About this file
This is a Statement of Work (SOW) for the installation and upgrade of an entrapment area security system at Keesler Command Post (Building 4330, Room 143), effective 1 April 2026.
The contractor must provide all personnel, equipment, tools, and supervision necessary to install a multi-component access control system complying with AFI 10-207. Key deliverables include: one commercial-grade keypad (capable of 100+ daily uses) installed outside Door 1; two Proximity Access Card (PAC) scanners; a standalone computer with 24-inch monitor and dedicated software capable of operating indefinitely without internet connectivity; and entry/exit control buttons at three locations (Entry Controller Position, Controller Positions 1 and 2, and Entry Control Area). The system must manage individual personnel profiles with 4-6 digit PIN codes and PAC credentials for a minimum of 25 users. Door 1 entry requires PIN-based authentication via keypad; Door 2 entry requires PAC authentication. Exit from Door 1 requires PAC scanning; exit from Door 2 uses a push button. The contractor must install new balance magnetic switches (BMS) configured so only one door opens at a time by default, with a two-position "OPEN"/"SECURED" switch allowing simultaneous door opening when activated. A 4-hour battery backup system must be installed with BMS failsafe to open position during power loss. The contractor shall provide 25 individual PACs, hardware and software warranty, licensing, maintenance support, 24/7 customer service with 24-hour response time for failures, and semi-annual preventive maintenance inspections. An existing red security-risk button in the hallway must be removed and decommissioned.

STATEMENT OF WORK (SOW) FOR
ENTRAPMENT AREA FOR KEESLER COMMAND POST
1 Apr 2026
DESCRIPTION OF SERVICES. The contractor shall provide all personnel, equipment, tools, supervision, and other items and/or services necessary to install/upgrade the entrapment area system in the Command Post (Bldg. 4330 Rm 143). The contractor shall comply with requirements outlined in AFI 10- 207 and provide and install new and robust door entry/exit keypads, and a standalone computer with software capable of adding and removing personnel profiles with individualized pin codes and programmable entry/exit Proximity Access Card (PAC). The contractor shall install new entry/exit buttons inside the Command Post Entrapment Area Entry Control Room and on the Command Post console stations. Each of these positions shall also be equipped with an on and off switch that enables both entrapment area doors to open at the same time, with the ability to switch that function off. The contractor shall program or configure the doors with new balance magnetic switches (BMS) to ensure personnel pin codes are required via the keypad for the first entry door and a PAC is required for the second entry door. Exiting shall be programmed or configured with the first exit door using an exit push button and the second door having a PAC allowing exit. Both doors shall be configured so that only one door is able to open at a time as the default.
The contractor shall configure the system in a way that the outer door is always locked and remotely unlocked to grant entry. Once inside, individuals should not be able to open the doors themselves, thus being in an entrapment area and unable to exit unless door is unlocked by the entry controller.
The contractor shall include 24/7 customer service and technical support. The contractor shall respond to equipment or software failures and/or interruptions within 24 hours. Equipment must always be fully operable to sustain security requirements. The Contractor shall provide hardware and software warranty, licensing, and maintenance support and replace equipment when a part fails.
DETAILED DESCRIPTIONS SECTION. The Command Post entrapment area is located between the 2 doors used for entry and exit to the Command Post. These doors will be described below using “Door 1” and “Door 2”. Door 1 is the first door encountered upon entry to the Command Post and Door 2 is the second door encountered upon entering Door 1.
1. KEYPADS AND PAC EQUIPMENT: The contractor shall remove old keypads, provide and install 1 commercial grade keypad on the outside to the left of Door 1, capable of being used over 100 times per day. The contractor shall install 2 PAC scanners. First one to the left of Door 2 inside of the entrapment area. Second one, to the right on the inside of Door 1 allowing exit from the Entrapment Area. The contractor shall install exit button on the inside, right side of Door 2, allowing exit into the entrapment area.
a. PAC: The contractor shall provide a minimum of 25 each individual issue PAC that must be capable of being programed with Standalone Computer/Standalone Computer Software.
