About this file
This document is a Statement of Work (SOW) for a federal contract opportunity to provide the Department of the Navy (DON) with five enterprise-wide user licenses for commercial market analytics data sources that monitor instances of foreign direct investment (FDI) into the United States.
The objective is to support the DON's Foreign Investment Review (FIR) process, which is responsible for conducting risk management due diligence for all foreign investments, academic grants, and defense industry funding flows. The required software must provide access to current and future markets, including transactions from foreign entities into U.S. businesses, as well as up-to-date information on macroeconomics and key events. It must also offer visualizations for FDI flows and market changes, and allow for saved search criteria that can be repeated monthly. The contract requires a minimum of 5 user licenses for 12 months with an option to continue for up to 3 additional years. The software will be used by FIR personnel without the need for contract support, though technical assistance from the provider is required.

Department of the Navy Statement of Work for Foreign Direct Investment Market Analysis
Introduction
To support ASN RD&A’s Foreign Investment Review the Department of the Navy (DON) requires 5 enterprise-wide user licenses for commercial market analytics data sources that monitor instances of foreign direct investment into the United States. DON FIR is responsible for conducting risk management due diligence for all foreign investments, academic grants, and defense industry funding flows; overseeing mitigation, monitoring, and compliance for identified risks; supporting economic security policy development and implementation, to include leading all foreign investment activities for the SECNAV Maritime Economic Deterrence Executive Council (MEDEC); and representing the DON on interagency, industry, and academic economic security and deterrence issues.
This SOW is structured to align with best practices, ensuring clarity, specificity, and mutual understanding of the project scope and expectations.
Objective
The DON will use these licenses for use in market analysis and as the backbone for the strategic initiative’s portfolio, which will monitor Foreign Direct Investments that could compromise DON strategic initiatives in supply chain, critical technology and infrastructure, installations and ranges, and cybersecurity. Additionally, insight into FDI flows from adversarial nations is a critical component in achieving economic security success pursuant to the SECNAV directed MEDEC.
