About this file

This is a Statement of Work (draft) for software subscription maintenance, support, and licensing of a DSS CIS Databridge Suite system (or equivalent) at the VA San Diego Healthcare System. The contract is structured as a firm-fixed-price base year plus four option years, with the base period running from August 26, 2026 to August 25, 2027, and each subsequent option year running for identical twelve-month periods through August 25, 2031. The vendor must provide all labor, supervision, materials, parts, and transportation required to maintain and repair the existing Databridge system, which has already been installed and is currently active at the facility. The system functions as a middleware interface enabling bidirectional interoperability between VistA and CPRS using HL7 standards to exchange patient demographics, orders, results, device data, and clinical documentation. The system must support modular integration with ICU and anesthesia record-keeping systems, maintain all patient clinical data within VistA without proprietary standalone databases, comply with VA security and privacy requirements (VA, NIST, and FIPS policies), and remain compatible with the facility's existing networking architecture including VLAN 659 PeriOp and DSS PeriOp Manager servers.

The vendor must perform at least one on-site preventive maintenance inspection annually (scheduled with the Point of Contact at least three business days in advance during normal working hours), provide 24/7/365 telephone support, furnish all replacement parts meeting original equipment manufacturer specifications at no charge, provide on-site service calls with a five business day response time, and supply electronic field service reports within seven calendar days of each service. Service requirements include equipment cleaning, software diagnosis review, calibration and lubrication, testing and replacement of faulty parts, electrical and mechanical component inspection, and documentation of all work performed. Vendor personnel must wear identification badges and follow facility security protocols; equipment removal from the facility requires authorization and property passes. Invoices must be submitted monthly in arrears in electronic format to the Financial Services Center, itemized with time period, service description, unit cost, extended amount, invoice number and date, and contract and obligation number. Services are limited to normal working hours (8:00 AM–5:00 PM, Monday–Friday); separate purchase orders are required for after-hours services. The vendor is not required to provide services on federal holidays and will not be compensated for those days.
