DESCRIPTION OF REQUIREMENT
Provide Fire Suppression (Sprinkler) Inspection Services
August 12, 2022
A. SUMMARY OF WORK AND PLACE OF PERFORMANCE
The Federal Bureau of Prisons (FBOP), Federal Correctional Complex (FCC) Coleman, located at 846 NE 54th Terrace, Coleman, FL 32511, intends to make a single award to a qualified, reputable company licensed in the State of Florida to perform fire suppression inspection services for the Federal Correctional Complex, Coleman, Florida.
This contract will consist of a base year and optional four years.
B. SCHEDULE
The period of performance for this contract is thirty (30) days for the base year of the contract. Likewise, option years, if executed, will also have a thirty (30) day performance period. The vendor awarded this contract shall perform all work within the first two months of the calendar year, January through February, of the base year. From the first day of the inspection each year, the vendor has thirty days to complete the inspection of all fire suppression systems on the property and provide written, typed or computer generated, report to the Complex Facility Manager or his designee. Likewise, each option year, if executed, the annual inspection shall be conducted between January 2 and February 28 with the vendor having thirty calendar days from the first date of inspection to complete the inspection and reports. Inspections shall be conducted during normal work hours, 7:00 a.m. to 3:00 p.m., Monday through Friday, excluding Federal holidays. Vendor may request to perform work outside these parameters. The requests will be considered on a case-by-case basis; however, there is no guarantee alternative days and/or times can be accommodated.
C. GOVERNMENT (OWNER) RESPONSIBILITIES
FCC Coleman will provide one staff member at each institution (Low, Medium, USP 1, USP 2, and FPC/Outside areas) to provide escort to the vendor’s personnel while working in the government owned buildings. The vendor may opt to conduct inspections at all five locations simultaneously, providing the vendor has sufficient quantity of personnel to conduct the inspections simultaneously. The vendor can also opt to inspect each institution area sequentially. FCC Coleman shall not provide more than five personnel, 1 at each institution, per day for escorting of vendor’s personnel. FCC Coleman will provide two points of contact (POC) for the vendor, the primary POC and an alternate POC.
D. EQUIPMENT & SUPPLIES
The service provider shall provide all labor, materials, supplies, chemicals, PPE, personnel, equipment, tools, conveyances, any other incidentals needed to perform the work in this Description of Requirement. FCC Coleman shall not provide anything other than what is identified in section C. Government Responsibilities.
E. METHOD OF PERFORMANCE
The service provider awarded this contract should be professional in nature consistent with FBOP Code of Conduct for FBOP staff. The services being performed will be monitored by a representative of the Facilities Department and/or the Contracting Officer’s Representative (COR). The Bureau of Prisons reserves the right to suspend, limit, or revoke the service provider's privileges at the Bureau of Prison facility due to violations of FBOP security procedures.
F. FIRE SUPPRESSION SYSTEM DATA
The five areas of the complex have their own independent fire suppression systems.
Below is a breakdown of fire suppression system components that need to be inspected and/or testing during the annual fire suppressions system inspections.

G. DESCRIPTION OF DUTIES
The vendor awarded this contract shall provide for the FCC Coleman property with fire suppression system inspection services to meet or exceed the requirements set forth in NFPA 25 (latest edition) and any other applicable NFPA codes. The service provider shall perform the annual fire suppression system inspection on all systems on the property that are identified above. Additionally, the vendor awarded this contract will perform semi-annual food service hood fire suppression inspections on the wet fire suppression systems of the complex. These systems are located at the FCI Low, FCI Medium, FPC, and outside areas. The semi-annual food service hood fire suppression inspections shall comply with NFPA 25 (latest edition) and any other applicable NFPA codes.
The vendor shall provide the following:
1. License issued by the State of Florida to perform fire suppression inspections.
2. Vendor shall provide documentation of certifications, licenses, etc. issued by the State of Florida for the personnel that will be performing the inspection services.
3. Vendor’s personnel shall conduct the inspection per NFPA 25 specifications.
In the event other NFPA codes are applicable, those requirements shall be completed per the NFPA code specifications as well.
4. Vendor shall operate each component of the fire suppression system as required by the applicable NFPA code.
5. At the conclusion of each building’s inspection, the fire suppression system shall be returned to a fully functional operating status. Any identified deficient components that cannot be immediately repaired do not have to be operational. For clarification and to the greatest extent possible, the fire suppression systems shall not be left in an inoperable status overnight or at the end of the inspection for a specific building.
6. Vendor shall provide a written report of the inspection and the results. The final report shall not be handwritten but shall be typed or computer generated.
