Operation of Wastewater & Potable Water Treatment Facilities Flight 93 National Memorial

1.0 INTRODUCTION

The National Park Service (NPS) is procuring all services necessary to operate the Wastewater & Potable Water Treatment Plants, as described in the following Statement of Work (SOW), for the Flight 93 National Memorial (FLNI), Stoystown, PA. It is intended that the services provided under the contract achieve fully operational Wastewater and Potable Water Treatment Plants which meet the standards of, and in compliance with, all relevant and applicable laws including permits specified herein.

2.0 BACKGROUND

2.1. Goals: The NPS is seeking a contractor to provide all necessary personnel, supervision, transportation, operation, testing, training, monitoring and reporting, and other items or services (except as stated herein) necessary to successfully operate existing Wastewater & Potable water treatment facilities to maintain a safe, clean and healthy environment for Memorial visitors, staff, volunteers and members of the general public.

2.2. Hours of Operation: Services shall be provided daily from Sunday through Saturday, unless specifically stated otherwise in this SOW. Emergency site access is available 24 hours a day / 7 days a week upon approval from the designated NPS Law Enforcement Officer. However, the contractor is to perform normal water/wastewater testing and plant operation within the hours of 7am-5.pm. During the stated hours the contractor shall remain on-site for a sufficient amount of time to meet the requirements of routine operations, notify the NPS staff regarding maintenance, and daily testing services.

2.3. Facility Types: There are two facilities to be managed and operated: Potable Water Plant and the Wastewater Treatment Plant.

1) The FLNI Potable Water Plant currently does not require a licensed water treatment by the DEP regulations. However, for this contract the operator is required to have a Water Operator License Class D&E with Subclass 7,12.

2) The FLNI Potable Water Plant System consists of a 2 gallon a minute producing well which pumps into a small building, (Well House/Potable Water Building). The raw water starts to be converted to potable water in this building by first injecting AQUA MAG into the raw water line which flows through a static mixer and about 10 ft of waterline to a chlorine injection pump. Also, in this building an AQUA Scout Panel controls and monitors the well and level of a holding tank at a higher location. When the well pump turns on it pumps through the Well house /Potable water building to the higher elevation into a 5,000 gallon underground holding tank. The Holding tank services the detention time needed for chlorine contact and gravity feeds the FLNI Learning Center and Visitor center. The water comes into the Learning Center in a 2-inch line at 25-31 psi and then is boosted by a pump to a pressure of 45-50 lbs. After the booster pump the water line is plumbed into a dirt media filter that back washes daily. All finished and water samples are taken beyond this point. Water samples for Dweller are set from PA DEP: 701 Janitor basin closet, 702 drinking water fountain, 703 bottle fill station, and 704 kitchen sink.

These samples are al taken from the FLNI Learning Center. Also, raw water samples may be required and taken from the FLNI raw well located in the FLNI Well House/Potable building.

3) The FLNI Wastewater Treatment Plant is a Class D, Sub-class 1 wastewater treatment plant; including a 5000 gallon per day Extended Aeration Treatment Plant (package plant), that is comprised of four Jet 1250 1500 Series Bat Media Plants. The associated plant equipment includes a 5,000 gal. septic tank, three 5,000 gal. equalization tanks, dosing tank and pumps, as well as 2" effluent pressure line which extends to the point of discharge.

2.4 Permits and Licenses: The FLNI Wastewater Treatment Plant is operated pursuant to National Pollutant Discharge Elimination System (NPDES) permit No. PA0255009 and the Potable Water Plant is operated pursuant to Pennsylvania Department of Environmental Protection (PADEP) permit PWSID: 4560361. The contractor will be added to and listed on existing permits as facilities operator. NPS will maintain and renew facility permits based on documentation, reports and application information provided by the contractor. Contractor personnel operating the wastewater treatment plant and potable water system shall e licensed to operate each facility. As stated in Section 2.3 1 the contract also requires the water operator to have a current water operator license class D&E subclass 7, 12.
