About this file

This is a Statement of Work (SOW) for the renewal of dry stores insulation on the USCGC Campbell (WMEC-909), a U.S. Coast Guard vessel stationed at Naval Station Newport, Rhode Island. The project addresses severe mold and deterioration of overhead and refrigeration piping insulation requiring complete replacement.

The scope includes removal and replacement of insulation across multiple locations: 243 square feet of starboard overhead insulation with 1-inch fibrous glass cloth-faced board (with lamination), 37 square feet of overhead stiffener gap filler insulation, bulkhead insulation totaling 29 square feet in two locations using 2-inch non-laminated and 1-inch laminated fibrous glass board, and refrigeration piping insulation on four lines (chill box suction, freezer box suction, and liquid lines for both) using elastomeric foamed plastic per MIL-P-15280 specifications with thicknesses ranging from 3/4 inch to 1.5 inches. The contractor must provide a 53-foot refrigerated trailer capable of maintaining temperatures between 0-20 degrees Fahrenheit (freezer) and 35-40 degrees Fahrenheit (cooler) to store the vessel's frozen, chilled, and dry stores during work. The trailer must be delivered by April 13, 2026, and retrieved no earlier than one day after the period of performance ends on May 1, 2026. Work tasks include identifying insulation areas requiring removal with Coast Guard inspector approval and submitting a Condition Finding Report (CFR), removing all insulation to substrate, performing preservation touch-up coating per SFLC Standard Specification 6310, and installing like-kind replacement insulation with associated hardware (annular ring weld studs with steel cap heads), two-inch-wide tape on all joining surfaces, and vapor seal treatment with two coats of incombustible waterproof compound. The solicitation (52000RFQ260023955) is a small business set-aside issued by the Coast Guard Surface Force Logistics Center using FAR Part 12 simplified acquisition procedures on a firm-fixed-price basis, with award consideration given to the lowest aggregate price quotation.

STATEMENT OF WORK (SOW)

FOR

USCGC Campbell DRY STORES INSULATION RENEW

1.0 GENERAL

1.1 BACKGROUND

Campbell has severe mold and deterioration of the overhead and refrigeration piping insulation. Mold is of unknown origin. Contractor work is required to complete the project. Contractor will need an escort on board Naval Station Newport, POC is Jack Derry (401) 367-1634.

1.2 SCOPE

This work item describes the requirements for the Contractor to renew designated Dry Stores insulation on the overhead and refrigeration piping lines identified in Table 1. KTR is to provide (1) 53 foot long trailer capable of holding all of Campbell’s frozen, chilled, and dry stores. Freezer section must be capable of maintaining temps between 0-20 degrees F. Cooler section must be capable of maintaining temps between 35-40 degrees F. The KTR must deliver the truck on April 13th, 2026, to allow the crew to move food prior to the start of the POP. The KTR must pick up the truck at a minimum of 1 day after the end of the POP, to include any Change Requests to the original POP.
