About this file
This statement of work outlines requirements for the procurement of dual electronic chart display information systems for the training ship TS State of Michigan. The contractor shall procure and deliver two JRC ECDIS systems with 26-inch displays, deckstands, keyboards, trackballs, central control units, power supplies, junction boxes, and battery backups by no later than February 29, 2024 so the systems can be installed prior to May 2024 and the start of cadet summer training. The contractor must deliver the systems undamaged to the ship's address in Traverse City, Michigan and provide documentation, records, and certificates for approval. A brand name justification memorandum cites interoperability with existing JRC radar systems and the need for a fast delivery timeframe as reasons for requiring JRC ECDIS units specifically. The related federal contract opportunity is a solicitation from the Maritime Administration to purchase navigation radar systems for the TS State of Michigan.

BRAND NAME REQUIREMENT JUSTIFICATION
1. DESCRIPTION OF THE SUPPLIES/SERVICES REQUIRED
JRC™ (Japan Radio Company) Dual ECDIS (Electronic Chart Display System) for the TS State of Michigan.
2. JUSTIFICATION FOR SOLICITING A BRAND NAME
Interoperability and Integration:
If the current radar system(s) in use aboard the TS State of Michigan are manufactured by JRC™ (Japan Radio Company), opting for JRC™ ECDIS will ensure better interoperability and seamless integration between different maritime navigation systems. This can enhance overall system efficiency and reduce potential compatibility issues.
Market Research indicates, only one other brand is acceptable other than JRC, which is Furuno™, however, in order to make a Furuno ECDIS compatible, modifications would have to be made by the installer to ensure the current RADAR’s to communicate reliably, which would increase the cost, schedule and risk of malfunctions. Technical modifications outside the manufacturer’s operating system introduce a degree on unreliability, which in the case of navigation and safety creates an unacceptable risk. Additionally, according to market research the lead time on Furuno equipment had been determined to be several months and the TS SOMI needs to have the equipment installed before it can sail. The JRC equipment can be delivered within weeks.
3. EFFORTS TO OBTAIN COMPETION
JRC and FURUNO are the standard for MARAD vessels and the industry at large with regards to RADAR Navigation Electronics. Other name brands, i.e.. Sperry, cater more to direction navigational and electronic control systems, such as Compasses and Steering systems. Furuno was considered, but a market research determined there is a 6-month lead time for their system, which is not viable for a ship that MUST sail in 5 months. JRC is available within weeks.
4. STEPS TO PRECULE FUTURE BRAND NAME AWARDS
In the future, Furuno could be considered a viable option depending on the need and lead time necessary when purchasing. All other brands are not viable due to compatibility and adherence to international standards and regulations needed to ensure the safety and efficiency of maritime operations.
5. OTHER FACTORS
System Familiarity: The Training Ship’ RADAR(s), the Officer’s, Crew, already in-place and familiar with the JRC™ (RADAR(s), that adopting JRC™ ECDIS’ will lead be a smoother transition and acceptance among ship operators, navigators, and other stakeholders.
6. REQUIRING ACTIVITY DETERMINATION
As the technical or requirement personnel and subject matter expert, I certify that the evidence of the supporting data that forms the basis of this justification is complete and accurate.
