NIEHS Cafeteria Services – Industry Day

DRAFT

STATEMENT OF WORK

CAFETERIA SERVICES

National Institute of Environmental Health Sciences National Institutes of Health Department of Health and Human Services Research Triangle Park, NC

BACKGROUND:

The National Institute of Environmental Health Sciences (NIEHS) is one of 27 Institutes and Centers of the National Institutes of Health (NIH), United States Department of Health and Human Services (DHHS) located in Durham, North Carolina. The mission of the NIEHS is to discover how the environment affects people to promote healthier lives. Additionally, NIEHS hosts and administers the National Toxicology Program (NTP), an interagency program composed of, and supported by, two additional government agencies within DHHS — the Food and Drug Administration (FDA) and the Centers for Disease Control and Prevention (CDC).

The Office of Management (OM), Administrative Services and Analysis Branch (ASAB) provides oversight for the NIEHS Food Services Program. Historically, the Program has included cafeteria, vending, and catering services provided via contract. NIEHS maintains robust vending services at its main campus and satellite locations. Cafeteria and catering services were suspended in September 2023 when the contract with the incumbent vendor expired. NIEHS would like to reinstate a full-service cafeteria on the first floor of the David P. Rall Building (aka Building 101) on its main campus at 111 T. W. Alexander Drive, Durham, NC. 27713. “Full-service” is defined as serving breakfast, lunch, and a variety of grab-and-go items five days per week and providing catering on an ad hoc basis.

NIEHS maintains a hybrid workplace for approximately 1300 staff. There are 647 federal employees, and approximately 653 contractors, and special staff including fellows, students, trainees, etc. Building 101 is the duty station for approximately 1,000 NIEHS staff, and the Keystone Building, located 1.5 miles from main campus, is the duty station for remaining 300. The cafeteria is the primary hub for dining and networking for Building 101 occupants. Staff based at Keystone use the cafeteria occasionally. Of the 647 NIEHS federal employees, 131 are approved remote workers, with an additional 23 remote applications in process. There are 151 non-FTE fellows and other scientific staff (count unknown) who work primarily on site at Building 101. Non-remote employees may or may not participate in a different type of flexible work arrangement like telework. Historically, Friday services have the least number of patrons. There is no direct public access to the cafeteria. Only cleared visitors and badged staff have access. The Institute hosts several scientific meetings each year which will result in intermittent spikes in patronage, and requests for catering. These meetings are almost always scheduled in advance, and the cafeteria vendor is expected to plan accordingly for the additional customers.

The cafeteria is 7,000 square feet with a full kitchen, walk-in freezer, hot food stations, salad bar, small-enclosed office, etc. and is located on of the first floor, A Module, Building 101 adjacent to NIEHS’s main conference center. Please see Section 7.0 herein for more facility and equipment details and Appendix 1 for the NIEHS cafeteria floor plan and Appendix 2 for cafeteria photos.
