1.5 Measurement and Payment

1.5.1 Bedding and Riprap Measurement

Bedding and riprap measurement must be measured by the ton by weighing each truck load of material on an approved scale. Scales must be of sufficient length to permit simultaneous weighing of all axle loads and must be sensitive to a 0.2 percent change in load throughout the range of the scale. The scale's accuracy must conform to the applicable requirements of the most current publication of NIST HB 44 and must be certified by a scale servicing company or by an inspector of the State Inspection Bureau. Each load must be accompanied by a delivery ticket certified by the weighmaster. As a minimum, each ticket must contain the following information:

(1) Date and time.

(2) Vehicle number.

(3) Gross weight.

(4) Vehicle tare weight.

(5) Net weight of bedding or riprap.

(6) Job total for material weighed.

(7) Signature of weighmaster.

The Government will collect a copy of the delivery ticket from each truck for each material type as it arrives on site.

The Contractor must submit a daily report at the close of each day’s hauling operations detailing the number of trucks that made deliveries to the site as well as an overall quantity of material delivered to the site that day for each material type.

1.5.1.1 Weighing Operations

A plan indicating the location and proposed schedule of weighing operations must be submitted for approval in accordance with paragraph 1.4 Submittals.

1.5.2 Approval of Materials or Alternatives

Requests for approval of materials and products, or substitutes thereof, will not be considered prior to award of the contract.

1.5.3 Measurement Units

When materials are measured in units other than the measurement units specified as the basis of payment, convert the measured quantities to the specified unit of measure. Factors for conversions from one basis or unit of measurement to another must be approved by the Contracting Officer.

1.6 Snow Removal

Contractor is responsible for any snow removal in the Contractor's access and stockpile areas.

2 Products

2.1 Materials

2.1.1 Bedding

The bedding material must meet the gradations B1 and B2 in quantities according to the Pricing Schedule.

2.1.1.1 Bedding Material Source

The bedding material must be provided from an approved quarry or material source that meets the specifications of the required gradations.

2.1.1.2 Bedding Documentation

Documentation in the form of load tickets must be provided from the material supplier for each load of bedding delivered to the site verifying that the material meets the requirements for bedding as specified.

2.1.2 Riprap

Riprap material must be durable quarried stone of suitable quality to ensure permanence in the Upper Mississippi River environment (e.g., resistance to freeze-thaw cycles, wave action). Stone must be free from cracks, blast fractures, bedding, seams, and other defects that would tend to increase its deterioration from natural causes. A crack is considered to be detrimental if it is more than 4 mil wide and is continuous for one-third the dimension of at least two sides of the stone. The stone must be clean and reasonably free from soil and quarry fines, and must not contain refuse. Any foreign material adhering to or combined with the stone as a result of stockpiling must be removed prior to placement.

2.1.2.1 Specific Gravity

All stone for riprap must have a specific gravity of not less than 2.65.

2.1.2.2 Shape and Angularity

The maximum aspect ratio (greatest dimension: least dimension) of any piece of stone for size ranges must be not greater than 3: 1 when measured across mutually perpendicular axis. Use ASTM D 4791 as a guide to perform the test. All stones should have sharp, angular, clean edges at the intersections of relatively flat faces.

2.1.2.3 Riprap Gradation Testing

Riprap must be reasonably well-graded (no gaps or missing sizes) within specified limits shown on riprap gradation plot on the following page to permit construction of relatively dense riprap sections. Inclusion of objectionable quantities of dirt, sand, clay, quarry fines, or other deleterious materials will not be allowed or measured for payment.

2.1.3 Riprap Gradation Processing

On the same date the Contractor provides the submittal for material sources, submit the method of processing riprap at the quarry that will prevent objectionable amounts of fine material and organic matter to be included in the riprap. All riprap must be processed in accordance with the approved methods, defined in Sections 2.5.2 and 2.5.3. Quarry-run rock material will not be accepted. At a minimum, all materials designated for use as riprap must be vigorously processed over a vibratory grizzly.

2.2 Sources and Evaluation

2.2.1 Material Sources

The Contractor is responsible for making its own investigations of source(s) of suitable materials and for making its own arrangements with quarry owners or land for procuring the required quantities of suitable materials. A list of approved material sources is listed in Section 4 Potential Material Sources.

a. Evaluation by Site Inspection. If the Contractor proposes to furnish stone from an unlisted source, the Government will determine if materials meeting contract requirements can be produced from proposed source(s) within 14 calendar days. A quarry investigation must be performed by a Government Geologist or Engineer to provide the information to the Contracting Officer for formal transmission to the Contractor.

If the source is an undeveloped quarry or if the source is a quarry for which the operation has been dormant for more than one year such that the quarry face is weathered, the Contractor must expose fresh rock for 20-feet horizontally and for the full height of the face proposed for production, prior to the field evaluation. The Government will consider service records for stone of a similar size, placed in a similar thickness and exposed to weathering under similar conditions as are anticipated for this contract. The Government may choose to accept the source based on rock classification, geologic evaluation, and service records that show that the stone is durable to the satisfaction of the Government.

b. Evaluation by Test Data. If sufficient information is not available, the Government will reconsider the alternate source if evaluation is supplemented by sampling and testing. This will require an additional 60-day evaluation period. If the Contractor wishes to pursue the alternate source, the Government will notify the Contractor of required testing and evaluation criteria. The Contractor must provide samples for acceptability testing as required by 2.3 Tests for Acceptability of Alternative Source Material. If Government does not approve Contractor designated source(s), locate additional proposed source(s) at no additional cost to Government. An additional 14 calendar days will be necessary for the Government Geologist to review the new source(s).

