafer characterization.

d. Calibration: Must be supplied with or compatible with a dedicated, traceable on-wafer calibration kit (e.g., SOLT or TRL standards) specifically designed for the extended frequency band (up to 110 GHz).

e. Dynamic Range: Must provide a dynamic range of at least 80 dB across the specified frequency band to ensure high-quality S-parameter measurements.

Line Item 0002 Description: Standard Calibration for Frequency Extension System, Anritsu Product Number STD-CAL Quantity: One (1)

a. Frequency Range: Must calibrate the extender heads for the full frequency range

Line Item 0003: OPTION LINE ITEM Description: Broadband and Millimeter-wave Test Set with 36 inch interface Cables, Anritsu Product Number 3739C Quantity: One (1). The option to purchase the additional supply may be exercised from the date of award – 12-months.

1. Technical Specifications

a. Compatibility: Must be fully compatible and integrate seamlessly with the existing NIST VNA mainframe (ANRI-MS4644B) for control, calibration, and data acquisition.

Line Item 0004: OPTION LINE ITEM Description: Transmission/Reflection Module, 56 - 95 GHz, Anritsu Product Number 3744-EE Quantity: One (1). The option to purchase the additional supply may be exercised from the date of award – 12-months.

a. Frequency Range: Must be capable of extending the VNA's operational range to cover a minimum of 80 GHz , with the capability to operate up to 110 GHz (W-band) must align with project milestones for permittivity measurements.

b. Compatibility: Must be fully compatible and integrate seamlessly with the existing NIST VNA mainframe (ANRI-MS4644B) for control, calibration, and data acquisition.

c. Channels: Must support a minimum of 2-port S-parameter measurement operation for on-wafer characterization.

d. Calibration: Must be supplied with or compatible with a dedicated, traceable on-wafer calibration kit (e.g., SOLT or TRL standards) specifically designed for the extended frequency band (up to 110 GHz).

e. Dynamic Range: Must provide a dynamic range of at least 80 dB across the specified frequency band to ensure high-quality S-parameter measurements.

Line Item 0005: OPTION LINE ITEM Description: Upgrade to vector network analyzer to include mmWave option , model number MS4644B-182. This includes installation of direct access loops.

Quantity: One (1). The option to purchase the additional supply may be exercised from the date of award – 12-months.

DELIVERY TERMS

Delivery shall be F.O.B. Destination (or equivalent INCOTERMS)

F.O.B Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver all Line Items to:

INSPECTION & ACCEPTANCE

In addition to the inspection and acceptance terms articulated in 52.212-4, the Government reserves the right to perform such performance tests and evaluations as defined below to verify specified system performance. Such tests and evaluations, if performed, shall be conducted within the environment that the system is to be operated. The Contractor has the right to be present during the tests and evaluations, if performed, at the Contractor’s expense.

Performance Tests:

1. Completion of a successful calibration and comparison to NIST check standard data

NIST may choose at its discretion to forego this part of acceptance testing.

A visual inspection of the equipment will be performed by the NIST TPOC to identify surface defects or any form of indication that any equipment was damaged during transport to NIST. The Government shall have sole discretion to require repair or replacement of damaged and/or nonconforming supplies at no cost to the Government. The Government at any time prior to acceptance shall reject the equipment due to defects and/or nonconformance. The vendor is responsible for latent defects discovered any time after final inspection. However, the extent of its liability shall be prorated over the useful life of the equipment. Ownership of the equipment shall transfer to NIST upon acceptance by the Government.

The Government will test, inspect, and accept or reject the equipment within 150 days of the receipt of the equipment unless otherwise indicated above. This extended period is required to perform a full calibration and inspection of the extender heads across many working conditions. The Government reserves the right to conduct quality assurance testing to confirm that a given instrument(s) meets the manufacturer’s and/or the Government’s performance specifications. It is anticipated that the equipment will meet all manufacturer’s specifications and/or the Government’s performance specifications identified in the most recent operations and maintenance manual for each piece of equipment and/or in this document.

Upon delivery, a visual inspection will be performed by the NIST technical point of contact (TPOC) to identify defects, damage, or nonconformity. The Government shall have sole discretion to reject, require repair, or require replacement of such items at no cost to the Government.

WARRANTY

The Contractor shall provide its standard commercial warranty for all products/services provided under this contract. The Contractor shall extend to the Government the full coverage of any standard commercial warranty normally offered to the public, at no additional cost, in accordance with FAR 52.212-4. Warranty shall commence upon acceptance by the government.

PAYMENT SCHEDULE

Advance payment is not authorized. The Contractor must invoice in arrears according to the payment schedule. The Contractor shall be paid, in accordance with Net 30-day payment terms, upon receipt and acceptance of a proper invoice. Invoices submitted prior to government acceptance may be rejected.

NOTE: Partial shipments and partial invoices will not be accepted, unless otherwise requested and accepted by the Contracting Officer prior to award offer. Proposed payment schedules shall be submitted with vendor’s response to the RFQ for consideration.
