STATEMENT OF WORK
Title: Microwave Network Analyzer (BRAND NAME OR EQUIVALENT) Requesting Lab: National Institute of Standards & Technology RF Technology Division Guided Wave Electromagnetics Group
BACKGROUND INFORMATION
The National Institute of Standards and Technology (NIST) Guided Wave Electromagnetics Group within the RF Technology Division of the Communications Technology Laboratory requires a high-performance Vector Network Analyzer (VNA) and extender heads. The equipment must include a 1-year warranty. This instrument is required to support the measurement of traceable complex permittivity measurements up to 330 GHz. The objective of the requirement is to enable traceable complex permittivity to 330 GHz and provide known permittivity measurements for on-wafer traceability for S-parameters, Power, and Phase. The VNA will serve as the primary measurement instrument, interfacing with millimeter-wave frequency extenders to characterize the complex permittivity of materials in support of the NIST CHIPS program.
PURPOSE
The purpose of this requirement is to procure a Microwave Network Analyzer, and a millimeter wave control module. The equipment will provide the necessary frequency coverage (from 10 MHz to 26.5 GHz baseband multiplied up to D-band, J-band, and G-band) and dynamic range required to drive frequency extenders for measurements from 20 GHz up to 330 GHz. The VNA must drive existing extender heads from Keysight (10 MHz to 110 GHz), VDI (WR3.4, WR5.1, WR6.5), and OML (WR3.4, WR5.1, WR6.5).
SCOPE
The Contractor shall deliver a quantity of one (1) Microwave Network Analyzer, Keysight Model N5227B 10 MHz to 67GHz PNA Network Analyzer (brand name or equivalent), and a quantity of one (1) Millimeter Wave Test Controller, Keysight Technologies Model N5292A (brand name or equivalent), inclusive of FOB Destination Delivery terms (or equivalent INCOTERM such as DDP and 1-year warranty.
MINIMUM REQUIREMENTS
The Contractor shall submit a firm fixed price quotation for each line item. All items must be new. Used or remanufactured equipment will not be considered for award. Experimental, prototype, or custom items will not be considered. The use of “gray market” components are not acceptable. All line items shall be shipped in the original manufacturer’s packaging and include all original documentation and software, when applicable.

1. Low frequency limit of 10 MHz
2. High frequency limit without extender heads 67 GHz
3. Maximum power output at 67 GHz must be greater than 0 dBm
4. Minimum IF bandwidth 10 Hz
5. Maximum IF bandwidth 1 kHz
6. Must have 4 ports cable of measuring a-waves and b-waves simultaneously and independently
7. Must dual sources that can deliver 0 dBm at all ports at all frequencies
8. Must have direct digital synthesis sources
9. Must have 1.85 mm NMD connectors on each port
10. Must have front end access jumpers
11. Must be able to drive 3rd party extender heads
12. Must have direct IF access
13. Must have embedded LO, frequency-offset options
14. Must have an internal combiner to route two or more sources to a single port
15. Must have rear access loops to combiners to allow external sources and external filters

DELIVERY TERMS
Delivery shall be F.O.B Destination (or equivalent incoterms, such as DDP) and shall occur in accordance with the delivery due dates provided in the Deliverables table.
FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery.

INSPECTION & ACCEPTANCE
In addition to the inspection and acceptance terms articulated in the specific FAR clause that allows the Government reserves the right to perform such performance tests and evaluations as defined below to verify specified system performance. Such tests and evaluations, if performed, shall be conducted within the environment that the system is to be operated. The Contractor has the right to be present during the tests and evaluations, if performed, at the Contractor’s expense.
Performance Tests:
1. Verify successful interface with existing D-band, G-band, and J-band frequency extenders.
NIST may choose at its discretion to forego this part of acceptance testing.
A visual inspection of the equipment will be performed by the NIST TPOC/COR to identify surface defects or any form of indication that any equipment was damaged during transport to NIST. The Government shall have sole discretion to require repair or replacement of damaged and/or nonconforming supplies at no cost to the Government. The Government at any time prior to acceptance shall reject the equipment due to defects and/or nonconformance. The vendor is responsible for latent defects discovered any time after final inspection. However, the extent of its liability shall be prorated over the useful life of the equipment. Ownership of the equipment shall transfer to NIST upon acceptance by the Government.
The Government will test, inspect, and accept or reject the equipment within 30 days of the receipt of the equipment unless otherwise indicated above. An extended testing and acceptance/rejection period is required to allow for the time required for the measurement setup and validation, and 1 week of testing for each of the 3 bands and the additional baseband.
The Government reserves the right to conduct quality assurance testing to confirm that a given instrument(s) meets the manufacturer’s and/or the Government’s performance specifications. It is anticipated that the equipment will meet all manufacturer’s specifications and/or the Government’s performance specifications identified in the most recent operations and maintenance manual for each piece of equipment and/or in this document.
WARRANTY
The contractor shall warranty the entire system for a period of a minimum of 1 year after acceptance of the equipment and shall be in accordance with terms in FAR 52.212-4. Warranty shall commence upon acceptance of the system by the Government. If the equipment requires repair, NIST will ship the equipment to the Contractor at the Contractor’s sole expense.
PAYMENT SCHEDULE
Advance payment is not authorized. The Contractor must invoice in arrears according to the payment schedule. The Contractor shall be paid, in accordance with Net 30-day payment terms, upon receipt and acceptance of a proper invoice. Invoices submitted prior to government acceptance may be rejected.
NOTE: Partial shipments and partial invoices will not be accepted, unless otherwise requested and accepted by the Contracting Officer prior to award offer. Proposed payment schedules shall be submitted with vendor’s response to the RFQ for consideration.
