SOW Effluent Sampling, Analysis and Reporting Permit # AR0049352

Introduction

The Harry K. Dupree Stuttgart National Aquaculture Research Center is in need of Monthly and Bi-annual wastewater sampling and analysis at outfall 001 in accordance with the provisions of the Arkansas Water and Air Pollution Control Act (Ark. Code Ann. 8-4-101 et seq.), and the Clean Water Act (33 U.S.C. § 1251 et seq.). The successful bidder must be registered in the Systems of Acquisitions Management (SAMs)and accept payment of service through this system. The contract will be for a period of one year with 4 option year periods.

Objective

The contractor will provide all outfall sampling, analysis outlined in the permit and provide a competed electronic NPDES report to the Responsible and Cognizant Official.

Scope of Work

The contractor will provide sampling and analysis for the following effluent parameters meeting the monitoring requirement listed.

1. TRC must be measured using any approved test method established in 40 C.F.R. Part 136 capable of meeting a minimum quantification level (MQL) of 0.033 mg/l or lower. If TRC is not reportable at the required MQL (i.e., lab result is “ND”), report “0” on the Discharge Monitoring Report (DMR). Report the concentration if TRC is quantifiable and measured in the sample at or above this or an alternatively approved MQL.

2. The effluent limitation for TRC is the instantaneous maximum and cannot be averaged for reporting purposes. TRC shall be measured within fifteen (15) minutes of sampling.

Oil, grease, or petrochemical substances shall not be present in receiving waters to the extent that they produce globules or other residue or any visible, colored film on the surface or coat the banks and/or bottoms of the waterbody or adversely affect any of the associated biota. There shall be no visible sheen as defined in Part IV of this permit.

Samples and measurements taken as required herein shall be representative of the volume and nature of the monitored discharge during the entire monitoring period. Samples shall be taken after final treatment, prior to the receiving stream.

Sample Collection All sampling will occur Monday to Friday, between the hours of 7:00 Am and 3:30 PM, excluding federal holidays.

On arrival at the facility, the contractor will sign in at the main entrance and will be escorted to

Outfall 001. Up to thirty minutes will be allowed for flow to begin at the outfall and samples to be collected. On departure, the host will sign the contractor out at the main entrance. Once familiar with facilities operations, the contractor can be allowed to sample unescorted.

Laboratory Analysis

Monitoring must be conducted according to test procedures approved under 40 C.F.R. Part 136, unless other test procedures have been specified in this permit. The contractor shall calibrate and perform maintenance procedures on all monitoring and analytical instrumentation at intervals frequent enough to ensure accuracy of measurements and shall ensure that both calibration and maintenance activities will be conducted. An adequate analytical quality control program, including the analysis of sufficient standards, spikes, and duplicate samples to ensure the accuracy of all required analytical results shall be maintained by the designated commercial laboratory. At a minimum, spikes and duplicate samples are to be analyzed on 10% of the samples.

Reporting Results

The contractor will provide a copy of the Chain of Custody and analysis results via email within 15 days of sampling. The contractor will provide immediate notice of any result that does not meet monitoring limits by phone call to 870-673-4483.

By the 5th day of each month, ARS will provide an average flow report for the previous month. The average flow that includes the sample date will be used by the contractor to calculate mass limits.

An electronic NPDES report will be prepared by the contractor ready for the Responsible Official review and signature by the 18th day of the month the report is due. All reporting will be in compliance with 40 C.F.R. § 127.11(a)(1) and 40 C.F.R. § 127.16(a)
