STATEMENT OF WORK (SOW)

Replace Locution System with Valcom Brand or Equal

2 March 2023

1. SCOPE: The contractor shall provide all personnel, tools, equipment, supervision, and any other items necessary to replace the existing Locution Fire Station Alerting and Paging system with a Valcom IP 6000 Paging solution brand or equal, as well as provide preventative service and maintenance for a period of five (5) years for the new and existing system and equipment.

2. LOCATION: The work specified to be completed within this SOW shall be at:

Main Fire Station Building 4601 2020 Jabara Ave Seymour Johnson AFB NC 27531

And

Satellite Fire Station Building 4811 1200 Refueling Plaza Seymour Johnson AFB NC 27531

3. PERSONNEL/QUALIFICATIONS: All technicians shall have extensive knowledge and experience with the installation of Public Address systems.

4. WORKMANSHIP/QUALITY CONTROL: The contractor shall provide all Quality Control in accordance with commercial practices to ensure that all work is performed in accordance with this SOW. Technicians shall also test and validate each component works as designed.

5. DELIVERY SCHEDULE: Within 60 days of contract award.

6. CONTRACTOR-FURNISHED SUPPLIES AND SERVICES: Contractor shall provide the supplies, tools, equipment, and all personnel necessary to complete the work covered within this SOW.

6.1 Supply and Install a new Valcom IP 6000 Paging Intercom brand or equal, solution for Main and Satellite Fire Station.

6.2 The Existing Locution Intercom System will be disconnected, removed and turned over to SJAFB personnel

6.3 Two microphones will be supplied and installed. One in Main Fire Station Emergency Communications Center (ECC) and one in Satellite Fire Station ECC.

6.4 The Valcom IP 6000 Paging Intercom, or equal, system will activate the existing flashing emergency page strobes.

6.5 The existing speakers, copper cabling, fiber cabling and amplifiers will be re-used with the new Valcom IP 6000 Paging Intercom, or equal, Headend. The existing Locution supplied amplifiers will be replaced.

6.6 Existing cabling and speakers will be tested and re-terminated so the system is more user friendly for future service work.

6.7 Minor field issues with the existing field infrastructure will be repaired or replaced. Major field issues will be addressed and billed if accepted.

6.8 This proposal does not include re-wiring entire speaker zones. This is a headend replacement and headend wiring re-termination proposal. Minor issues in the field will be repaired.

6.9 Replacement field speakers and wiring will be billed not to exceed $10,000. All repair and replacement equipment costs must be in the total price of the awarded contract to include travel.

6.10 The new Valcom IP 6000 Paging Intercom brand or equal, headend equipment will be mounted in existing racks located in Main and Satellite Fire Station.

6.11 The new Valcom IP 6000 Paging Intercom, or equal, will only use two microphones for paging. It will not tie into other paging inputs at this time.

6.12 Telecommunication Room (TR) Build-out. This project includes replace Locution Headend equipment.

6.13 Structured Cabling System

6.13.1 The Category 6 station cabling will be furnished by contractor and installed to each of the outlet locations, as indicated on the floor plans provided.

6.13.2 All cables will be terminated, labeled and tested for certification.

6.14 J-hooks will be installed, above ceiling through corridors and around the perimeter of the rooms to support the over-head cabling infrastructure where needed.

6.14.1 All main cable pathways will be parallel to corridors with station cables exiting the pathway at 90-degree angles, while adhering to bend radius standards.

6.14.2 No cable shall lie over HVAC ducts, sprinkler pipes, conduits, etc.

6.15 GENERAL INFORMATION

6.15.1 Vendor will have a Project Lead on site during regular working hours. Any additions or changes in the scope of work must be directed to the Project Lead. The contractor will submit a Change request following notification and will not perform any additional work until an authorized change is submitted and approved by the Contracting Officer.

6.15.2 It is understood that this project site will be completed during regular working hours (7:00am - 5:00pm) and that the General Contractor shall provide free and ready access to the jobsite.

6.15.3 The jobsite must be kept safe at all times and free from waste materials caused by installation practices.

6.15.4 All wall plate, cable and patch panel labels shall be mechanically printed.

6.16 Provide three Site Visits at 90-day intervals after the installation completion to evaluate system performance, adjust or tune, and / or discuss modification or additions to paging system to improve performance and meet customer requirements / expectations.

6.17 Provide 1 base year and 4 option years, in 1-year increments for preventive service and maintenance (PMI) of the installed system, executable one year after system installation.

Options will include two PMI visits annually for new and existing systems.

8. POINT OF CONTACT: The contractor shall coordinate with Seymour Johnson Fire

Department’s designated representative at least 10 working days prior to the commencement of work.

9. PERSONNEL: The contractor shall ensure all employees working on Seymour Johnson Air Force Base possess proper identification and/or citizenship documentation. Under the Immigration and Nationality Act (INA), employers may hire only persons who may legally work in the United States (i.e., citizens and nationals of the U.S.) and aliens authorized to work in the U.S. The employer must verify the identity and employment eligibility of anyone to be hired (Ref: U. 10. CLEANUP: The contractor is responsible to dispose of all waste material(s) related to the work governed in this SOW and return all work sites to the condition in which they were found.
