DRAFT - ACES Operations and Maintenance SOW – DRAFT For Official Use Only (FOUO)

Arms Control Enterprise System (ACES) Support Services

Statement of Work - DRAFT

25 Nov 2020

1.0 Introduction/Background/Scope

This effort is for Arms Control Enterprise System (ACES) Support Services activities required for ACES Conventional and Strategic program use by the Department of Defense (DoD), Department of State (DOS), and all ACES users throughout the United States (U.S.) arms control community to meet Conventional and Strategic treaty requirements.

ACES is a DTRA owned customized arms control treaty automation software providing equipment transaction processing, notification generation/workflow and report generation. It is an automated information system for tracking and reporting conventional and strategic arms control information and notifications as required by the following treaties and agreements:

New Strategic Arms Reduction Treaty (START), NST Conventional Armed Forces in Europe (CFE) Treaty Vienna Document 2011 Treaty on Open Skies Global Exchange of Military Information (GEMI) United Nations Transparency in Armaments (UN/TIA) Agreement Wassenaar Arrangement

The integrated solution provides timely and efficient worldwide access to users throughout the arms control community using a web interface and SECRET Internet Protocol Router Network (SIPRNet) connectivity.

The ACES application is implemented in Java and uses a range of mature components from Sun's Java 2 Enterprise Edition (J2EE). ACES utilizes a suite of proven and mature industry standard frameworks and technologies including Struts MVC framework, Enterprise Java Bean (EJB), XML, and Web Services.

The ACES application is hosted on a two-node cluster of JBoss application server. The data storage solution in ACES utilizes the latest Oracle technologies including Oracle Cluster, Data Guard, and multiple dimensions of data backup solutions. The contingency ACES system is operational at an alternate site and the data is replicated in real time utilizing Oracle Data Guard technology.

The virtual servers that host the ACES application and ACES database are Red Hat Linux (RHL) servers. ACES interfaces via XML and Web Services with third party solutions hosted on Windows platforms to provide additional capabilities such as printing treaty reports.

ACES is currently hosted on a Defense Threat Reduction Agency (DTRA) managed virtual environment located within the DTRA IT Directorate managed Server Operations Center (SOC) at DTRA Fort Belvoir, Virginia. The virtual servers that host the ACES application and ACES database are Linux servers. The ACES software is owned by the U.S. Government/DoD/DTRA. The application source code is a deliverable on the contract with updated source code to be provide after every software release.

This includes any effort resulting in the procurement of a server(s), whether in a production, test, staging, development, or any other environment.

Software development efforts must identify source code as a contract deliverable and require the performer to employ standard coding best practices, including the avoidance of proprietary techniques, algorithms, or code. Performer must provide developers with security clearances commensurate with the security environment / network the work is to be done on. Installation of software deliverables within a DTRA pre-production or software lab environment is contingent upon Senior Information Security Officer (SISO) review and approval of the controls used to isolate the test or evaluation instance from DTRA's operational networks and, dependent upon the controls proposed, may require software code analysis. SISO review and acceptance of the documented source code analysis findings will however, be required prior to installation of any software deliverable on and DTRA operational network, integration with any operational system, or to support a Certificate of Networthiness issued by DTRA.

3.2 O&M Activities and Support

Provide O&M activities and support for the ACES operational environment to allow for 24/7 usage. O&M activities include, but are not limited to:

3.2.1 Network, systems administration and help desk support on an on-call 24x7/365 basis.

The help desk will gather appropriate metrics on questions and defects as well as solution turn-around time With users on across the United States and in multiple locations across

Europe and other location outside of the United States, it is imperative that on-call assistance be available for our users who may have treaty mandated deadlines to meet and require assistance.

Addressing all A&A concerns to include a new ACES ATO if necessary.

3.2.8 Transition Period Support Upon End of Contract

The Contractor shall support a 60-day transition period with the incoming contractor personnel so they can become familiar with the ACES application, servers, users, etc. As part of the transition the contractor shall develop a comprehensive Support Transition Plan (STP) covering all aspects of the ACES O&M support as it relates to all treaties and agreements supported.

The STP shall outline the location of key documentation, providing an overview of the design of ACES, describing the operational and development environments and process for migrating application releases from development to production.

In addition to covering all areas such as software code structure, software development processes, database configuration, cybersecurity concerns, systems A&A status (to include in in-depth review of the RMF controls), etc. it will also clearly identify the more complex/intricate aspects of the support. For example with several of the conventional treaties and agreements there are complex interrelationships in regards to reporting thresholds and categorization/sub-categorization of equipment. The intent is for the incumbent to clearly articulate the potential areas of confusion that a new team could experience.

3.3 Application Infrastructure Enhancements

Full integration of Data Exchange Server (DES), formerly known as the Automated Data System (ADS) functions into ACES. The migration will rewrite all DES functions into native ACES technologies, so DES becomes an integrated component of ACES.

Note: This effort is to be completed within the base year.

Move ACES Test environment to Microsoft Azure, DITEC 2.0 environment or any viable DTRA directed Cloud Service Provider (CSP).

Note: This effort is to be aligned with DTRA IT Directorate guidance.

Implementation of New Confidence and Security-Building Measures (CSBM)/Vienna Document 2011 Notification Formats (TBD, Pending DTRA/Arms Control Community guidance).

Full integration of the IPM functionality into ACES. Rewrite of all IPM functionalities into the native ACES technology (see IPM system description below):

IPM is a unique web-based automated tool designed solely for DTRA to provide the critical capabilities necessary to comply with congressionally mandated international arms control treaties/agreements and to support United States Government (USG) policies and practices. IPM was developed to compile and manage operational team information, initiate and support mission planning, and execute required treaty notifications to enable the USG to execute its full on-site inspection and escort treaty rights and obligations. Current treaties supported by IPM include:

Conventional Armed Forces in Europe (CFE) Treaty New Strategic Arms Reduction Treaty (NST) Open Skies (OS) Treaty

IPM provides authorized users with the appropriate permissions the ability to:

Manage data regarding personnel assets Manage training course attendance; track training requirements Manage data regarding passports and visas, including the status of applications Draft treaty notifications for import into the Arms Control Enterprise System

(ACES)

Plan treaty-related inspection and escort requirements

IPM contains Privacy Act Information and is a registered system of record under the Privacy Act of 1974