2. STANDALONE COMPUTER: The contractor shall provide and install standalone computer and a monitor 24-inch-sized monitor in the Entry Control room of the Entrapment Area to operate standalone computer software. Computer must be designed to operate standalone computer software indefinitely without the need of internet. If computer is a laptop, it must not have Wi-fi, Bluetooth or camera capabilities installed.
3. STANDALONE COMPUTER SOFTWARE: The contractor shall install software on the standalone computer capable of managing personnel access/denial i.e. using BMS and barrier doors. The software shall also be able to manage the PAC and equipment.
a. PERSONNEL PROFILES: The contractor shall provide software capable of generating individual personnel profiles where 4-6 digit pins and PAC can be individualized and issued to no less than 25 people. The requirement will be that each staff member will require both an individualized pin and PAC to enter.
b. CONTROLLER ENTRY: The contractor shall design controller entry so that personnel require an individualized 4-6 digit pin to enter Door 1 from outside the Command Post Entrapment Area. The contractor shall also design controller entry so that personnel require the individualized access PAC to enter Door 2 from inside the Entrapment Area entering the Command Post.
c. CONTROLLER EXIT: The contractor shall design controller exit so that personnel have an exit button on the inside of Door 2 to allow entry into the Entrapment Area from inside the Command Post. Once in the Entrapment Area and when exiting the Entrapment Area and Command Post, personnel must use their individualized PAC for exit by scanning on the scanner installed on the inside of Door 1.
d. DOOR OPERATION: The contractor shall design door operation so that both doors cannot be open at the same time.
4. ENTRY/EXIT BUTTONS—ENTRY CONTROLLER POSITION: The contractor shall remove existing buttons and install unlocks for Door 1 and Door 2. This function must allow controllers to fully process personnel in and out of the Entrapment Area. The existing buttons are mounted on the left of the entry controller positions when looking into the entrapment area through the glass.
5. ENTRY/EXIT BUTTONS—CONTROLLER CONSOLES AND ENTRY CONTROL AREA: The contractor shall install entry and exit buttons capable of allowing controllers to operate entry and exit doors from Controller Position 1, Controller Position 2 and entry control area. This function must allow controllers to fully process personnel in and out of the workspace using Door 1 and Door 2.
Controller Positions 1 and 2 are located on the main console area and entry control area is located behind the bullet proof glass that views the entrapment area. The contractor shall install sturdy buttons and mount them to the desks in a way that is in immediate access to the controllers but also uses minimal working desk space on the console. Controller Positions 1 and 2 are adjustable desks that move up and down. Wiring and mounting shall not restrict this feature of the desk.
6. “OPEN”/ “SECURED” SWITCH FOR BOTH DOORS OPEN OPTION: The contractor shall install a two-function switch labeled “OPEN” and “SECURED” at Controller Position 1, Controller Position 2, and entry control area. These switches should be wired into the same panel that houses the entry and exit buttons (see paras 5). The contractor shall design the “OPEN” switch to allow both doors, Door 1 and Door 2 to open at the same time. The contractor shall design the “SECURED” switch as the default function, where only 1 door can be opened at a time.
a. EXISTING BUTTON: The contractor shall remove and decommission existing button that performs the switch function. It is a red button on the left in the hallway as you are entering the Command Post from the Entrapment Area. Current button poses a security risk due to its area of accessibility.
7. BALANCE MAGNETIC SWITCHES (BMS): The contractor shall remove and replace Door 1 and Door 2 BMS with new switches. This includes the magnet and the switches at the door locking area.
8. POWER FAILURE/BACKUP POWER REQUIREMENTS: The contractor shall install battery power back for all functions related to the doors with at least 4 hours of operating capacity without commercial power. In the event of a total power outage of the system the BMS for both Door 1 and Door 2 must fail in the OPEN position, where existing cypher locks will be used. The contractor shall ensure that the doors remain capable of utilizing the cypher locks during a power outage.
9. SYSTEM SUPPORT: The contractor shall provide the following to maintain operability of the system:
a. Repair or replacement of keypads, scanners, buttons, switches, BMS, standalone computer, and power backup
b. Software updates
c. 24/7 Remote Support (Customer Service)
d. 24-hour response time for system failures
