(SOW)
Pecan Fertilizer & Spread
For
USDA
Fruit & Tree Nut Research Lab
21 Dunbar Rd.
Byron, GA 31008
1) Project Scope:
Contractor to provide all equipment, materials, and labor to deliver and spread the equivalent of 75-20-80 lbs. of N-P-K blended fertilizer with CAN being used as the source of Nitrogen, on three hundred and ninety-five (395) acres of pecan trees. This blend will also contain twenty (20) lbs. S, two (2) lbs. B, and fifteen (15) lbs. Zn per acre. Located at the SEFTNRL located in Byron, Ga.
2) Qualifications:
a) The Contractor must possess a current Fertilizer License issued by the State of Georgia.
3) Contract Discrepancies:
a) Contractor shall become thoroughly familiar with the existing conditions, analyze the components of the project, take the necessary equipment, and make any necessary calculations to achieve the project requested. The contractor shall notify the POC immediately of any errors, omissions, and other discrepancies in contract documents for all work covered in this Scope of Work (SOW).
4) Period of Performance (POP):
a) All work shall be completed according to the awarded contract period of performance of no later than 10 calendar days after the notice to proceed is issued by the Contracting Officer (KO). The POP includes time required to process any coordination with any Government office or the COR on as needed basis.
5) Pre-Award Meeting:
a) The contractor shall attend a pre-award meeting or teleconference held by the government prior to application. Application shall NOT begin until this meeting is held. This meeting serves to answer any questions from the contractor and to discuss property issues such as storage, security, access, working hours, etc.
6) Temporary Utilities: If required to complete the requirements of this contract, temporary utilities may be available from the Government.
a) Water Service: The Contractor may use water from the Government's existing water system.
b) Electric Power Service. The Contractor may use electric power from the Government’s existing electrical system.
7) GOVERNMENT FURNISHED PRODUCTS:
a) None
8) DELIVERY:
a) A representative for the Contractor will need to be onsite to receive delivery of all shipments or weight tickets.
9) SUBMITTALS:
a) The Contractor shall provide the following submittals before the application of herbicides or fertilizers:
i) Legible copy of company’s Fertilizer License.
ii) Name and driver’s license number of all Contractor employees who will provide services on USDA property.
b) No later than one week after completion of each or any application, the Contractor shall submit to the Contracting Office clear, legible, and accurate documentation of the actual quantities of each product applied. Application documents shall include:
i) Date of treatment.
ii) Name and license number of Contractor technician(s) performing application
10) TENTATIVE EXECUTION SCHEDULE
a) The SEFTNRL representative and the Contractor shall jointly establish mutually acceptable specific dates for the following applications of lime and fertilizer.
11) MISECELLANEOUS REQUIREMENTS AND DETAILS
a) The USDA, SEFTNRL reserves the right to postpone a scheduled application event if necessary due to unexpected operational mission restrictions, or if forecasted weather conditions are not conducive to successful and effective application of the fertilizers (i.e., forecasted or imminent precipitation, or windy conditions). The Contractor shall adhere to:
b) All work on USDA property will occur between 7:00 AM and 5:00 PM, Monday through Friday excluding any federal holidays.
c) Lime and fertilizer will be applied at a rate that results in, as nearly as possible, the application rates stated above in the project scope.
d) Preparation and mixing of fertilizers must be accomplished prior to arrival on USDA property.
e) The Contractor shall use commonly accepted methods to ensure that lime and fertilizer application rates are accurate.
f) The Contractor shall ensure that applications of lime and/or fertilizers is accomplished in a manner that minimizes spreading onto buildings, equipment and vehicles owned by the
USDA.
g) The Contractor shall place standard warning signs or placards, if required by regulations, onto treated turf areas at locations designated by the USDA, SEFTNRL representative.
12) ELECTRONIC MAIL (Email) ADDRESS:
a) The Contractor shall establish and maintain electronic mail (e- mail) capability along with the capability to open various electronic attachments in Microsoft, Adobe Acrobat, and other similar formats. Within 10 days after contract award, the
i) Contractor shall provide the Contracting Officer a single (only one) e-mail address for electronic communications from the Contracting Officer related to this contract including, but not limited to contract documents, invoice information, Building 1, Byron USDA request for proposals, and other correspondence. The Contracting Officer may also use email to notify the Contractor of facility access conditions when emergency conditions warrant, such as hurricanes, terrorist threats, etc. Multiple email address will not be allowed. It is the Contractor's responsibility to make timely distribution of all Contracting Officer initiated e-mail with its own organization including field office(s). The Contractor shall promptly notify the Contracting Officer, in writing, of any changes to this email address.
13) COMMUNICATION:
a) All communication to be enforceable must be in writing and approved by the CO (Contracting Officer) only.
b) All verbal communication is not binding
14) QUALITY ASSURANCE:
a) Field Quality Control: USDA representative will inspect first finished plot (determined in pre-award meeting) for the proper application as specified in this SOW
b) Contractor shall follow all Federal, State, and local laws, codes and ordinances related to the execution of this work.
c) Contractor shall obtain, submit and post any required federal, state and/or local permits for this work. All permitting fees will be paid for by the Contractor.
15) NOTIFICATION OF NONCOMPLIANCE:
a) The Contracting Officer will notify the Contractor of any detected noncompliance with the foregoing requirements. Take immediate corrective action after receipt of such notice.
Such notice, when delivered to the Contractor at the work site, will be deemed sufficient for the purpose of notification. If the Contractor fails or refuses to comply promptly, the Contracting Officer may issue an order stopping all or part of the work until satisfactory corrective action has been taken. No part of the time lost due to such stop orders will be made the subject of claim for extension of time or for excess costs or damages by the Contractor.
16) OPERATIONS AND STORAGE AREAS
a) The Contractor shall confine all operations on Government premises to areas authorized or approved by the Contracting Officer. The Contractor shall hold and save the Government, its officers and agents, free and harmless from liability of any nature occasioned by the Contractor's performance. Working space and space available for storing materials shall be as determined by the Contracting Officer.
17) USE OF ROADWAYS
a) For hauling, use only established public roads and roads on ARS property and, when authorized by the Contracting Officer, such temporary roads which are necessary in the performance of contract.
