About this file

This document outlines Task Evaluation Criteria for a cultural resources inventory and evaluation contract with the Bureau of Land Management (BLM) Upper Colorado River District (UCRD).

Tasks I-II require a comprehensive file search and historic context development prior to fieldwork, with deliverables including a Historic Context draft with research questions submitted to the Contracting Officer's Representative (COR) for review before surveys commence. The contractor must utilize existing cultural resource data from multiple sources including BLM inventory records, Colorado State Institutional Archives, the Colorado Office of Archaeology and Historic Preservation COMPASS database, State and National Registers, historical manuscripts, aerial photographs, and museum materials. A Class III inventory must provide complete and timely coverage of the survey area in compliance with the State Protocol Agreement and Guidelines and Procedures for Inventory, Evaluation and Mitigation of Cultural Resources 2017.

Task III requires detailed recording of all identified cultural resources using BLM Colorado Handbook guidelines and appropriate site forms, including detailed sketch maps, feature sketches, and USGS 1:24000 quadrangle map locations. All sites must receive National Register of Historic Places (NRHP) evaluations with evidence-based justifications regarding eligibility, with thorough consideration of site integrity. Tasks IV-V require submission of a Draft Report with minimal grammatical errors in timely fashion, including maps, tables, photographs, sketches, and electronic GIS data, followed by a final polished report submitted electronically via FTP or mailed drives. Additional evaluation criteria emphasize professional conduct, continued communication with COR/PI, personnel safety in extreme terrain and weather conditions, and timely completion for efficient use of taxpayer funds.

Task Evaluation Criteria

TASK I-II FILE SEARCH, HISTORIC CONTEXT, INVENTORY AND RESOURCE

IDENTIFICATION

The file search and Historic Context will be evaluated on the following criteria:

1. Compliance to the standards and procedures set for in the State Protocol Agreement and

Guidelines and Procedures for Inventory, Evaluation and Mitigation of Cultural Resources 2017.

2. Emphasis will be placed on a complete file search of the area utilizing existing cultural resource data. Available existing cultural resource data shall include, but not limited to, BLM Upper

Colorado River District cultural resource inventory records, Colorado State Institutional

Archives, Repositories; listed properties in the State Historic Sites Inventory, National American

Engineering Records, and Historic American Buildings Survey records, and the Colorado Office of Archaeology and Historic Preservation COMPASS cultural resource database. Other available sources of information may be obtained from, and not limited to, State and National Registers, published and unpublished manuscripts, aerial photographs, General Land Office maps, Mining

Ledgers, historical photographs, Museums and library reference material. Data gathered will then be used to develop a Historic Context overview of the project area for prehistoric, historic and potential Traditional Cultural Properties.

3. Historic Context will be specific to the research area and contain research questions that are equally relevant and specific to the study’s subject matter. Copy and pasted regional Historic

Contexts are not acceptable unless previously discussed with COR/PI. A Historic Context and research questions from other previous reports that are within a reasonable distance of the study area can be re-used with the consent of the COR/PI.

4. File search timing: A Historic Context draft with research questions will be submitted to the

Contracting Officer’s Represented (COR) for review before fieldwork commences.

Task II consists of completion of a Class III inventory as defined in Guidelines and Procedures for

Inventory, Evaluation and Mitigation of Cultural Resources. This will be evaluated on the following criteria:

1. Compliance to the standards and procedures set for in the State Protocol Agreement and

Guidelines and Procedures for Inventory, Evaluation and Mitigation of Cultural Resources.

2. Complete and timely coverage of the survey area.

TASK III-RECORD AND EVALUATE IDENTIFIED HISTORIC/ARCHEOLOGICAL

RESOURCES.

Task III consists of two parts: part 1: recording identified cultural sites and part 2: evaluation of those sites.

All identified cultural resources shall be recorded in detail utilizing BLM Colorado Handbook of Guidelines and Procedures for Inventory and appropriate site forms. Following the BLM Guidelines for sites with relevant diagnostics, features, or other notable characteristics on each site shall be accompanied with a detailed site sketch map, feature sketch, and the site location identified on a USGS 1:24000 quadrangle map. In addition, all site forms shall have appropriate listed bibliographies of associated utilized/known references associated with site form. Incomplete site forms will be regarded as unfinished product.

Inconsistencies will be corrected prior to acceptance and given state trinomial numbers. National Register of Historic Places (NRHP) evaluations will contain thorough justifications, for or against, eligibility for nomination to the NRHP. Site integrity will be thoroughly considered with the evaluation. These justifications will be evidence based and will be applied consistently throughout the project area. No site will be left unevaluated or classified as Needs Data without the consent of the COR/PI. The COR/PI shall be notified if sites are identified that are landscape level or extend beyond 100m from the defined survey area.

TASK IV-V DRAFT AND FINAL INVENTORY REPORT

Task IV consists of writing the Draft Report. This task consists of data synthesis of the results from previous

Tasks to develop a final report. The report will reflect all fieldwork results accomplished during this contract.

Emphasis will be placed on the adherence to reporting standards procedures set forth in the State Protocol

Agreement and Guidelines and Procedures for Inventory, Evaluation and Mitigation of Cultural

Resources 2017. The Draft report will contain minimal grammatical or typological errors and should require minimal editing.

The Draft Report will be submitted in a timely fashion in accordance to the contract. One complete copy of a draft inventory report presenting results, including appropriate maps, tables, photographs, sketches, and a final copy of electronic GIS site data shall be submitted for BLM review.

The Final Report (Task V) is considered the final deliverable and will be a finished product. Deliverables will be submitted electronically, via a FTP site or mailed drives.

Other Evaluation Criteria:

1. The contractor represents the BLM and will conduct operations in a professional manor.

Littering, damaging property, causing resource damage or any violation of the law in the execution of this contract will not be tolerated. Conflicts with other stakeholders should be brought to the COR’s attention as soon as possible.

2. Continued communication and open discussion with COR or PI are strongly encouraged. Site visits with the COR or PI are encouraged.

3. Safety of the contractor’s or other stakeholder’s personnel is extremely important. The UCRD has extreme terrain and weather. None of these surveys are worth getting anyone hurt. Unsafe working conditions will be brought to the COR/PI’s attention immediately and hazard reduction/mitigation strategies will be implemented.

4. Timely completion of the work and final deliverables is essential to efficient and proper use of taxpayer funds.
