About this file

This is a Statement of Work (SOW) for an enterprise-wide online evidence-based clinical decision support resource for the Indian Health Service (IHS).

The IHS requires a Firm Fixed-Price subscription license for UpToDate, an online clinical decision support platform providing 24/7 access to continuously updated medical and pharmaceutical information. The service must support site-level access at hospitals, clinics, and ambulatory healthcare centers across all nine IHS Area Offices, accessible via IP-based authentication, VPN, and mobile devices. The contract period spans a base year from July 1, 2026, through June 30, 2027, with four optional years extending through June 31, 2031. Key functional requirements include enterprise-level licensing with unlimited concurrent access for physicians, nurses, pharmacists, physician assistants, and allied health professionals; comprehensive clinical content across all major specialties authored by credentialed experts with transparent peer-review processes; a fully integrated drug reference database with FDA-approved indications, dosing, contraindications, and drug interaction data; patient education materials at appropriate literacy levels; and automatic tracking of ACCME-accredited CME/CE/CPD credits eligible for Maintenance of Certification. The platform must maintain 99.5% uptime, provide 24/7 helpdesk support, integrate with IHS electronic health record systems (RPMS, Cerner, or federally approved alternatives), and generate detailed monthly and quarterly usage analytics.

Technical and compliance requirements mandate Section 508 accessibility compliance (with remediation within 12 months if needed at award), HIPAA adherence with TLS 1.2 or higher encryption, and prohibition on storing or transmitting PII or PHI outside U.S.-based servers. The contractor must submit key deliverables including a kick-off meeting within two weeks of award, implementation plan within one month, full subscription activation within 60 days, monthly usage reports, quarterly performance reviews, 508 compliance certification or remediation plan within 90 days, and annual impact reports demonstrating measurable value, effectiveness, and program impact. The contract supports IHS healthcare facilities serving American Indian and Alaska Native populations, with the vendor required to ensure equitable access and consistent support across all eligible sites.

Statement of Work (SOW)

Enterprise-Wide Online Evidence-Based Clinical Decision Support Resource

Indian Health Service (IHS)

I. Introduction The Indian Health Service (IHS) requires an enterprise-wide license subscription for an online, evidence-based clinical decision support resource that provides continuously updated medical and drug information. The subscription will support site-level access at hospitals, clinics, and ambulatory healthcare centers across all nine IHS Area Offices.

UpToDate provides 24/7 access to clinical guidance, supporting providers at the point of care and enabling informed decision-making, ultimately improving patient safety and outcomes. It also serves as a key educational resource by providing continuing medical education (CME) credits to licensed healthcare providers.

II. Objectives The objective of this SOW is to ensure comprehensive, real-time access to trusted clinical and pharmaceutical information, authenticated seamlessly through IHS network IPs, and accessible from any IHS facility or remote location. Key goals include:

• Providing instant, evidence-based information to support clinical decision-making at the point of care.

• Offering built-in CME/CE/CPD credits for providers through AMA- and ACCME-accredited content by automatically tracking learning activity in the background. Any time you open, read, or search for clinical topics, this resource logs the activity to make it eligible for credits.

• Ensuring enterprise-level integration and secure authentication through IP-based access and mobile support.

• Maintaining a high-availability platform with robust customer and technical support.

III. Period of Performance Base Year: July 1, 2026 – June 30, 2027 Option Year 1: July 1, 2027 – June 30, 2028 Option Year 2: July 1, 2028 – June 31, 2029 Option Year 3: July 1, 2029 – June 31, 2030 Option Year 4: July 1, 2030– June 31, 2031
