STATEMENT OF WORK

Measurement Science and Engineering Department Automated Deadweight Piston Gauges

1.0 INTRODUCTION

The Naval Surface Warfare Center (NSWC), Corona Division, Measurement Science and Engineering Department has a requirement to procure Automated Deadweight Piston Gauges (ADPG) through an Indefinite Delivery Indefinite Quantity (IDIQ) Contract. The ADPGs used are to verify the accuracy and precision of test instruments such as pressure gauges, pressure transducers, automated pressure calibrators, portable hydraulic test stands, and pressure decay test sets at Depot Level Naval Calibration Labs. This type of calibration equipment supports fleet readiness by verifying the accuracy of calibration equipment used afloat in intermediate level calibration labs in the fleet.

2.0 BACKGROUND

The workload for Deadweight Piston Gauges (DPGs) has continued to increase over the last twenty years. With the ability to achieve reliable and repeatable measurements using the Automated Deadweight Piston Gauges, Naval Sea Systems Command (NAVSEA) will eliminate human error when verifying the operation of test instruments by using an automated system to reduce risk.

The majority (90%) of the legacy DPGs in the NAVSEA METCAL inventory are from Ruska, now doing business as Fluke Electronics Inc. The following model numbers from the legacy 2400 series, 2485, 2451 and 2400-625-002 have been the primary calibration standards for measurement of pressure above 10,000 psi in the NAVSEA METCAL depot level calibration labs for over thirty years.

3.0 SCOPE

NAVSEA METCAL Program has a requirement to procure up to a maximum of seven (7) ADPG systems, P/N STE-PG7000-30K/AN, and associated training. These ADPG systems will be deployed to NAVSEA Fleet Intermediate Calibration Activities, and Navy Calibration Laboratories. The Fluke ADPG systems will be procured over a five-year ordering period.

5.1 Logistics Requirements

5.1.1 Operator/Service Manual(s) (CDRL T001). Two (2) Operator/Service Manuals shall be shipped with each new unit. One (1) copy shall be hard copy. One (1) copy shall be electronic in format. Technical manuals describing how to operate the ADPG shall have information on operator safety, operating procedures for the system and preventative maintenance. Service manuals shall contain information on safety for servicers of the ADPG, instructions on repairing systems the OEM designates as repairable and preventative maintenance. Technical manual(s) for the operation and/or service of the ADPG shall be provided in accordance with CDRL T001.

5.1.2 Calibration Certification and/or Certificate of Conformance Reporting (CDRL A001). A Calibration certification and/or Certificate of conformance with calibration data shall be provided in accordance with CDRL A001.

Warranty. The manufacturer shall provide the minimum commercial warranty for the ADWPG of at least one calendar year from date of shipment.

Warranty Sticker. Each piston gauge in a system shall have a sticker affixed to the outside of the unit enclosure.

All piston gauge(s) comprising a system shall be serialized and have individual calibration labels.

5.1.3 The firmware and software used to operate each ADPG shall be of the same release and version. No deviation or substitution of firmware and/or software shall be done without the approval of the US Government. The contractor shall provide the US government the release and/or version number of each item of firmware and software included in the ADPG in accordance with CDRL A002, Software/Firmware Version Description.

5.1.4 A Software/Firmware Change Request shall be submitted to the Government in accordance with CDRL A003.

5.1.5 Item Unique Identification (IUID). DFARS clause 252-211.7003 is invoked. A two dimensional IUID data matrix conforming to MIL-STD-130 shall be included on the identification plate.

5.2 Training Requirements

5.2.1 Training for the Automated Deadweight Piston Gauge, P/N STE-PG7000-30K/AN and Support Suite, shall be provided to the NAVSEA METCAL laboratories and NSWC, Corona Division location.

5.2.2 Contractor shall provide training for a maximum of up to six (6) Automated Deadweight Piston Gauge, P/N STE-PG7000-30K/AN systems delivered to a Navy Calibration Laboratory (NCL) within the Continental United States (CONUS) for operating the Automated Deadweight Piston Gauge, P/N STE-PG7000- 30K/AN. The ship to address will be specified on each individual delivery order. That address will be the location for the training, when training is ordered at the same time as the system. Training is not mandatory for any order of an Automated Deadweight Piston Gauge, P/N STE-PG7000-30K/AN system. Training may also be ordered with the order of a system or after a system has been delivered to an NCL. There is a maximum of six (6) training sessions that shall be available for CONUS locations.

5.2.3 Contractor shall provide training for an Automated Deadweight Piston Gauge, P/N STE-PG7000- 30K/AN at a maximum of one (1) site Outside-the-Continental-United-States (OCONUS) NCL, at the Navy Calibration Lab (OES), Yokosuka, Japan. The training shall be available either with the order of a system or afterwards anytime during the period of performance of this contract.