7. The final inspection report shall clearly identify whether the fire suppression system passed or failed the inspection. The final inspection report shall clearly identify each component of the system and the status of each component (pass/fail).
8. The final inspection report shall identify clearly, in summary format, all components of the fire alarm system that failed the inspection and/or does not comply with the applicable NFPA code.
9. The final report shall not include “recommended” improvements, alterations, or other subjective dialogue. The vendor may provide this information in a separate report to FCC Coleman; however, it shall not be included with the final inspection report.
10. Vendor shall provide to the Complex Facility Manager one original, signed final inspection report on paper. Vendor shall also provide an electronic copy of the inspection report to be submitted electronically.
11. The semi-annual food service hood fire suppression system inspection reporting shall be consistent with the annual fire suppression system inspection reporting requirements described in this section. One semi-annual food service hood fire suppression inspection should be conducted simultaneously and included with the annual reports. This semi-annual food service hood fire suppression system inspection should be clearly identified within the annual report. The vendor may opt to provide a separate semi-annual food service hood fire suppression system report rather than include it within the annual report.
12. Once final signed reports for all locations have been received and accepted by the Complex Facility Manager, the vendor shall invoice FCC Coleman for the amount due. Invoices will not be processed for payment prior to final report being accepted. Partial invoices will not be processed for payment.
Only one final invoice per contract performance period will be processed for payment.
13. For each deficiency identified in the inspection report, the vendor shall provide written recommendations of corrective actions to bring each deficiency back into compliance with NFPA (IE pass inspection). Vendor shall also provide price quote to complete the corrective actions that the vendor has recommended. Each deficiency shall be identified and priced separately, not as one lump sum for the entire complex.
14. Providing a quote does not guarantee the vendor will be retained to perform the work identified. Should the vendor be utilized to perform the corrective actions, those services will be procured under a separate contract from this inspection service contract herein.
15. Pricing for the contract should be based on all factors, equipment, supplies, personnel, labor, travel, and other incidentals and shall include:
a. Sufficient quantity of trained and licensed personnel to perform the fire suppression inspection throughout the FCC Coleman property.
b. Any tools, equipment, meters, supplies, PPE, etc. to complete the fire suppression inspections
c. All office supplies, computers, etc. needed to produce the final inspection report as detailed above.
d. Transportation expenses, as needed, to have their personnel on the FCC Coleman property to complete the inspections within the periods identified earlier in this Description of Requirement.
16. The vendor shall be responsible for controlling their tools and equipment to prevent inmates from obtaining these items.
17. The vendor’s personnel will report to the designated check in point upon arriving on the FCC Coleman property and follow all rules related to contract staff and security of the institution.
18. The vendor’s personnel should dress in clothing proper and suitable for the area in which they will be working and type of work to be performed. The vendor’s personnel should not wear khaki, orange, or dark green colored clothing, as those are the colors of the inmate’s clothing. Camouflaged clothing, shorts, and grey sweats are also prohibited.
H. INMATE MANAGEMENT
The vendor shall be constantly aware of security and always maintain a professional relationship with any inmates in which they may come in contact. Any violations of the institution rules and regulations are to be brought immediately to the attention of an appointed Government employee for prompt and proper action. The vendor will not have unsupervised contact with inmates. The vendor will not supervise inmates and will not be responsible for the administrative management of inmates. FCC Coleman staff members while will escort the vendor’s personnel on the work site.
I. INSTITUTIONAL SECURITY
The vendor agrees to adhere to all regulations and guidelines prescribed by the Federal Bureau of Prisons, to include the Federal Correctional Complex (FCC), Coleman local guidelines relating to safety, custody and conduct of inmates, and the safety of the local population. The vendor’s personnel will be given an orientation, by a member of the FBOP staff, of the policies and procedures of the Bureau of Prisons and FCC Coleman that pertain to the areas where their work will be performed.
J. SCHEDULE AND PERIOD OF CONTRACT
The vendor shall have thirty (30) calendar days from the first date of the inspection to complete the inspection and reports for each contract performance period. Additionally, the annual fire suppression inspection must take place between January 2 and February 28 of each contract performance period. The semi-annual food service hood wet fire suppression system inspections shall take place between January 2 and February 28 for the first inspection, and July 1 and August 15 for the second inspection of each contract performance period.
K. RESIDENCY REQUIREMENT
The residency requirement applies to both individuals and employees of companies providing services to the Federal Bureau of Prisons. For three of the five years immediately prior to submission of your offer/bid/quote, individuals or contractor employees providing services in any Federal Bureau of Prisons facility must have:
1. Resided in the United States;
2. Worked for the United States overseas in a Federal or military capacity; or
3. Been a dependent of a Federal or military employee serving overseas.
