STATEMENT OF WORK

Two (2) Whole body contamination monitors I. Background The National Institute of Standards and Technology (NIST), NCNR Health Physics Division is responsible for radiation protection and regulatory compliance matters for NIST’s radioactive materials license at the NIST Gaithersburg, NIST Center for Neutron Research (NCNR). As part of managing the radiation safety program, NCNR Health Physics is obligated to perform timely measurements of sample media during reactor and laboratory operations to ensure a safe environment and to provide test data accurately and quickly. To meet this requirement NCNR requires persons leaving specific areas of the NCNR need to be monitored for radioactive material. This can be performed by using whole body contamination monitors at the facility exits and requiring persons to use these when leaving the area. The NCNR currently has 3 of these whole-body contamination monitors, two of which are more than 15 years old. This purchase is to replace two of the older monitors.

II. Purpose The purpose of this procurement is to have the contractor provide two (2) Brand Name or Equal Argos 5PAB whole body contamination monitors along with associated equipment.

III. Requirements

Submissions with regularly sold “Off the Shelf” and “Turn key” systems are required. Onsite installation, calibration, and user training is required. All items must be new. Used or remanufactured equipment will not be considered for award. Experimental, prototype, or custom items will not be considered. The use of “gray market” components not authorized for sale in the U.S. by the proposer is not acceptable.

Line Item: Brand Name or Equal Argos 5PAB Whole Body Contamination Monitors Description: two (2) whole body contamination monitors and two (2) software program with computers to the NCNR.

Quantity: 2

1. Whole body contamination monitor type:

a. The personnel contamination monitor (PCM) shall be a microcomputer based, stand-and-count mode contamination monitor.

b. The PCM shall be able to detect the presence of alpha and beta emitting radioactive contamination using gasless plastic scintillation detectors.

c. The plastic scintillator detectors should be a minimum of 570 cm2 and a maximum of 600 cm2.

d. The whole-body count shall be accomplished in a two-step process whereby the user first positions himself to count 1/2 the body surfaces, then upon completion of this first count, the user repositions their self to count the remaining 1/2 of the body surfaces.

e. As a minimum, the following areas shall be monitored in the two step count:

i. head, face, bottom of feet, upper and lower arms, hands, upper trunk, lower trunk, sides of the body, thighs, and calves.

d. At a minimum hand and foot position sensors are required.

e. The PCM requires the use of body position sensors.

f. The instrument shall incorporate a voice option to step personnel through the counting process. At a minimum this must help the user obtain the correct counting position, inform the user that the count has been completed, and inform the user whether they are clean or contaminated.

g. If the subject is contaminated, the instrument shall also provide a visual indication showing which detector(s) has alarmed.

h. The PCM shall also allow for an optional automatic hard copy printout when the count indicates contamination indicating the output count rates and detector(s) that alarmed.

4. System operation:

a. The PCM shall monitor the background using a rolling average.

b. The instrument shall compare the most recent background count to the rolling average.

c. The PCM shall perform channel summation for adjacent detectors. It shall compare the count results for each detector and summed channels to the background to determine if alarm points have been exceeded.

d. Alarms shall be visual, audible, and displayed through the software package.

e. The PCM will go out of service if there is a failure of any of the detectors, if any of the detectors become contaminated, or if there is a high background detected.

f. The unit shall return to service when background or fault conditions return to normal.
