1. SCOPE OF WORK:
The contractor will restore, refurbish, prep, paint, and stencil, one F-86 static display aircraft to museum quality condition. The location is at the 174th Attack Wing (174 ATKW), 6001 East Molloy Road, Syracuse NY 13211 Hancock Field Air National Guard Base
2. AREA OF WORK:
Contractor shall work only in the designated areas. All on site work will be performed at the following location:
174th Attack Wing Hancock Field Air National Guard Base 6001 East Molloy Road Syracuse, New York 13211
3. RESTORATION PROCESS:
1. The display will be fully inspected and 100% photographed to document the condition of all sections to be restored before beginning the restoration process. The F-86 will be power washed to remove oil, old paint, and surface debris. The wash will include landing gear, wheel wells, and the complete underside of the display. All surfaces will be sanded using 180 grit surface conditioning discs, and debris will be recovered with a vacuum system with HEPA filter attachment. Waste debris will be contained and disposed of in accordance with OSHA, EPA, 29 CFR 1910, and all other guidelines pertinent to the outdoor preparation and painting of aircraft. Contractor will meet and coordinate with the base Environmental Management Office and Bioenvironmental Office for chemical usage and disposal procedures.
2. Filler:
A. Seams will be filled using 3M™ Fast N Firm™ Seam Sealer, 08505. This will be used to stop the intrusion of moisture and insects into the small voids along the seams of the panels.
B. Corrosive metal panels will be replaced or repaired as specified in the appropriate technical orders using aluminum flush repairs TO 1-1A-1 GENERAL MANUAL FOR STRUCTURAL REPAIR.
C. The sheet metal that has not been replaced will be inspected for imperfections. Concaved areas will be repaired using sheet metal flush repairs, areas that are unable to be repaired with Sheetmetal repairs will be filled using DuPont fiberglass reinforced filler. The reason for using fiberglass filler over Bondo is due to the wide range of contraction and expansion by the fluctuation of temperatures, and it repels moisture.
D. Scratches and gouges less than an eighth of an inch in depth or one inch wide will be filled using DuPont 315 Premium Glaze. Corrosion treatment will be applied to surfaces to prevent further spread and damage. Surfaces will be cleaned to ensure they are free from dirt, debris, and contaminants and then primed as necessary. Once all areas are thoroughly sanded and repaired, the display will then be primed.
3. The surfaces of the display will be primed with PPG Urethane primer. Once the primer has cured, the surface will be scuffed using Scotch-Brite 7447 pads and then cleaned using the DuPont SPS Tack Cloth. This process will be repeated between all coating applications. By including this process, it will ensure adhesion between the paint coats.
4. The contractor will provide paint, topcoat, primers, and decals/stencils. The designated paint sequence of colors will be adhered to and will match existing paint sheen, tail markings and paint pattern. The paint will be PPG 360 Urethane. A minimum of two coats of paint will be applied to provide adequate coverage and will be a historically correct matching in color and sheen to existing paint scheme.
5. All aircraft markings (stencils and decals) will be replaced in accordance with applicable aircraft technical orders.
6. Closing of all open areas that allow for moisture, animal, and insect intrusion will be closed using either inert or similar alloy to eliminate any electrolysis effect from occurring. All windows (to include canopy), doors, access panels and hatches, rudders, and elevators will be secured, with wing flaps fully stowed and permanently secured. Approval from the contracting officer will be acquired prior to the installation of proposed materials not included in the statement of work or original proposal.
7. Landing gear will be media or medium pressure water blasted, treated for corrosion primed and painted white.
8. All water drain holes will be inspected and cleaned.
9. Upon completion of painting, the area will be cleaned to remove all items associated with the restoration process.
10. The display will be inspected to confirm that all restoration issues have been addressed and completed.
If there are any discrepancies, they will be promptly addressed to the satisfaction of the contracting office.
11. Time Frame: The Average completion time is 4-6 weeks and is determined by the condition of the aircraft surface, Sheetmetal repairs required, and weather conditions.
12. Paint Quality: Paint requirements will meet and/or exceed Environmental permit requirements associated with outdoor museum aircraft painting.
13. Paint Scheme: Shall be applied with 100% coverage and with appropriate exterior coatings. The paint scheme will be painted to match the existing pattern of the F-86. Photos of aircraft will be provided by the 174th ATKW for paint scheme.
14. Aircraft Markings: Exact reproduction of all aircraft markings and local unit tail markings will be applied to include existing logos, prior existing colors, USAF, National Star, and red danger stripes.
All ACFT markings will be painted. Exceptions will be squadron insignias that are detailed that can be fabricated as decals. Photos will be provided by the 174th ATKW.
15. Finished Product: Repair aircraft to original shape and appearance, with 100% museum quality standard.
16. The quality of work and enforcing the statement of work requirements will be monitored by the 174th
Structural Maintenance Shop and the Contracting office. The refurbishment requested is not a scuff and buff paint job. We want all corrosion removed and Sheetmetal repairs performed IAW TO 1-1A-1 GENERAL MANUAL FOR STRUCTURAL REPAIR to prevent deterioration and achieve preservation of the F-86 airframe.