Approval of a source of stone is not to be construed as approval of all material from that source. The right is reserved by the Government to reject materials from certain localized areas, zones, strata, or channels when such materials are unsuitable for stone as determined by the Contracting Officer. Materials produced from an approved source must meet all the requirements of the specifications. The Contracting Officer reserves the right to reject individual units of produced specified materials in stockpiles at the quarry, all transfer points, and at the project construction site when such materials are determined to be unsuitable.

2.3 Tests for Acceptability of Alternative Source Material

Evaluation by test data. Quality tests and service records will be used to determine the acceptability of stone materials. In the event suitable test reports and satisfactory service records are not available, the materials will be tested to determine their acceptability. Tests will be made by or under the supervision of Government and at Government’s expense. Criteria for acceptance will consider criteria in EM 1110-2- 2302 but will also consider characteristics of rock found in nearby quarries. Some common test procedures that may be considered include:

(1) Unit Weight and Absorption (ASTM C 127)

(2) Petrographic Examination (ASTM C 295 and ASTM D 4992)

(3) Resistance to Freezing and Thawing (ASTM D 5312)

(4) Specific gravity

(5) Soundness

(6) Abrasion

(7) Stone Shape

2.3.1 Samples

Samples from alternate sources must be taken by a representative of the quarry under the supervision of the Contracting Officer and/or other Government Representative, appointed by the Contracting Officer.

Sampling procedures must follow standards outlined within ASTM D 75/D 75M. Information provided with the samples must include the location and stratigraphy within the quarry from which the samples were taken. The Contractor must ship the samples to a laboratory identified by the Contracting Officer. The Government will be responsible for testing costs associated with one quarry per project. The Contractor is responsible for re-tests, due to failure, and for testing costs for additional sources.

2.4 Bedding Gradation Testing

2.4.1 General Requirements

Submit the source for materials used in bedding. Provide bedding material consisting of a washed gravel or crushed stone. Submit test reports attesting that the bedding material meet specified requirements.

Ensure bedding material is composed of tough, durable particles, adequately free from thin, flat and elongated pieces, and contains no organic matter nor soft, friable particles in quantities considered objectionable by the Contracting Officer. Provide aggregates meeting the quality requirements of ASTM C33/C33M. Use gradation conforming to the bedding gradations B1 and B2 in Section 2.1.

Provide bedding material well-graded between the limits shown. Perform at least one test on each gradation of bedding. Perform gradation tests at the quarry before delivery to the project site. Ensure all points on individual grading curves obtained from representative samples of bedding material lie between the boundary limits as defined by smooth curves drawn through the tabulated gradation limits plotted on ENG FORM 2087 or similar form. The individual gradation curves within these limits are not allowed to exhibit abrupt changes in slope denoting either gap grading or scalping of certain sizes or other irregularities which would be detrimental to the proper functioning of the bedding layers.

2.5 Riprap Gradation Testing

2.5.1 General Requirements

Perform gradation tests using methods and frequency listed below. Perform at least one test on each gradation of riprap. Perform gradation tests at the quarry before delivery to the project site. Complete testing listed at the expense of the Contractor. Submit gradation testing results using gradation plot for required riprap gradation and WORKSHEET FOR GRADATION ANALYSIS OF RIPRAP. The worksheets for methods A and B discussed in detail below are included on the following pages with examples.

Government must direct the time and location of sampling, unless waived. Inform Government 72 hours before each test. Submit test results, including failing tests, on the appropriate gradation plots and worksheets. Inform Government immediately of test results. Submit to Government draft copies of test results. Tests performed on material that does not meet gradation and shape requirements will not be counted as part of the tests required.

2.5.2 Test Method A

Test method A must consist of weighing all stones larger than 5 pounds in a sample. Five to seven weight classes must be selected within the range of stone sizes. Each stone must be weighed and recorded on the worksheet for Gradation Analysis of Riprap Method A; and the calculations on the worksheet must be performed and recorded. A plot of the gradation must be completed on ENG FORM 4055 in accordance with accepted practice for soil and aggregate gradations.

2.5.3 Test Method B

Test method B must consist of separating the stones into 5 to 7 piles, ordered by size. The sample must be separated on a clean, hard surface that is free of smaller stones that could become mixed with the sample. The stones must be visually screened to place them into appropriate piles. All stones must be separated and placed into a pile before weighing. After separating, the smallest and the largest rock in each pile must be weighed and recorded. The stones must be adjusted as necessary so that the weight classes do not overlap. After adjustment is adequate and weight classes have been established, each pile of stone must be weighed and recorded on the worksheet for method B. Calculations and a plot of the gradation must be completed in accordance with accepted practice for soil and aggregate gradations.

2.5.4 Scales

Accuracy of scales is required as detailed in Section 1.5.1. A sample must be obtained from each approved material source or combination of sources for the gradation required and tested in accordance with either method A or B. A satisfactory test must be obtained from each source or combination of sources for each gradation prior to hauling any riprap from that quarry. All samples must have a minimum gross weight not less than 25 times the maximum stone size in the specified gradation (25*W100).

2.5.5 Testing Frequency

Perform gradation testing on bedding in accordance with ASTM C136/C136M at a frequency of one test per 1,000 tons or fraction thereof to be delivered to the project site. Perform gradation testing on riprap at a frequency of one test per 10,000 tons or fraction thereof to be delivered to the project site. No less than one test must be performed for each size of riprap and bedding placed. If the material appears to have broken down in transit, the Contracting Officer may request an additional satisfactory gradation test at the site. Tests that do not meet gradation requirements will not be counted.

2.5.6 Corrective Action

If materials fail to meet gradation or shape requirements, the Contractor must adjust its operations and verify with necessary tests that acceptable materials are being produced, or it must propose another source and verify, with necessary tests, that acceptable material can be produced from that source.
