Statement of Work Summary: Columbia Inconel and Monel Fastener IDIQ

This Statement of Work (SOW) establishes requirements for a single-award Indefinite Delivery/Indefinite Quantity (IDIQ) contract for the Naval Surface Warfare Center Philadelphia Division (NSWCPD), Code 1410.2, to manufacture and test Inconel 718 (UNS N07718) and K-Monel (UNS N05500) fasteners and shear pins for the Naval Foundry and Propeller Center. The contract runs for five years of ordering authority with six years of performance capability. Quantities are established at the delivery order level with a minimum lot size of one. The Government will furnish bar stock material with delivery within 30 business days of receiving a delivery order. The contractor must maintain material heat traceability, associate finished item lot numbers to source material heats, and supply all other required materials including pellet material. All work must comply with specified drawings and Propulsor Engineering Requests (PERs), with fastener proof load testing and fluorescent penetrant inspection required. Bar stock acceptance testing is conducted by the Government; finished items must be delivered unpainted and without blasting. The contractor shall conduct source inspections at its facility with the Government present, and final acceptance occurs at destination.

Delivery locations are to the Naval Foundry and Propeller Center in Philadelphia, Pennsylvania. Lead times vary from five to eight months depending on CLIN type, measured from Government Furnished Property arrival to finished item delivery. The contractor must provide Certificates of Conformance packages per lot including material heat numbers and manufacturing lot information on company letterhead. Monthly contract status reports and Government Furnished Property inventory reports are required. The contractor must complete all Government-mandated security training, maintain required security clearances for personnel accessing DON information systems, and comply with extensive operational security, controlled unclassified information, and Navy Nuclear Propulsion Program information protection requirements. The contract structure includes 25 CLINs across five years covering various fastener types with maximum quantities specified per CLIN. Scaled CLINs accommodate smaller quantity orders. The pricing structure uses Firm-Fixed-Price (FFP) at the delivery order level.

The Contractor shall reference and utilize the latest version available when performing tasks within this SOW.

3.0. REQUIREMENTS

3.1 The contractor shall provide the following fasteners and shear pins in accordance with the noted description and specifications in Section 3 and respective CLIN Structure. All quantities and delivery schedules will be established at the DO level. The minimum quantity per DO shall be one (1) Lot. All drawing dimensions and notes are required, Electrical Discharge Machining

(EDM) may be required to properly manufacture the hex heads.

3.2 Inconel 718 and K-Monel bar stock, also referred to as Government Furnished Property (GFP), will be provided for production of the fasteners and shear pins. Material shall be provided within

30 business days of receipt of Delivery Order. Material will be provided in the forms and amounts listed in Section 8.9 of this SOW. Any excess GFP shall be marked, stored, and secured for the duration of the contract. After contract completion, excess GFP shall be returned to the

Government at the address given in Section 6.1 of the SOW.

3.2.1 It is the responsibility of the contractor to rough cut bar stock to lengths suitable for machining the items.

3.2.2 All items require material heat traceability. It is the contractor’s responsibility to associate the finished item lot number to the material heat it was manufactured from. The finished items will not be accepted if the material heat is unknown. It is the Contractor’s responsibility to properly tag and store the material heats and maintain traceability once the material has arrived at the Contractor location.

3.3 All other material required to manufacture the fasteners and shear pins (that is not listed in

Section 8.9 of this SOW) shall be supplied by the contractor. This includes pellet material as specified on supplied drawings.

3.3.1 Pellet Material installed in each fastener shall be traceable by heat/batch.

3.3.2 The Material certifications and the applicable heat/batch number that was used to manufacture corresponding fasteners shall be included in the Certificate of Conformance

Packets (CDRL A001).

3.4 All notes and references on the provided drawings and Propulsor Engineering Requests (PERs) apply. This includes fastener proof load testing and fastener fluorescent penetrant inspection. See provided drawings and PERs for specific details and requirements fastener and pin. The government shall not provide any fixtures or tooling required for testing.

3.5 All notes and references on the provided drawings and PERs apply except as follows:

3.5.1 Bar Stock Acceptance Testing shall be conducted by the government.

3.5.2 The fasteners and shear pins shall be provided to the government un-painted and without blasting.

3.5.3 Actual results of the Thread Inspection (per System 21 or 22, as stated on the drawing), shall be provided as part of the Certificate of Conformance Packet.

3.5.4 In addition to the inspection requirements of reference (2.14), all rigging trunnion block shear pins shall undergo visual inspection in their final condition. Evaluation shall be in accordance with SAE AS1177. Nicks, Gouges, dents, and scrapes are permitted provided that the functionality of the fastener is not impaired.

3.5.5 In lieu of installation of locking pellets per the applicable drawing, the locking pellets shall be installed in accordance with reference 2.8. A Government representative must be present to oversee pellet installation. The Government shall be notified at least fifteen

(15) days before the installation is to take place. (CDRL A001)

3.6 A manufacturing lot consists of pieces manufactured from a single heat number under the same conditions and at the same time. For example, one (1) manufacturing lot of fasteners would include the same type of fastener made from the same bar stock heat and same pellet material batch, and all the fasteners in the lot would have been manufactured under the same conditions without significant breaks.

3.7 Once all manufacturing, inspection and packaging operations are complete for a given set of fasteners, the Government shall perform a source inspection of the units at the manufacturer’s site. The Government shall be notified at least fifteen (15) days before the inspection is to take place. At the source inspection, the Government will inspect the parts, review the certification package, and inspect the packaging for conformance to the applicable drawing. Any discrepancies found during source inspection shall be corrected by the contractor before delivery to the

Government, at no additional cost to the Government. Final acceptance of the units will be at destination. The Contractor shall not ship out the finished items without written approval from the government. (CDRL A001)

3.8 Items shall be packaged in accordance with the notes in the applicable drawing. Unless otherwise specified on the drawing, all items shall be packaged so that they will not come in contact during shipment and all threads shall be protected with sleeves.

3.9 The contractor shall provide a Certificate of Conformance Package for each lot of fasteners and shear pins in accordance with the Inspection, Tolerance, and Test Notes in the applicable drawing

(CDRL A001). The official certification package shall not be submitted to the Government until after source inspection is complete (see section 3.7 of the SOW). A copy of the certification package shall also be included in the shipping box (sealed in waterproof plastic).

3.10 Within 30 days of contract award, the contractor shall host a kick-off meeting at the primary manufacturing site to review the contract requirements and schedule. (CDRL A003)

The contractor shall submit monthly contract status reports (CDRL A003) and GFP reports

(CDRL A002). The status report shall address topics such as schedule progress, identification of needs for additional Government input, and action tracking. The contractor shall hold monthly status meetings with Government representatives. (CDRL A003)

As a part of the Government’s Quality Assurance Program, the Government shall reserve the option to witness any of the manufacturing, testing, machining, or inspection operations conducted by the contractor or the contractor’s subcontractor. The contractor shall be notified at least thirty (30) days before the inspection is to take place. (CDRL A004)
