About this file
This document is a Scope of Work (SOW) draft for the purchase of ATS ThermoJets and Recirculating Coolers for the U.S. Army Dugway Proving Ground's West Desert Test Center, Chemical Test Division. The SOW outlines the requirements for 6 ThermoJet ES systems with detailed specifications for temperature range, accuracy, airflow, and other features, as well as 6 Recirculating Coolers with specifications for temperature range, heat removal capacity, pump, and other details.
The related federal contract opportunity is a sources sought notice for a competitive procurement of the ThermoJets and Recirculating Coolers to support the Dugway Proving Ground's test chambers and fixtures. The Mission Installation Contracting Command (MICC) at Fort Hood is the procuring agency, and they are seeking responses from both large and small businesses, including 8(a), small disadvantaged, HUBZone, Service-Disabled Veteran-Owned, and Women-Owned Small Businesses, to potentially set aside the procurement. The ThermoJets and Recirculating Coolers are critical, common components that have been verified and validated for the test chambers.

Scope of Work for ATS Scientific Products ThermoJets and Recirculating Coolers
DRD # 3665
14 August 2024
United States ARMY DUGWAY PROVING GROUND
WEST DESERT TEST CENTER, CHEMICAL TEST DIVISION
DUGWAY, UTAH 84022-5000
1. Subject: Purchase ATS ThermoJets and Recirculating Coolers
2. Final Delivery Location: West Desert Test Center, U.S. Army Dugway Proving Ground, Utah.
3. Background:
a. This Scope of Work outlines the requirements for purchasing the ATS ThermoJets and recirculating coolers.
b. Currently WDTC, Chemical Test Divisions (CTD) uses the ThermoJets and Recirculating coolers to provide environmental conditions for several of our major test chambers/fixtures. These systems provide a wide range of high/low controlled temperatures critical to our test programs requirements.
c. The ThermoJets and Recirculating systems have been verified and validated (V&V) as the primary heating and cooling systems for test fixtures such as the SWATCH (SPITFIRE), and the Small Item Decon (SID) Chamber. These units will be the primary environmental controls systems for the newly designed SMARTMAN Boot & Glove and AVLAG Seams & Closure test chambers/fixtures.
d. The CTD established a process to keep common equipment items standard across the test chambers and fixtures. The ThermoJets and Recirculating cooling systems are two components that are common to all test systems and have been V&V by the testing community.
