1. Background and Description of Services:

a. The Government seeks to obtain cost estimating contractors to perform cost estimating work in the Republic of Korea (ROK) Ministry of National Defense (MND) format for ROK In-Kind Program construction contracts as identified in the requirements description in 1.b. The work might also include attending meetings, On-Board Review (OBR) meetings for 90% final cost estimate and 95% Back Check as determined on a project by project basis.

b. Current working estimate with the Estimated Construction Cost (ECC) milestones are identified in item 3. The contractor shall provide MND format cost estimates at each of 90%, 95% and 100% design phase using the Estimating Management System (EMS) software, most current version. The contractor shall update the MND 100% cost estimate when it is submitted to the Cost Engineering Branch Point of Contact (POC), determined at Task Order (TO) level, with the latest version of the EMS data as needed. There is an estimated need of about 5 cost estimates required annually, however, this is an anticipated amount and may increase or decrease as the need arises.

c. The contractor shall also be required to clarify any items in the estimate at the request of the Government. This will include providing a more detailed breakdown and back up data if required.

Drawings. Quantities in the MND Format Cost Estimate shall match to material/quantity takeoffs from the Drawings.

(4) The MND/DIA Format Cost Estimate shall include an attached Offshore

Materials List which identifies and numbers all items, systems or components in the design where no locally-available products meet the design requirement(s), and include quantities, unit prices, and total cost for each in both United States Dollars and Korean Won.

(5) All materials and components required to install a complete and useable system or assembly shall be included. Notes may be included on the Drawings or in the Specifications that state the intent that all miscellaneous materials and components normally used in the standard installation of an item are included whether shown in detail or not.

(6) The process(es) and equipment indicated in the MND Format Cost Estimate shall meet the requirements for a complete construction project.
