Work Statement Kings Bay TTF Installation and Testing In support of SP26, Ship Integration Branch, the contractor shall conduct the installation, checkout and system level testing of all Strategic Weapons Support System Hardware and other ship equipment during the period of 1 August 2024 until 31 Dec 2026.

The contractor shall provide the following necessary engineering, technical and program support:

1.1 Provide installation and engineering services in support of the COLUMBIA Class Kings Bay TRIDENT Training Facility for the installation of the following hardware:

1.1.1 On Tube Missile components for Tubes #1 and #2, including piping and cabling

1.1.2 The Trainer unique Interior Communications System (ICS)

1.1.3 All bench trainers

1.1.4 SAMP, HSE, AHCP, MGRS Manifold, CWS and all associate piping and hangers

1.1.5 SHIPJP Cabinets, SWSS Cabling, Hangers and related miscellaneous Ship Cabling

1.1.6 Miscellaneous Cabinets, Foundations, grounding straps and Lockers

1.1.7 Interconnecting piping and hangers

1.1.8 Top Secret Safes

1.2 Provide program management support and coordination with associated contractor and government representatives, including participation in meetings and action item responses during the installation, testing and certification period. Provide StrategicWeapons Support Systems installation and test status for the following SWTS Working Groups and meetings:

1.2.1 Field Installation Management Team Meetings (FIMT).

1.2.2 Test Documentation Team Meetings (TDT).

1.2.3 Installation Readiness Reviews (IRR).

1.3 Provide monthly status of the project to SP26 reporting on cost, schedule (CDRL A001).

1.4 Provide onsite installation and construction management to coordinate all day- -to-day aspects of the installation to include the following:

1.4.1 Ensure the safe, timely and effective execution of all work activities.

1.4.2 Interpret and explain technical information to other organizations.

1.4.3 Coordinate with facility architects, engineers, and other construction specialists.

1.4.4 Schedule and coordinate subcontractor activities.

1.5 Conduct SWTS testing in accordance with COLUMBIA/DREADNOUGHT (CLB/UKD) Weapon Training System Installation at Kings Bay Training Facility (KBTF) Integrated Test Requirements Outline (ITRO) 20711822 Rev XX using approved SWTS Ship Trainer Hardware (STH) test procedures and submit test forms to SP26 for closeout (CDRL A002).

1.6 Provide updates of SWSS technical drawings, installation specifications, test procedures and other related SWSS documentation efforts and requirements (CDRL A002).

1.7 Provide transportation services and management for delivery of SWSS material to support KB TTF installation and construction tasks in the following areas:

1.7.1 Arranging/Scheduling Transportation

1.7.2 Coordinating Interstate/Federal transportation requirements

1.7.3 Coordination entry/exit access and delivery support to include material delivery/offloading within designated laydown/access areas

1.8 Maintain installation and construction configuration, documentation of non-conformances and change requests in accordance with the Electric Boat SWTS change request procedure process.

1.9 Provide logistic support for SWSS material, components and SWSS installation support equipment

1.10 Provide and install spare cards, electrical system components and other SWSS equipment specified via the change request process during ITRO testing as well as proofing of any associated Shipyard Installation Testing Program items.

1.11 Provide corrective maintenance support of the SWSS material, components and SWSS equipment installed in support of the SWTS.

1.12 Investigate and respond to SWS issues identified by any of the following:

1.12.1 SWTS portions of WPs

1.12.2 Trouble Causality Reports

1.12.3 Test conduct deficiencies

1.12.4 SMP/PMMP feedback reports

1.12.5 Request for Information (RFI)

1.12.6 Change Request (CR)

1.12.7 Problem Report (PR)

1.12.8 Or as directed by SP26
